About financing of unemployment benefits

That financing of unemployment benefits is made at the expense of the state fees on the compulsory social insurance provided by the Law of the Azerbaijan Republic "About social insurance" for the purpose of establishment of the mechanism of this financing the Cabinet of Ministers of the Azerbaijan Republic decides:

1. To the Ministry of Labour and Social Protection of the Azerbaijan Republic:

- determine the year forecast about the amount of funds for allowance payment by unemployment;

-  No. 488 is excluded according to the Resolution of the Cabinet of Ministers of the Azerbaijan Republic of 28.11.2016

2. To local authorities of the State Social Security Fund for determination of financing of pensions and benefits to the idle population according to actual expenses of last month to the 20th day of every month, and on the specified requirement - until the end of month to transfer funds in the form of advance payment to the centers of social protection of the population.

3. To the centers of social protection of the population to transfer the arriving funds in the relevant companies of payment.

4. To provide to the companies of payment finishing the arriving means it is direct to the idle population. To the relevant banks and local authorities of the Ministry of Communications and Information Technologies of the Azerbaijan Republic to perform pension payment and benefits to the idle population based on their statements.

5. To the state Social Security Fund at the beginning of every month based on the applications submitted by Public service of employment under the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic to transfer in centralized procedure into their cash accounts funds for financing of the expenses provided on unemployment benefits.

6. Public service of employment under the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic to represent to the State Social Security Fund under the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic quarterly with the accruing result reports on pension payment and benefits to the idle population, and Head department of employment and Head department of social protection of disabled people - about implementation of the measures connected with social protection of disabled people and children with limited opportunities of health, persons who are looking for work and jobless citizens about expenditure of the funds transferred on content of their administrative personnel in the form approved by the Ministry of Finance of the Azerbaijan Republic and the State committee according to the statistics of the Azerbaijan Republic.

7. Expenses on fee on financing of unemployment benefits and making of banking activities on payment of these benefits to charge to compulsory national social insurance.

8. Payment for servicing in connection with the preparation and processing of bank transfers and payment amount levied by banks from cash and also payment amount for servicing in connection with finishing unemployment benefits to the population are regulated by the agreements signed between the Ministry of Labour and Social Protection of the population, the Ministry of Communications and Information Technologies of the Azerbaijan Republic and the relevant banks.

9. Charge to the Ministry of Finance of the Azerbaijan Republic to provide implementation through the State Treasury of cash execution of expenses of Head department of employment and Head department of social protection of disabled people of the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic. To transfer remaining balance of means on bank accounts of Head department of employment and Head department of social protection of disabled people and their local authorities for January 1, 2002 into accounts of the State Social Security Fund and its local authorities.

10. Part of means on the current receipt and account accounts of the State Social Security Fund under the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic and its local authorities and on settlement accounts on content of their administrative personnel, on transit accounts of the centers of social protection of the population on implementation of actions of Head department of employment and Public service of employment under the Ministry of Labour and Social Protection of the population of the Azerbaijan Republic and their local authorities and on content of administrative personnel, not spent for the end of the year to translate in full amount to the next year and to provide transfer to the corresponding territorial and combined accounts of the State Social Security Fund under the Ministry of Labour and Social Protection of the population. 11. Determine that:

- The companies of payment - for timely and correct not finishing means of unemployment benefits to destination;

- the paragraph the fourth is excluded;

- The Ministry of Finance of the Azerbaijan Republic - for timely not making of cash transactions according to the submitted applications.

12. This resolution becomes effective from the date of signing.
