ORDER OF THE GOVERNMENT OF THE KYRGYZ REPUBLIC

On regulation of private veterinary practice in the Kyrgyz Republic

(as amended of the Resolution of the Cabinet of Ministers of the Kyrgyz Republic of 02.04.2024 No. 150)

For the purpose of implementation of Articles 6, 23-26 Laws of the Kyrgyz Republic "About veterinary science", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- Regulations on procedure of private veterinary practice in the Kyrgyz Republic according to appendix 1;

- Regulations on procedure for registration/re-registration and maintaining the Register of veterinarians and paraveterinary specialists in the Kyrgyz Republic according to appendix 2;

- Regulations on delegation of separate state powers in the field of veterinary science according to appendix 3.

2. This resolution becomes effective after fifteen days from the date of official publication.

Regulations on procedure of private veterinary practice in the Kyrgyz Republic

Chapter 1. General provisions

1. This Regulations on procedure of private veterinary practice in the Kyrgyz Republic (further - the Provision) regulate procedure private veterinarians and paraveterinary specialists (further - private veterinary specialists) private veterinary practice in the territory of the Kyrgyz Republic.

2. Persons who are engaged in private veterinary practice shall be guided by the Law of the Kyrgyz Republic "About veterinary science", the Code of professional ethics of veterinarians approved by Veterinary council of Veterinary chamber and this Provision.

3. Veterinary services are the private veterinary specialists consisting in the Register of Veterinary chamber on bases of contractual relations and the paid nature of services.

Chapter 2. Rights and obligations of private veterinary specialists

4. The private veterinary specialist provides high-quality veterinary services and informs citizens and owners of animals on the rendered veterinary services.

5. Private veterinary specialists have information sign on site of work with indication of profile and form of the organization of activities, trade name with information on the address and operating mode in the state and official languages.

6. Information on the rendered veterinary services shall contain without fail:

- the list of main types of the provided veterinary services;

- the registration certificate in Veterinary chamber;

- data on the privileges provided for separate categories of citizens of the Kyrgyz Republic.

7. Services shall be the private veterinary specialist on the basis of the signed agreement (contract) with owners of animals, according to the delegated state powers - with authorized state body on veterinary science.

8. The private veterinary specialist shall warn citizens and owners of animals about possible complications and procedure for acceptance of preventive measures, and also other, not depending on the private veterinary specialist circumstances which threaten quality of the rendered service.

9. The private veterinary specialist provides:

- holding veterinary and sanitary actions, preventive inoculations and processings of animals against infectious, parasitic and other diseases of animals in optimum terms using the most effective remedies, and also timely rendering medical service according to the request of the owner of animals;

- routine inspection of animals, in necessary cases sampling, on conducting laboratory diagnostic testings;

- consultations concerning acquisition, cultivations, feedings, leaving, content, technology of cultivation of animals and production of animal origin;

- application of the means and methods excluding negative influence on animals in case of diagnostics, prevention and treatment;

- safety of the held veterinary events for health and productivity of animals, and also state of environment.

Chapter 3. Veterinary professional ethics

10. Questions of professional ethics of private veterinary specialists are regulated by the Code of professional ethics of veterinarians.

11. The code of professional ethics of veterinarians determines the fundamental principles of ethical and professional behavior of private veterinary specialists, for the purpose of protection of interests of society, by means of providing high-quality veterinary services in public health care and wellbeing of animals.

Regulations on procedure for registration/re-registration and maintaining the register of veterinarians and paraveterinary specialists in the Kyrgyz Republic

Chapter 1. General provisions

1. This Regulations on procedure for registration/re-registration and maintaining the register of veterinarians and paraveterinary specialists in the Kyrgyz Republic (further - the Provision) are aimed at providing single state policy in the field of regulation of private veterinary practice in the Kyrgyz Republic (further - private veterinary practice).

2. Private veterinary practice have the right to be engaged the private veterinarians and paraveterinary specialists (further - private veterinary specialists) consisting in the register of Veterinary chamber (further - the Register).

3. The registration/re-registration, forming and maintaining the Register of private veterinary specialists is performed by Veterinary chamber according to this Provision and the Charter of Veterinary chamber.

4. The right to implementation of private veterinary practice comes from the moment of receipt of the registration certificate in the Register.

5. Forming and maintaining the Register - collection, systematization, entering of data into the Register, updating and data storage about subjects of accounting.

6. The private veterinary specialists included in the Register shall respect the rules of the Code of professional ethics of veterinarians approved by Veterinary council of Veterinary chamber and constantly increase the level of the professional training.

Chapter 2. The minimum qualification requirements for registration/re-registration in the Register of Veterinary chamber
