1. Approve the Procedure for forming of scope of the scientific research and scientific and technical (experimental) developments financed by means of the government budget which is attached.
2. Recognize invalid resolutions of the Cabinet of Ministers of Ukraine according to the list which is attached.
3. This resolution becomes effective since April 1, 2018.

1. This Procedure determines the general principles of forming by the main managers of budgetary funds (further - the main managers) scopes of the scientific research and scientific and technical (experimental) developments planned to accomplishment at the expense of means of the government budget (further - subject).
2. Action of this Procedure does not extend to forming:
scopes of the scientific research and scientific and technical (experimental) developments planned to accomplishment due to own receipts of budgetary institutions;
the state defensive order in the part concerning satisfaction of scientific requirements on ensuring national security and defense;
state target scientific and scientific and technical programs;
the state order on the major scientific and technical (experimental) developments and scientific and technical products;
the directions of grant support of scientific and scientific and technical activities at the expense of means of the government budget MON, other central executive bodies which sphere of management budget scientific institutions, universities, academies, institutes, National academy of Sciences, national industry academies of Sciences, National fund of researches treat;
the list of the scientific (scientific and technical) works determined in accordance with the terms, the provided international agreements, agreements and joint scientific and technical programs, concluded in the sphere of scientific and scientific and technical activities.
3. According to the procedure the term "subject" is used as set of the directions in which scientific research and scientific and technical (experimental) developments are conducted.
Other terms are used in the value given in the Budget code of Ukraine, the Laws of Ukraine "About scientific and scientific and technical activities" and "About the higher education".
4. The subject is created for determination of the scientific (scientific and technical) works planned to financing, on purpose:
realization of legislatively certain priority directions of development of science and technology;
ensuring accomplishment of the main objectives of the main managers, in particular on development of scientific bases of state policy and development of social production in the respective spheres.
5. The subject is created and affirms the main managers for a period of three - five years during the first half of the year of the year previous planned. Forming and approval of subject for the next period is performed during the first half of the year of the last year of action of the subject approved on previous period.
6. The subject if necessary is adjusted by the main managers in the year preceding planned.
7. The main managers create subject according to competence taking into account:
requirements of society and state for new scientific knowledge and modern technologies;
world tendencies of development of science and technology in the respective spheres;
world market conjunctures of the knowledge-intensive products.
8. The approved subject is published on the official website of the main manager.
9. The realization of subject is enabled by accomplishment of scientific (scientific and technical) works which customers can be main managers or managers of budgetary funds of the lowest level.
10. Carrying out competitive selection of scientific (scientific and technical) works is performed in cases, stipulated by the legislation.
Determination of scientific (scientific and technical) works without competitive selection can be performed in case of their accomplishment within the main activities of budget scientific institutions, scientific research of universities, academies, institutes in the expense limits provided in their estimates on the specified purposes.
11. The main manager provides control of compliance of the budgetary funds of the lowest level of scientific (scientific and technical) works determined by the manager to the subject approved by it.
The main manager determines the scientific (scientific and technical) works expected results of which:
correspond to real requirements of economy and development of society;
have high degree of readiness and are directed to practical implementation of results in economy industries.
12. The main managers annually no later than March 15 of the year following reporting provide to MON in the procedure established by it the summarized information on condition of forming and realization of subject based on the data obtained from managers of budgetary funds of the lowest level, budget scientific institutions and universities, academies, institutes which belong to the sphere of management or are under authority of the main manager.
MON taking into account information obtained from the main managers annually creates the corresponding research opinion which is posted on the MON official website no later than June 15 of the year following reporting.
