Based on subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756 "About some questions of the Ministry of Emergency Situations" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:
1. Approve the enclosed Rules on ensuring industrial safety of explosive chemical productions and objects.
2. This resolution becomes effective since March 1, 2018.

1. These rules establish requirements of industrial safety to explosive productions and objects, and also to engineering procedures, hazardous production facilities (further – OPO), to potentially dangerous objects (further – POO).
2. Requirements of these rules extend to explosive productions and objects.
Requirements of these rules are obligatory for accomplishment by the organizations in case of:
to development of engineering procedures and productions where formation of explosive environments is possible;
production, installation, adjustment, technical maintenance, repair, technical diagnosing, design of the technical devices operated on OPO and (or) POO with chemical, physical and chemical, physical processes on which formation of explosive environments, Qv incorporating explosive technology blocks with relative energy potential is possible> 9;
designing, construction, operation, expansion, reconstruction, upgrade, preservation and liquidation of OPO, POO;
to development of the declaration of industrial safety of OPO;
expertize of industrial safety of OPO, POO.
3. The operated explosive productions and objects shall conform to requirements of the project documentation.
4. Reduction of the operating explosive productions to requirements of Sections II and IV shall be performed during their reconstruction. Opportunity, degree and terms of reduction of the operating productions and objects to requirements of these rules are determined in each case by the operating organization, developer of engineering procedure, the project organization.
In case of reconstruction of the operating explosive productions and subjects of the requirement of these rules extend only to the reconstructed part.
5. Requirements of these rules do not extend on:
facilities for production, to conversion and storage of explosives of military and industrial function;
transportation of explosive substances by vehicles, including pipeline transport and objects for transfer of oil and gas;
use of the natural and liquefied gas (propane-butane, methylacetylene-allenovaya fraction in fuel quality in life and cylinders);
facilities for production of oil and gas, including subjects to preparation of oil and gas;
facilities for production, to conversion and storage of oxidizers, perekisny initiators of reaction (organic and inorganic peroxides);
separately located objects for storage of oil products (storage locations and leaves of oil products, including with mixing processes, gas-filling stations, gas stations, automobile gas-filling stations).
6. Departures from requirements of these rules it is approved with Department on supervision of safe operation in the industry of the Ministry of Emergency Situations of the Republic of Belarus (further – the Gospromnadzor) according to subitem 20.24.2 of Item 20 of the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, the Council of Ministers of the Republic of Belarus approved by the resolution of February 17, 2012 No. 156 "About approval of the single list of the ministerial procedures performed by state bodies and other organizations concerning legal entities and individual entrepreneurs, entering of amendment into the resolution of Council of Ministers of the Republic of Belarus of February 14, 2009 No. 193 and recognition voided some resolutions of Council of Ministers of the Republic of Belarus" (The national register of legal acts of the Republic of Belarus, 2012, №35, 5/35330) (further – the single list of ministerial procedures).
The document confirming opportunity and justification of departures from requirements of these rules are the reasons for safety prepared on the basis of the analysis of dangers of engineering procedure and with use of methods of risk analysis according to appendix 1.
7. In these rules apply terms and their determinations in the values established in the Law of the Republic of Belarus of January 5, 2016 "About industrial safety" (The national legal Internet portal of the Republic of Belarus 14.01. 2016, 2/2352), the technical regulation of the Customs union 012/2011 "About safety of the equipment for work in explosive environments", the Customs union accepted by the decision of the Commission of October 18, 2011 No. 825 (further – TR CU 012/2011).
For the purposes of these rules also following terms and their determinations are used:
emergency depressurization – the uncontrollable violation of integrity and (or) hermeticity of elements of the equipment, pipelines, technical devices of technology system leading to emission of combustible circles in the room of the building or in the atmosphere;
automated management – production control with use of means and elements of control and automatic equipment, microprocessor equipment and the actuation mechanisms managed by them with the assistance of the person;
automatic control – production control or its part (stage, stages) or implementation of separate functions with use of the microprocessor equipment, computer facilities according to the set programs and managed by them executive mechanisms;
modular – the room of hydrogen oxygen-transfer shop with placement of converting aggregates for food of electrolyzers, and also the accompanying equipment;
risk analysis of accident on OPO – process of identification of dangers and risk assessment of accident on OPO for certain workers or employee groups, property or the environment;
explosive substances – the substances capable to form independently or in mix with oxidizer the explosive environment;
explosive productions and objects – productions with chemical, physical and chemical, physical processes, mixes of gases, vapors with air and other oxidizers, the substances inclined to explosive transformation, and also objects of storage of the explosive substances which are in structure of these productions;
explosive technology object – the part of chemical and technology system containing combined territorially and the group of devices connected by technology flows (pipelines) in which is available or it can be formed as under normal conditions operation, and in case of variations from the set mode explosive mix in the amount requiring special measures of protection during the designing and operation;
the hydrogen oxygen-transfer shop, the hydrogen station – the object of the organization placed or in the certain building and, or in several body, or in workshops or departments on which as a result of engineering procedure electrolytic gases are produced and also happen on the open area other transactions on change of parameters of these gases set by the consumer, the accompanying processes, control and management, and, besides, auxiliary services are placed;
gas analyzer – the device for determination of high-quality and quantitative composition of the mixes of gas containing in the air circle;
the sensor – structurally isolated primary converter from which measuring signals arrive;
volley emission – short-term emission of combustible and explosive substances in the room of the building or in the atmosphere in case of emergency depressurization of the equipment, pipelines, technical devices or for other reasons;
identification of dangers of accident on OPO – process of identification and recognition that dangers of accident on OPO exist, and determination of their characteristics;
categorization of technology blocks on levels of potential of explosion – gradation of technology blocks on values of relative energy potentials and the specified mass of the combustible steam-gas circle which can be released into the atmosphere in case of typical accidents on technology blocks and participates in explosion of steam clouds, in the closed amounts of technology systems and production rooms;
control of technical condition – check of compliance of parameter values of object to requirements of technical documentation and determination on this basis of one of the set degrees of product availability at present time;
functioning control – accomplishment control by object of part or all functions inherent to it;
critical parameter values – value of one or several interconnected parameters (on structure of material circles, pressure, temperature, motion speed, time of stay in zone with the set mode, to ratio of the mixed components, separation of mix and other) in case of which emergence of explosion in technology system with depressurization of the technology equipment and emission of dangerous substances in the room or in the atmosphere is possible;
the maximum temperature of surface – the largest temperature arising in use on one of parts or the surface of the equipment in case of violation of the set modes of its work provided in technical documentation of the manufacturer, or damage, but within the variations established for explosion protection of specific type;
outside installation – set of the machines, devices, the equipment located out of the room (outside) it is opened either under canopy or behind the mesh or trellised protecting designs;
the normal mode of operation – operating mode of the equipment in case of which parameter values of the mode of operation of the equipment do not exceed the limit of the working parameters specified in the passport of the manufacturer, and the restrictions set in production schedules of production (1);

(1) the operating mode of the equipment is meant as the group of the operational modes provided by planned regulations of work: stationary mode, start-up, performance change, stop, hot reserve.
the pilot plant – the installation intended for working off of hardware and technology part of process by the results received on laboratory installations and also for receipt of the basic data necessary for inclusion in regulations on designing of industrial plants, and also operating time of pilot batches of products for the subsequent researches;
general energy potential of the technology block – set of energies of adiabatic expansion of the steam-gas circle, complete combustion of the vapors (gases) which are available and formed of liquid due to internal and external energies (environment) in case of emergency depressurization of the technology block;
dangerous parameter values – the parameter values of engineering procedure which went beyond regulated and coming to maximum permissible value;
refusal – the event consisting in violation of operating state of object;
relative energy potential – exponent and scales of destructions of explosion of the steam-gas circle in the technology block on condition of expense of general energy potential of the technology block directly on forming of shock wave;
accident risk assessment on OPO – the process used for determination of probability (or frequencies) and severity of effects of realization of dangers of accidents to life, health, property of physical persons, the environment. The risk assessment includes the analysis of probability (or frequencies), the analysis of effects and their combinations;
the parameters determining potential of explosion of engineering procedure – parameters in case of which achievement of critical values explosion in technology system is possible;
the limiting condition – condition of object in case of which its further operation is inadmissible or inexpedient or recovery of its operating state is impossible or inexpedient;
parameter of engineering procedure – the measured value of physical unit (temperature, pressure, expense, amount, weight, rn and other) engineering procedure determined by developer of engineering procedure;
the room – the closed space in the building having certain functional purpose, architectural decorating and limited by building constructions (2);

the prealarm system – the alarm system working in case of achievement of maximum permissible parameter value of engineering procedure;
threshold limit value of hazardous substance in air of the working area – concentration of hazardous substance which in case of daily (except the days off) work during 8 h and no more than 40 h a week during all working years of service shall not cause the diseases or variations in the state of health found by modern methods of researches in the course of work or in the remote terms of life of these and subsequent generations;
maximum permissible parameter values – the parameter values different from critical parameter values at the size equal to the amount of error of their experimental or settlement determination and error of measurement of control facilities, regulations of parameters and antiemergency protection in engineering procedure (on which the alarm system and blocking work preemergency);
production personnel – the workers who are directly participating in production process or occupied with servicing of productive activity of the organization on explosive productions and objects;
the specified mass of the steam-gas circle – the mass of combustible substance in the explosive gas environment which energy of complete combustion is given to the single heat of combustion equal to 46 MDzh/kg;
the precautionary alarm system – the alarm system working in case of exit of parameter value of engineering procedure out of limits of the regulated values;
antiemergency automatic protection – the systems and means providing control of the parameters determining potential of explosion of process for explosive engineering procedures, with registration of indications and preemergency (in need of precautionary) the alarm system of their values, and also equipped with means of automatic control and preemergency protection, including safe stop or transfer of process in safe condition according to the set program;
the working area – the physical space limited on height of 2 m over the level of floor or the platform at which there are places of permanent or temporary (non-constant) stay of working;
developer of engineering procedure – the organization performing development of the basic data on designing of engineering procedure based on research and pilot works or the organization which developed engineering procedure (engineering), performing complete supply of equipment for carrying out this engineering procedure and providing technical and technology documentation;
the regulated parameter values of the technology circle – set of the parameter values of the technology circle characterizing its condition in case of which engineering procedure safely proceeds in the set direction;
risk of accident on OPO – the danger measure characterizing possibility of accident on OPO and weight of its effects;
the technology block – the device or group of devices (section, installation and other) which in the set time can be switched-off (are isolated) from technology system without dangerous changes of the mode in the adjacent equipment or system (section, installation and other);
engineering procedure – set of physical and chemical transformations of substances and changes of parameter values of the material circles which are purposefully carried out in the device (system of the interconnected devices, the aggregate, the machine);
technology system – set interconnected by technology flows and acting as single whole of devices in which certain sequence of technology transactions is performed (preparation of raw materials for reaction, actually chemical transformation and allocation target and by-products);
the technology circle – the raw materials, reactionary weight, semi-products, ready-made products which are and moving in the technology equipment, technology system);
trotyl equivalent of explosion – the conditional mass of trinitrotoluene which explosion is adequate on extent of destruction to explosion of the steam-gas circle taking into account real share in explosion of combustible substance of the steam-gas circle, share of power consumption of explosion of the steam-gas circle and trinitrotoluene on forming of shock wave;
conditional trotyl equivalent – the conditional mass of trinitrotoluene corresponding to energy of explosion of all mass of the steam-gas circle in case of its expense only on forming of shock wave;
torch installation – set of devices, devices, pipelines and constructions for combustion of the dumped gases and vapors;
the electrolyzer – the combined device, as a rule, filter press type working under pressure, consisting from compressed among themselves trailer plates and separated by the isolating laying of bipolar electrodes through which when passing of direct current are allocated on the party of the cathode – hydrogen, on the party of the anode – oxygen;
elektrolizerny department (the elektrolizerny workshop) – the room where one or several electrolysis (hydrogen) installations, and also other accompanying equipment are located;
energy stability of the technology block (system) – risk of origin and development of standard accidents in case of the sudden termination of power supply which is determined in the complex analysis of potential of explosion of specific technology blocks (systems).
8. By the subjects of industrial safety operating explosive productions and objects production supervision in the field of industrial safety according to article 29 of the Law of the Republic of Belarus "About industrial safety" by approval by the head Polozheniya about procedure for the organization and implementation of the production supervision in the field of industrial safety developed based on Approximate regulations on the organization and implementation of the production supervision in the field of industrial safety approved by the resolution of the Ministry of Emergency Situations of the Republic of Belarus of July 15, 2016 No. 37 shall be organized.
9. The procedure for the organization of technical supervision is determined by requirements of technical regulatory legal acts, obligatory for observance (further – TNPA) and local regulatory legal acts (further – LNPA) about technical supervision.
