1) Regulations on the Commission;

2) structure of the Commission.

3. This resolution becomes effective from the date of its signing.

Regulations on the Republican budget commission

Chapter 1. General provisions

1. This Regulations on the Republican budget commission (further - the Provision) regulate activities of the Republican budget commission acting on the permanent basis (further - the Commission).

2. The legal basis of activities of the Commission the Constitution of the Republic of Kazakhstan, the Budget code of the Republic of Kazakhstan (further - the Budget code) constitute, legislative and other regulatory legal acts of the Republic of Kazakhstan, and also this Provision.

Chapter 2. Purposes of activities of the Commission

3. Main objectives of activities of the Commission are ensuring timely and high-quality project development of the republican budget for planning period and development of offers on refining, adjustment and execution of the republican budget.

Chapter 3. Tasks and functions of the Commission

4. The main objectives of the Commission are:

1) development of offers on the forecast of social and economic development of the republic;

2) development of offers on the priority purposes of development plans for state bodies and to the directions of expenses of administrators of republican budget programs;

3) development of project proposals of development plans for state bodies or to projects of changes and amendments in the development plan and to limits of expenses of administrators of republican budget programs;

4) development of offers on measure definition of the draft of the republican budget for planning period;

5) development of project proposals of regulatory legal acts, providing reducing receipts or increase in expenses republican and local budgets and (or) National fund of the Republic of Kazakhstan;

6) development of offers on refining of the republican budget;

7) consideration of results of the budget monitoring, the carried-out assessment of results and development of offers on them;

8) development of offers on adjustment of the republican budget;

9) development of offers and consideration of questions on distribution of fund of support of infrastructure of education and Special state fund;

10) other powers provided by the Budget code and this Provision.

5. The commission according to the tasks assigned to it performs the following functions:

1) considers the materials prepared by working body of the Commission and determines:

priority directions of expenditure of budgetary funds and subsidizing of legal entities;

directions of development of the interbudget relations;

to the politician in the sphere of the state and guaranteed by the state borrowing and debt;

offers on possibility of adoption of the state obligations on projects of public-private partnership, including state concessionary obligations;

the list of priority republican budget investments, including budget investments by objects, and also target transfers on development and the credits by areas, the cities of republican value, the capital for planning period;

2) considers the materials prepared by working body of the Commission and develops motivated offers on:

to the forecast of social and economic development of the republic;

to limits of expenses of administrators of republican budget programs, including the list of basic expenses of the central state bodies on which calculations for expense types in case of creation of the budget request are not represented;

to borrowing by local executive bodies of areas, cities of republican value, capital;

to results of the budget monitoring and the carried-out assessment of results;

to offers of the central state bodies on approval, change and (or) amendment of natural regulations;

to expenses of administrators of republican budget programs on planning period based on the conclusion of authorized body on state planning according to drafts of development plans or projects of changes and amendments in development plans and to drafts of the budget programs and the conclusions of authorized body on budgetary planning according to the budget requests and drafts of the budget programs;

feasibility of attraction of the connected grants according to the list of requests of the central state bodies;

to the bill on the republican budget for planning period;

to drafts of the laws of the Republic of Kazakhstan, presidential decrees of the Republic of Kazakhstan, the orders of the Government of the Republic of Kazakhstan, normative legal orders of ministers of the Republic of Kazakhstan and other heads of the central state bodies, normative legal resolutions of the central state bodies, normative legal orders of heads of departments of the central state bodies with competence on their approval of regulatory legal acts of state body which structure includes department, the receipts providing reducing or increase in expenses republican or local budgets and (or) National fund of the Republic of Kazakhstan;

to the list and amounts of the budget programs for financing of actions of emergency or warlike situation constituted by the central authorized body on budgetary planning;

to amounts of target transfers and budget credits from the republican budget to regional budgets, budgets of the cities of republican value, the capital;

to refining, sequester and adjustment of the republican budget;

to the list of the separate state services, the budget investment projects and other tasks aimed at providing social and economic stability of the state, planned to accomplishment in the form of the state task;

to settlement of disagreements between administrators of the budget programs and the central authorized body on budgetary planning;
