For the purpose of ensuring effective participation of representatives of Ukraine in activities of the international modes of the export control Cabinet of Ministers of Ukraine decides:

Approve the Procedure for participation of representatives of Ukraine in activities of the international modes of export control which is applied.

Procedure for participation of representatives of Ukraine in deyaelnost of the international modes of export control

1. This Procedure determines the procedure of ensuring proper participation of representatives of Ukraine in activities of the international modes of export control (further - the mode).

2. Preparation and participation of representatives of Ukraine in activities of the modes are provided by the central executive bodies (further - responsible bodies):

1) Australian Group mode:

Plenary session, intersession meetings - the MFA;

meeting of Group on questions of exchange of information, meeting of Group on questions of implementation of means of export control, meeting of Group on questions of law enforcement - Goseksportkontrol;

2) the Vassenaarsky Arrangement mode on export control of conventional arms and goods and technologies of double use:

Plenary meeting, meeting of the Working group on general (political) questions - the MFA;

meeting of Expert group, meeting of the Working group of experts in licensing and law enforcement - Goseksportkontrol;

3) Group of Nuclear Suppliers mode:

The plenary session, meeting of Advisory group - the MFA;

meeting of Group on questions of information exchange, meeting of Group of technical experts, meeting of Group on questions of licensing and law enforcement, and also annual committee meeting of Tsanger (passes at the same time with the second meeting of Advisory group) - Goseksportkontrol;

4) "Verification Regime of Rocket Technologies" mode:

Plenary session and meetings of the strengthened contact Item - the MFA;

meeting of Group on questions of information exchange - GKA;

meeting of Group of technical experts, meeting of Group on questions of licensing of law enforcement, joint sitting of three working groups - Goseksportkontrol.

3. In case of simultaneous holding several actions of the modes in which responsible bodies are different central executive bodies general coordination of questions on participation of representatives of Ukraine in them is performed the MFA.

4. Responsible bodies:

provide preparation of participation of representatives of Ukraine in actions of the modes;

determine and inform state bodies on feasibility of participation of their representatives in actions of the modes;

involve in case of need representatives of the companies, organizations and the organizations in participation in actions of the modes;

will organize development of the approved line item of the Ukrainian side for its upholding by representatives of Ukraine during the actions of the modes.

5. Drafts of the corresponding directives, instructions and the specification for participation of representatives of Ukraine in activities of the modes, and also reports on results of such participation prepare according to the legislation responsible body taking into account offers of other state bodies, the companies, organizations and the organizations.

6. Financing of participation of representatives of Ukraine in actions of the modes regarding the expenses connected with overseas business trip of representatives of the central executive bodies and other state bodies is performed at the expense of means of the KPKVK 0411010 budget program "Servicing and organizational, information and analytical support of activities of the Cabinet of Ministers of Ukraine" according to the established legislation rather.
