About enhancement of payment procedure of work of workers of system of the state preschool education

In pursuance of the resolution of the President of the Republic of Uzbekistan of September 30, 2017 No. PP-3305 "About the organization of activities of the Ministry of preschool education of the Republic of Uzbekistan", and also enhancement of payment procedure of work of workers of system of preschool education the Cabinet of Ministers decides:

1. Approve Regulations on payment procedure of work and material stimulation of workers of system of the state preschool education according to appendix No. 1.

2. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 2.

3. To the ministry of preschool education of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

4. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan K. V. Akmalov and the minister of preschool education of the Republic of Uzbekistan A. V. Shin.

Regulations on payment procedure of work and material stimulation of workers of system of the state preschool education

I. General provisions

1. This Provision determines procedure and payment terms of work and material stimulation of methodologists, inspectors-methodologists of the Ministry of preschool education of the Republic of Karakalpakstan, Head department of preschool education of the city of Tashkent, the regional managements of preschool education leading and pedagogical personnel of district (city) departments of preschool education, public institutions of preschool education (further - workers of system of the state preschool education).

The procedure and payment terms of work of managerial personnel of the Ministry of preschool education of the Republic of Karakalpakstan, Head department of preschool education of the city of Tashkent, regional managements of preschool education are determined according to the resolution of the Cabinet of Ministers of April 12, 1996 No. 147 "About introduction of scale of charges by compensation of employees of state governing bodies, judicial authorities and notary offices".

2. Compensation of workers of system of the state preschool education is performed according to the Labor code of the Republic of Uzbekistan, this Provision and other acts of the legislation and includes:

official pay rates (tariff charges);

surcharges and allowances to official pay rates.

II. Official pay rates (tariff charges) of workers of system of the state preschool education

3. Official pay rates of workers of system of the state preschool education are created on basis:

the base wage rates established according to position and qualification employee category of system of the state preschool education

surcharges and allowances to the official pay rates established by the legislation.

4. The size of base wage rates of compensation of workers of system of the state preschool education is determined according to appendix to this Provision.

Base wage rates of compensation of leading employees of public institutions of preschool education are established proceeding from group of organizations. So, the public institutions of preschool education having 9 or more groups treat the I group, the public institutions of preschool education having up to 8 groups treat the II group.

Base wage rates of compensation of pedagogical employees of public institutions of preschool education are differentiated proceeding from position, qualification employee category and type of public institution of preschool education.

5. Compensation of health workers of the public specialized agencies of preschool education for children with variations in physical or mental development is performed according to the resolution of the Cabinet of Ministers of December 21, 2005 No. 276 "About approval of advanced wages system of health workers".

6. For workers systems of the state preschool education are installed the following qualification categories:

the specialist with average special, professional (to the corresponding pedagogical or carried-out job responsibilities) education;

the specialist with degree of the bachelor or the higher education got before introduction of the academic degrees on the level of the higher education;

the specialist of the second category with degree of the bachelor, master or the higher education got before introduction of the academic degrees on the level of the higher education;

the specialist of the first category with degree of the bachelor, master or the higher education got before introduction of the academic degrees on the level of the higher education;

the specialist of the highest category with degree of the bachelor, master or the higher education got before introduction of the academic degrees on the level of the higher education.

7. Assignment of qualification categories to employees of public institutions of preschool education is performed according to the Regulations on procedure for carrying out certification of pedagogical personnel of preschool, general averages, average special, professional and out-of-school state educational institutions approved by the resolution of the Cabinet of Ministers of April 7, 2016 No. 107.

III. Surcharges and allowances to official pay rates of employees of public institutions of preschool education

8. Material stimulation of honesty carrying out the service duties, initiative and highly-skilled employees of public institutions of preschool education is performed at the expense of means of the preschool education of Special fund of material stimulation of employees of budgetary institutions and organizations organized in public institutions.

The procedure for use of means of Special fund of material stimulation of employees of budgetary institutions and organizations is determined by the legislation.

9. In specialized public pre-school educational institutiones for children with variations in physical or mental development to official pay rates and base wage rates of the leading, pedagogical and health workers surcharge in the amount of 100 percent, and to assistants to tutors - in the amount of 50 percent is paid.

10. Conditions of payment of additional payments, and also allowances for honorary titles, academic degrees to employees of public institutions of preschool education on places where district coefficients and allowances are implemented, are determined by the legislation.
