About measures for further enhancement of activities of information services of bodies of the public and economic board of the Republic of Uzbekistan

In these conditions achievement of strategic objective of creation in Uzbekistan of the democratic constitutional state and open fair civil society, and also ensuring protection of human rights and freedoms, quality of public administration are determined by opportunities of the state to create, accept and distribute information and knowledge which provide transition to the development model based on information, knowledge and innovations.

With respect thereto in the sphere of the public and economic board it is necessary to implement the system of acceptance of effective solutions based on openness and transparency, to provide information access, the reporting, openness and responsibility of officials to society that is also important condition of effective functioning of the state and economic administrative personnel, approvals of justice in society.

At the same time broad informing society on activities of bodies of the public and economic board, ensuring their accountability before the population is necessary sales term in practice of the constitutional regulation that "The people are the single source of the government", and also the noble idea "Not the people shall serve state bodies, and state bodies shall serve the people".

For the purpose of further increase in information openness of bodies of the public and economic board, operational bringing to the general public of the timely, objective and complete information about the purposes, tasks, the course and results of the undertaken large-scale reforms, harmonious occurrence, integration of the country into global information society, and also radical increase in efficiency of activities of information services of bodies of the public and economic board the Cabinet of Ministers decides:

1. Consider one of the most important tasks of bodies of the public and economic board of all levels strict and high-quality execution of the provisions of the law of the Republic of Uzbekistan "About openness of activities of state governing bodies", the effective mechanisms and methods of establishing open dialogue with the population directed to implementation, providing the rights of physical persons and legal entities to search, obtaining and distribution of information on activities of bodies of the public and economic board.

Determine that the head of body of the public and economic board bears the personal responsibility for realization of this task.

2. Determine that the information services (the press services, services for public relations) bodies of the public and economic board (further - information service) created within the total number of employees of body of the public and economic board are the separate, independent divisions which are directly subordinated to the head.

Consider the main objectives of information service:

participation in forming and realization of the information policy determined by management of body of the public and economic board according to modern requirements;

ensuring effective and efficient interaction with the Press service of the President of the Republic of Uzbekistan, information services of other bodies of the public and economic board for the purpose of realization of single state information policy;

objective, high-quality and operational informing the general public on activities of body of the public and economic board, regulatory legal acts in the sphere of its activities;

interaction with mass media, forming of permanent pool of journalists, distribution of information messages (press releases, bulletins, etc.), the organization of public actions;

operational placement and timely updating of information on the official website of body of the public and economic board, development of web resources, including social and mobile;

monitoring and the analysis of information field, preparation together with experts of offers on types, methods and level of response to them, the organization of complex work on distribution of materials in mass media, including on the Internet;

preparation together with other divisions of body of the public and economic board of news, directory materials, comments and information and analytical materials for distribution in national and foreign mass media;

providing with information materials (film, photo, audio-and video records, printed materials, etc.) of representations of the Republic of Uzbekistan in foreign countries, and also diplomatic representations of foreign countries in Uzbekistan for high-quality publicizing of activities of body of the public and economic board in foreign mass media;

the analysis and informing management of body of the public and economic board on condition of public opinion and line item of national and foreign mass media concerning activities of department;

forming and maintaining databank of the text, photo, audio-and video records concerning field of activity of body of the public and economic board.

3. Approve Standard regulations on information service of bodies of the public and economic board according to appendix.

4. To bodies of the public and economic board:

in two-month time to bring the regulatory legal acts adopted by them into accord with this resolution;

in three-months time together with the Agency of information and mass communications:

carry out certification of heads and employees of information services;

develop "road maps" on advanced training of personnel of information services and completing by their highly qualified specialists in the field of journalism, the organization of public relations, etc., and also to creation of the modern material and technical resources necessary for the effective organization of their work;

implement in practice carrying out by information services regular (at least once a month) press conferences, briefings, including with participation of heads of bodies of the public and economic board, with representatives of mass media, and also other modern forms of work with mass media and the public.

5. To the agency of information and mass communications together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan in two-month time to develop the methodical recommendations about realization of the principle of openness in activities of bodies of the public and economic board directed on:

increase in openness, determination of practical mechanisms of informing public on activities of bodies of the public and economic board;

ensuring broad access of physical persons and legal entities to information on the decisions made by bodies of the public and economic board, rendering the help in forming of modern systems of ensuring openness to them, etc.
