About approval of the Concept of information security of the Republic of Moldova
The parliament adopts this ordinary law.
Art. 1. – Approve the Concept of information security of the Republic of Moldova stated in annex.
Art. 2. – To the government jointly with Service of information and safety of the Republic of Moldova till June 30, 2018 to develop and submit to Parliament for approval the program of measures for implementation of the specified Concept.
Art. 3. – To the government in six-months time from the date of entry into force of this law to develop and submit for consideration the Strategy of information security of the Republic of Moldova and the Action plan on its implementation.

1. Prompt rates of development and diversified distribution of information technologies are the integral line of modern society, have different social, political, military and economic effects for everyday life of the state, society and the personality. In this regard acceptance of necessary measures for safety at the national level implies the comprehensive program of the actions which are directly connected with the level of information security support of the personality, society and state in general.
2. Development of information technologies and diversification of sources of information, on the one hand, create favorable premises for proper functioning of modern society, and on the other hand, simplify wide use by the blasting centers of means of promotion and media aggression for the purpose of destabilization of social and political situation and undermining sovereignty, independence and territorial integrity of the Republic of Moldova.
3. Increase of dependence of modern society on globalization of information systems and communication infrastructures leads to increase in vulnerability of the personality, society and state in the face of ever-increasing threats in information and technological and information and media spheres.
4. Measures for prevention, identification and fight against complex and permanent threats of information security can be undertaken only in the presence of the corresponding regulatory base in the field, accurately certain tools and methods, and also cooperation mechanisms at the national and international levels.
5. The concept of information security of the Republic of Moldova (further – the Concept) is determined by need of protection of interests of the state, society and personality, vitally and objects, strategically important for homeland security, need of ensuring the information protection referred to the state secret and also need of warning and counteraction of cybercrime.
6. The concept represents general vision of the purpose, tasks, the principles and the main activities on providing the high level of information security of the Republic of Moldova.
7. Information security is component of national security system.
8. National interests in the field of information security are: ensuring compliance with the rights and freedoms concerning access to information resources; development of information technology spheres and electronic communications and expansion of their use; ensuring protection of information space, vitally and strategically important objects, critical infrastructure, information carried to the state mystery, and information of limited access; warning, identification and suppression of risks and threats of information security of the Republic of Moldova, and also protection of national information space and society in general from impact of external and internal promotion and media aggression.
9. The concept is basis for development of Strategy of information security of the Republic of Moldova and the Action plan on its implementation.
10. For the purposes of this Concept the following concepts are used:
threat of information security – complex of the conditions, forces and factors constituting danger to national interests in the field of information security;
hybrid safety hazard – the blasting and/or information transaction managed or directed by the states, non-state actors, the organizations, persons, which is specially aimed at the weak and vulnerable parties of sovereign, independent and complete board;
information weapon – information and/or information technology, mass media, other resources and methods used at the tactical, operational and strategic levels for the purpose of conducting information war;
psychological transaction – the planned action for transfer to the general public of psychologically destructive messages, information and indicators which are picked up taking into account objective or subjective emotions, motives and judgments for the purpose of rendering influence on behavior of the authorities, organizations, groups and/or persons;
policy of information security support of the Republic of Moldova – the set of activities of bodies of public management, their obligations and responsibility on protection of national interests in information space based on respect for balance of interests of the personality, society and state;
promotion – action for systematic distribution of information for impact on the relations, beliefs and behavior of people, in support or to the detriment of certain organizations, the ideas or persons by means of manipulative submission of information and/or selective covering of events, for the purpose of undermining national interests of the state;
information war – complex of the actions which are carried out in information space by the state or non-state actors by means of promotion, media aggression, manipulation and misinformation including digital, cybernetic and psychological transactions, for the purpose of undermining sovereignty, independence and territorial integrity of the state;
information security – condition of protection of information resources, and also persons, societies and the states in information space;
information space – the field of activity (digital, cybernetic, media) connected with forming, creation, conversion, transfer, distribution, use and storage of information, making impact on individual and/or social consciousness, information infrastructure and information.
11. The purpose of the Concept is ensuring protection of basic rights and freedoms, democracy and the constitutional state in information space.
12. The main objectives in the field of information security support are:
a) development of potential of reaction in case of hybrid safety hazards;
b) permanent monitoring and periodic assessment of level of information security of the Republic of Moldova; identification of internal and external sources of threats of information security, and also determination of priority activities on prevention and elimination of these threats;
c) monitoring of information space and identification of internal and external actions on misinformation and/or manipulative submission of information;
