1. These rules establish procedure for provision of subventions from the federal budget to the budget of the Republic of Crimea on financial provision of implementation of part of powers of the Russian Federation in the sphere of the state control (supervision) in the field of industrial safety, power industry and safety of the hydraulic engineering constructions transferred to Council of Ministers of the Republic of Crimea according to the Agreement between Federal Service for Environmental, Technological and Nuclear Supervision and the Council of Ministers of the Republic of Crimea on transfer to Council of Ministers of the Republic of Crimea of implementation of part of powers of the Russian Federation in the sphere of the state control (supervision) in the field of industrial safety, power industry and safety of hydraulic engineering constructions approved by the order of the Government of the Russian Federation of September 2, 2014 No. 1692-r (further respectively - delegated powers, subventions).

2. The amount of subventions is determined according to technique of distribution of the subventions provided from the federal budget to the budget of the Republic of Crimea on financial provision of implementation of part of powers of the Russian Federation in the sphere of the state control (supervision) in the field of industrial safety, power industry and safety of the hydraulic engineering constructions transferred to Council of Ministers of the Republic of Crimea approved by the order of the Government of the Russian Federation of October 18, 2017 No. 1270 "About provision and distribution of subventions from the federal budget to the budget of the Republic of Crimea on financial provision of implementation of part of powers of the Russian Federation in the sphere of the state control (supervision) in the field of industrial safety, power industry and safety of the hydraulic engineering constructions transferred to Council of Ministers of the Republic of Crimea".

3. Subventions are provided to the budget of the Republic of Crimea within budgetary appropriations (limits of the budget obligations) provided in accordance with the established procedure to Federal Service for Environmental, Technological and Nuclear Supervision as to the main manager of means of the federal budget.

4. Transfer of subventions is performed into the account opened by territorial authority of the Federal Treasury for accounting of receipts and their distribution between budgets of the budget system of the Russian Federation for the subsequent transfer in accordance with the established procedure in the budget of the Republic of Crimea.

5. Transactions on cash expenses of the budget of the Republic of Crimea which source of financial provision are subventions are considered on personal accounts of the manager and receiver of the budget funds of the Republic of Crimea opened in territorial authority of the Federal Treasury.

The authorized body of the executive authority of the Republic of Crimea performing delegated powers sends quarterly, no later than the 15th following the accounting period to the Ministry of Finance of the Russian Federation and Federal Service for Environmental, Technological and Nuclear Supervision the expense statement within the provided subventions in the form approved by Federal Service for Environmental, Technological and Nuclear Supervision.

7. The authorized body of the executive authority of the Republic of Crimea performing delegated powers bears in accordance with the legislation of the Russian Federation responsibility for target use of subventions and reliability of the reporting represented according to Item 6 of these rules.
