ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

About approval of the Regulations on Federal Antimonopoly Service

(as amended on 13-05-2021)

The government of the Russian Federation decides:

1. Approve the enclosed Regulations on Federal Antimonopoly Service.

2. To Federal Antimonopoly Service to introduce till October 1, 2004 in the Government of the Russian Federation offers on introduction of amendments to the legislation of the Russian Federation for the purpose of exception of excessive and duplicative functions in the established field of activity.

3. Item 1 of the Order of the Government of the Russian Federation of April 7, 2004 No. 189 "Questions of Federal Antimonopoly Service" (The Russian Federation Code, 2004, No. 15, the Art. 1482) after words: "within the competence" to add with words: "normative legal and".

3(1). Permit Federal Antimonopoly Service make within the powers assigned to it the relevant acts determining its status in accordance with the established procedure changes to the decisions of Federal Tariff Service, Federal Power Commission of the Russian Federation and the abolished federal executive bodies made earlier on questions which legal regulation is transferred to Federal Antimonopoly Service, and also if necessary to recognize them invalid.

Regulations on Federal Antimonopoly Service

I. General provisions

1. Federal Antimonopoly Service (FAS Russia) is the authorized federal executive body performing functions on acceptance of regulatory legal acts and control of observance of the antitrust law, legislation in field of activity of subjects of natural monopolies, in the sphere of state regulation of the prices (rates) for goods (services), advertizing, to control of implementation of foreign investments in the economic societies having strategic importance for ensuring defense of the country and safety of the state, to control (supervision) in the sphere of the state defensive order, in the sphere of purchases of goods, works, services for ensuring the state and municipal needs and in the sphere of purchases of goods, works, services as separate types of legal entities and also in coordination of application of the closed methods of determination of suppliers (contractors, contractors).

2. Management of activities of Federal Antimonopoly Service is performed by the Government of the Russian Federation.

3. Federal Antimonopoly Service in the activities is guided by the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws, acts of the President of the Russian Federation and the Government of the Russian Federation, international treaties of the Russian Federation, and also this Provision.

4. Federal Antimonopoly Service performs the activities directly and through the territorial authorities in interaction with other federal executive bodies, the Central bank of the Russian Federation, public authorities of subjects of the Russian Federation, local government bodies, public associations and other organizations.
