I. General provisions

Subject of regulation of Administrative regulations

1. The administrative regulations of provision by the Pension Fund of the Russian Federation of the state service in provision of compensation for expenses, the areas connected with moving from the region of the Far North and equated to them, to persons who are receivers of insurance pensions and (or) pensions on the state provision of pensions, and the members of their families who are in their dependence (further respectively - RPF, compensation, the state service, Administrative regulations), determine procedure for provision of RPF through the territorial authorities of the state service, terms and the sequence of ministerial procedures by provision by territorial authorities of RPF of the state service.

Circle of applicants

2. The state service is provided to the persons who are receivers of insurance pensions and (or) pensions on the state provision of pensions, not working according to the employment contracts which are not earning payments and other rewards under civil agreements which subject are performance of works, rendering services, under agreements of the author's order, contracts on alienation of exclusive right for works of science, literature, art, publishing license agreements, license agreements on provision of right to use of works of science, literature, art and not performing other activities during which they are subject to mandatory pension insurance in accordance with the legislation of the Russian Federation (further - applicants).

Applicants can use the state service through the legal or authorized representative (further - the representative).

At the same time personal participation of applicants in legal relationship on receipt of the state service does not deprive of them the right to have representatives, as well as participation of representatives does not deprive of applicants of the right to personal participation in the specified legal relationship.

3. Acceptance of applicants (representatives) concerning provision of the state service is performed according to employment policies and procedures of territorial authority of RPF.

4. Information on provision of the state service is placed in the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the Single portal) to the address: www.gosuslugi.ru, website of RPF.

5. On the Single portal the following information is placed:

a) the exhaustive list of the documents necessary for provision of the state service, the requirement to execution of the specified documents, and also the list of documents which the applicant has the right to provide on own initiative;

b) circle of applicants;

c) term of provision of the state service;

d) results of provision of the state service;

e) the exhaustive list of the bases for suspension or refusal in provision of the state service;

e) about the applicant's right to pre-judicial (extrajudicial) appeal of actions (failure to act) and the decisions made (performed) during provision of the state service;

g) the application form about compensation for expenses, the areas connected with moving from the region of the Far North and equated to them, to persons who are receivers of insurance pensions and (or) pensions on the state provision of pensions, and members of their families provided by appendix No. 2 to Administrative regulations (further - the statement), and also model of its filling.

The information access about terms and procedure for provision of the state service is performed without accomplishment by the applicant of any requirements, including without use of the software which installation on technical means of the applicant requires the conclusion of license or other agreement with the owner of the software providing collection of payment, registration or authorization of the applicant or provision of personal data by it.

6. Informing applicants (representatives) concerning provision of the state service is performed:

a) the official of structural division of territorial authority of the RPF responsible for provision of the state service (further - the official), in case of the direct appeal of the applicant (representative) to territorial authority of RPF;

b) by means of telephone and fax connection;

c) by the publication of information materials in mass media, editions of information brochures, booklets, other printed materials;

d) by placement of information on the website of RPF and on the Single portal;

e) by design of information stands, placement of brochures, booklets and other information materials in premises of the territorial authorities of RPF intended for acceptance of applicants, and also other organizations of all patterns of ownership in coordination with the specified organizations including in the multipurpose centers of provision of the state and municipal services (further - the multipurpose centers);

e) by means of answers to written addresses of applicants (representatives).

7. When informing on procedure for provision of the state service by phone the official, having accepted telephone call, it shall be provided: tell surname, the name, middle name (in the presence), position, the name of structural division of territorial authority of RPF.

The official shall report the schedule of acceptance of applicants (representatives), the exact postal address of territorial authority of RPF, journey method to it, and if necessary - requirements to the direction of the statement by mail.

Informing by phone on procedure for provision of the state service is performed according to the working schedule of territorial authority of RPF.

8. In case of responses to phone calls and oral addresses concerning provision of the state service the official shall provide the following information according to the arrived address:

a) about the regulatory legal acts regulating questions of provision of the state service (the name, acceptance date of regulatory legal act, number);

b) about the list of categories of the applicants having the right to the state service;

c) about the list of the documents necessary for receipt of the state service;

d) about terms of provision of the state service;

e) about the bases for decision making about refusal in compensation provision;

e) about the location on the website of RPF of information on provision of the state service.

At the same time at the request of the applicant (representative) informing on the course of provision of the state service can be performed by transfer of text messages on the e-mail address of the applicant (representative) or on subscriber number of the device of mobile radiotelephone communication of the applicant (representative).

II. Standard of provision of the state service

12. 13. Payment of compensation is made by territorial authority of RPF within 30 working days from the date of decision making about compensation payment to the applicant.
