About approval of the National plan of distribution of quotas for emissions of greenhouse gases for 2018 - 2020

According to the subitem 7) of article 16 of the Ecological code of the Republic of Kazakhstan of January 9, 2007 the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed National plan of distribution of quotas for emissions of greenhouse gases for 2018 - 2020.

2. Declare invalid the order of the Government of the Republic of Kazakhstan of December 30, 2015 No. 1138 "About approval of the National plan of distribution of quotas for emissions of greenhouse gases for 2016 - 2020 and entering of amendment into the order of the Government of the Republic of Kazakhstan of May 7, 2012 No. 586 "About approval of Rules for apportionment of quotas for emissions of greenhouse gases" (SAPP of the Republic of Kazakhstan, 2015, Art. No. 77-78-79, 585).

3. This resolution becomes effective since January 1, 2018 and is subject to official publication.

National plan of distribution of quotas for emissions of greenhouse gases for 2018 - 2020

1. The national plan of distribution of quotas for emissions of greenhouse gases for 2018 - 2020 (further - the National plan) is developed according to the subitem 7) of article 16 of the Ecological code of the Republic of Kazakhstan of January 9, 2007 (further - the Code), the Rules for apportionment of quotas for emissions of greenhouse gases and forming of reserves of assigned amount and amount of quotas of the National plan of distribution of quotas for emissions of greenhouse gases approved by the order of the Government of the Republic of Kazakhstan of June 15, 2017 No. 370, and also taking into account provisions of international treaties of the Republic of Kazakhstan in the field of climate change.

2. National plan:

Quotes 1) (limits) emissions of carbon dioxide of the installations for 2018 - 2020 falling under requirements for quoting of emissions of greenhouse gases;

2) does not include emissions of methane in distribution of quotas for emissions of greenhouse gases and regulates them within internal projects on emission reduction of greenhouse gases.

The total amount of quotas for emissions of greenhouse gases in number of 485909138 units for the installations performing activities in oil and gas, electrical power, mining, metallurgical, chemical, processing (regarding production of building materials: cement, lime, gypsum and brick) spheres, it is free of charge distributed for 2018 - 2020 according to appendix 1 to the National plan.

4. Amounts of quotas for emissions of greenhouse gases are distributed according to the list of installations according to appendix 2 to the National plan.

5. The reserve of amount of quotas for emissions of greenhouse gases for 2018 - 2020 constitutes 35273634 units of quotas.
