1. Approve the enclosed Federal regulations and rules of industrial safety "Safety rules in case of development of coal fields by open method".

2. Consider not No. 45 which is subject to application the resolution of the Federal inspectorate for mining and industry of Russia of May 30, 2003 "About approval "Safety rules in case of development of coal fields by open method" (it is registered by the Ministry of Justice of the Russian Federation on June 16, 2003, registration No. 4694).

3. This order becomes effective after six months after its official publication, except for Items 545 and 546 of the approved Federal regulations and rules of industrial safety "Safety rules in case of development of coal fields by open method" which become effective since January 1, 2022.

I. Basic provisions

1. These Federal regulations and rules of industrial safety "Safety rules in case of development of coal fields by open method" (further - Safety rules) are developed according to requirements of the Federal Law of July 21, 1997 No. 116-FZ "About industrial safety of hazardous production facilities" (The Russian Federation Code, 1997, No. 30, Art. 3588; 2000, No. 33, Art. 3348; 2003, No. 2, Art. 167; 2004, No. 35, Art. 3607; 2005, No. 19, Art. 1752; 2006, No. 52, Art. 5498; 2009, No. 1, Art. 17, Art. 21; No. 52, Art. 6450; 2010, No. 30, Art. 4002; No. 31, Art. 4195, Art. 4196; 2011, No. 27, Art. 3880; No. 30, Art. 4590, Art. 4591, Art. 4596; No. 49, Art. 7015, Art. 7025; 2012, No. 26, Art. 3446; 2013, No. 9, Art. 874; No. 27, Art. 3478; 2015, No. 1, Art. 67; No. 29, Art. 4359; 2016, No. 23, Art. 3294; No. 27, Art. 4216; 2017, No. 9, Art. 1282; No. 11, the Art. 1540) (further - the Federal Law No. 116-FZ).

These rules of safety extend to the legal entities and individual entrepreneurs performing the activities on hazardous production facilities connected with development of coal fields by open method (further - coal mine), designing, construction and operation of coal mine, designing, production, installation, operation and repair of technical devices, professional rescue services and (or) professional rescue units (further - PASS(F), and also on employees of other organizations which activities are connected with coal mines.

3. These rules of safety establish requirements which observance ensures industrial safety and also ensuring their readiness for localization and mitigation of consequences of accidents is directed to the prevention of accidents and incidents on coal mines.

4. The project organization for the decision of the technical lead (chief engineer) of coal mine exercises designer's service of observance of the project decisions made in the project documentation in the main parameters of coal mine and dumps (corners of slopes of ledges and boards of coal mine, and also dumps, parameters of platforms and berm ledges), and also to conditions of use of the mining-transport equipment.

5. Works on preservation and liquidation of coal mine shall be carried out on condition of documentation availability on preservation and liquidation of coal mine and positive experimental testimony of industrial safety.

6. For check new and enhancements of the existing systems of development of coal mine and their parameters trial development of coal mine or its part which is performed based on the project of working off of coal mine, and also development plans for the mining operations approved by the technical lead (chief engineer) of coal mine is allowed.

7. Reduction of the operating coal mine in compliance with requirements of these rules of safety is performed in terms which are established by the head of coal mine. Before reduction of the operating coal mine in compliance with requirements of these rules of safety by the technical lead (chief engineer) of coal mine develops the actions proving and providing safe operation of coal mine. Before realization of the specified actions the technical lead (chief engineer) of coal mine shall send to the territorial authority of Federal Service for Environmental, Technological and Nuclear Supervision exercising federal state supervision in the field of industrial safety of coal mine, the plan of their realization.

II. Conducting mining operations

8. During change the mine foreman, and within a day - the yard foreman or his deputy who shall take measures for their elimination in the presence of abuses of regulations of safety shall inspect each workplace.

9. Tasks (job specifications) for works shall be drawn up in writing, with acquaintance of the worker under list. Forms and procedure for registration of tasks (job specifications) for works are determined by the technical lead (chief engineer) of coal mine.

10. Conducting works in the places having violations of these rules of safety except implementation of the works directed to their elimination is forbidden.

11. On works to which increased requirements of industrial safety are imposed written work permits shall be issued. Form and content of work permits is determined by the technical lead (chief engineer) of coal mine.

12. The work permit draws up also the admission on the territory of coal mine for performance of works of personnel of contract organization. In it completion date of works, dangerous factors shall be specified, borders of the site or object where the contract organization performs works are determined and bears responsibility for their safe production.

13. Explosive works on coal mines shall is carried out with observance of requirements of Federal regulations and rules of safety of "The safety rule the during the explosive works" approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of December 16, 2013 No. 605 (registration No. 31796) is registered by the Ministry of Justice of the Russian Federation on April 1, 2014.

14. On coal mines the operations procedure of workers and officials in case of detection of explosive materials shall be determined by them (further - VM) in the places which are not intended for storage of VM.

15. Excavations and drives to them in the places constituting danger of fall in them of people, animals, machines and mechanisms shall be blocked or protected.

16. Failures, sumps, funnels, invalid holes, drainage wells and other vertical developments shall be blocked or protected.

17. It is forbidden to encumber places of employment of the equipment and approaches to them with the mountain weight or any objects complicating movement of people, animals, machines and mechanisms.

18. Movement of people on the territory of coal mine is allowed on the arranged walking paths or on roadsides of highways towards to the direction of movement of vehicles, in the presence of individual protection equipment and light-reflective elements of clothes in night-time. All persons working at coal mine under list shall be acquainted with routes of movement.

19. In night-time walking paths and transitions through railway tracks and highways shall be lit.

20. On coal mine delivery of workers to work location on the vehicle equipped for this purpose shall be organized. Routes and speed of transportation of people affirm the technical lead (chief engineer) of coal mine.

21. The device of airfields on carriageway is forbidden.

22. Transportation of people in hopper-cars, bodies of dump trucks, cargo trolleys of the ropeways and other mining-transport oborudovaniye which are not intended for this purpose is forbidden.

23. For the message between ledges of coal mine it is necessary to establish strong ladders with bilateral hand-rail and inclination no more than 60 ° or congresses with bias no more than 20 °. The actions plan on localization and mitigation of consequences of accidents according to the Regulations on plan development of actions for localization and mitigation of consequences of accidents on hazardous production facilities approved by the order of the Government of the Russian Federation of August 26, 2013 No. 730 shall be developed for each coal mine (The Russian Federation Code, 2013, No. 35, the Art. 4516). Instructing in industrial safety and acquaintance with PLA carry out according to the program approved by the technical lead (chief engineer) of coal mine.

30. Educational alarms on each coal mine shall be carried out according to the schedule approved with the division manager of PASS(F) servicing coal mine.

31. Doctrines (educational trainings) on PLA with heads and specialists shall be carried out at least once in three months under the leadership of the technical lead (chief engineer) of coal mine.

Mining operations on carrying out trenches, development of ledges and dumping of dumps

32. Mining operations on carrying out trenches, development of ledges and dumping of dumps shall be conducted taking into account engineering-geological conditions and the used equipment according to the project approved by the technical lead (chief engineer) of coal mine projects of works.

33. In the project of works the admissible sizes of working platforms, berm, corners of slope, height of ledge, prism of collapse, distances from the mining-transport equipment to brows of ledge or dump shall be specified.

34. Effective period of the project of works is established by the technical lead (chief engineer) of coal mine depending on conditions of conducting mining operations. In case of change of mining-and-geological conditions conducting mining operations shall be suspended before review of the project.

35. Specialists and workers, the leading works established by the project shall be informed of the project of works under list of person of technical supervision of coal mine.

36. Conducting mining operations without the approved project of works, and also with departure from requirements of the project is forbidden.

37. Around industrial platforms of coal mine the sanitary protection zone which sizes are determined by the project shall be established.

38. Height of ledge shall be determined by the project taking into account results of researches of physicomechanical properties of rocks and mineral, and also mining-and-geological and hydrogeological conditions of their bedding and parameters of the equipment.

39. In case of use of hydraulic excavators and lift trucks the safe height of ledge shall be determined by calculations taking into account trajectory of movement of working body (ladle) of the excavator (lift truck).

40. In case of use of rope excavators height of ledge shall not exceed:

maximum height of cherpaniye of the excavator;

height or depth of cherpaniye of dragline, mnogokovshovy chain and rotor excavators.

41. Ledge height for excavators with the extended working equipment is established by the project and shall provide visibility of transport vessels from the excavator operator's cabin.

42. In case of development manually height of ledge shall not exceed: 6 m - for friable steady dense breeds, 3 m - for friable unstable loose breeds.

43. In case of development of breeds using drilling-and-blasting works increase in height of ledge up to the one-and-a-half height of cherpaniye of the excavator is allowed provided that face height on disorder does not exceed the maximum height of cherpaniye of the excavator. It is allowed to divide disorder on height into layers (subledges) or to develop actions for safe collapse of peaks and navisy.

44. Corners of slopes of working ledges shall be determined by the project of works taking into account physicomechanical properties of rocks and shall not exceed:

45. Limiting corners of slopes of ledges and boards of coal mine (corners of steady board), including temporarily preserved sites of boards, are established by the project and can be corrected in use according to geological and surveying service of coal mine, by results of additional researches of engineering-geological conditions of array of board of coal mine and to dumps by project development of reconstruction or documentation on modernization.

46. Width of working platforms taking into account their purpose, and also arrangement to them of the mining-transport equipment, transport communications, utility lines and communication is determined by the project of works.

47. The distance from the lower brow of ledge (disorder of mountain weight) and from the upper brow of ledge to axis of the next railway track is established by the project and there shall be at least 2,5 of m.

48. Forming of temporarily non-working boards of coal mine and renewal of mining operations on them shall be made on the projects of works providing necessary security measures.

49. The distance between the lower brows of slopes of ledge of dump to axis of railway track or axis of the conveyor is established by the project and there shall be at least 4 m.

50. Distance between adjacent berma in case of repayment of ledges and their statement in limiting provision, width, design and procedure for servicing safety berm are determined by the project, taking into account ensuring stability of design of board of coal mine, the safe mechanized their cleaning. In use parameters of ledges and safety berm shall be specified if necessary by results of researches of physicomechanical properties of rocks and shall be at least established by the project.

51. In case of repayment of ledges, statement them in limiting provision it is necessary to observe the corners of slope of ledges, boards of coal mine established by the project. In all cases width of safety berma shall be such that its mechanized cleaning was provided.
