RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About approval of the General technical regulation about safety of meat and meat products

(as amended of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of 07.12.2018 No. 995)

According to the Law of the Republic of Uzbekistan "About technical regulation", for the purpose of establishment of single requirements to safety of meat and meat products the Cabinet of Ministers decides:

1. Approve the General technical regulation about safety of meat and meat products and the scheme of its implementation according to appendices No. 1 and 2.

Enact the General technical regulation about safety of meat and meat products after eighteen months from the date of its official publication.

2. Take into consideration that according to requirements of the Law of the Republic of Uzbekistan "About technical regulation" with enforcement of technical regulations the accepted earlier regulating documents on standardization on products specified in them and services lose binding character and acquire voluntariness of application in accordance with the established procedure.

3. To the Uzstandart agency together with authorized state bodies to take measures for cancellation of binding character and ensuring voluntariness in case of application of regulating documents on standardization of meat and meat products from the date of enforcement of the General technical regulation approved by this resolution in accordance with the established procedure.

4. To provide to the state committee of veterinary science of the Republic of Uzbekistan, HK "Uzbekozikovkatholding", the Uzstandart Agency together with National broadcasting company of Uzbekistan broad informing the population, bodies of the public and economic board, subjects of business activity about the purposes, content and procedure for application of the approved General technical regulation.

5. To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan - the minister of agricultural and water economy Z. T. Mirzayev, the deputy prime minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzagrotekhsanoatholding N. S. Otazhonov, the chairman of the board of HK "Uzbekozikovkatholding" T. A. Zhalilov and the CEO of the Uzstandart agency A. U. Karimov.

The general technical regulation about safety of meat and meat products

Chapter 1. General provisions

§ 1. Purposes and scope

1. This General technical regulation about safety of meat and meat products (further - the Technical regulation) establishes requirements to safety of meat and meat products (further - products of slaughter and meat products) in case of their production, storage, transportation, realization and utilization.

2. Subjects to regulation of the Technical regulation is meat and meat products according to the list given in appendix No. 1 to the Technical regulation.

3. The requirement of the Technical regulation does not extend on:

products of slaughter and the meat products made by physical persons for personal use without intention of its subsequent realization;

nutritional supplements and dietary supplements to food, medicines, stern for animals, products which are not intended for the food purposes which are made with use or product-based slaughter;

the food products of catering services (public catering) made with use or product-based slaughter and meat products, intended for realization when rendering services, and also in case of realization of the specified food products;

food products in which according to compounding content of meat ingredients constitutes less than 5 percent.

4. If in other Technical regulations requirements for separate types of meat and meat products are established, then these types of meat and meat products shall conform to requirements of all technical regulations which action extends to them.

§ 2. Terms and determinations

5. In the Technical regulation the following terms and determinations are used:

disease or defect - any aberration influencing safety and (or) suitability of meat and meat products;

veterinary documents - the veterinary references, veterinary certificates and the veterinary and sanitary conclusions characterizing wellbeing of the area of origin of the accompanied freights on infectious diseases of animals and their veterinary and sanitary condition;

veterinary seized properties - the products of slaughter of animals recognized by results of veterinary and sanitary examination unsuitable for use in the food purposes and which are subject to withdrawal from turnover;

veterinary branding - drawing by the veterinarian of print of the corresponding veterinary brand or stamp on hulk, half carcass, quarter timber and other products of slaughter by results of veterinary and sanitary examination;

the veterinary certificate - the document of the established sample issued by the organizations of the public veterinary service on all types of controlled goods confirmatory that the specified goods leave the area, safe by especially dangerous and quarantine diseases of animals, and raw materials and animal products, in addition, passed the veterinary and sanitary examination in accordance with the established procedure and conform to veterinary health requirements;

the veterinary certificate - the international document of the established sample issued state veterinary by the doctor of the State of origin of controlled goods, certifying (guaranteeing) safety of controlled goods in the veterinary and sanitary relation and wellbeing of the state on infectious diseases of animals according to veterinary requirements of the import state;

the veterinary and sanitary conclusion - the document issued by authorized bodies of the public veterinary service to subjects of entrepreneurship, confirming compliance of activities for production, storage and sales of products and raw materials of animal origin veterinary, to veterinary health regulations and regulations;

veterinary and sanitary examination - complex of obligatory researches of products of animal origin at all stages of its production and the address and also realized in the food markets;

veterinary rules and regulations - the documents establishing the requirements in the field of veterinary science which are the state and other bodies, legal entities, obligatory for observance;

the veterinarian - the specialist who is engaged in treatment of animals and the accompanying obligations;

animals are the domestic (agricultural) animals containing the person for product receipt of food (meat, milk, eggs), production raw materials (wool, fur, down). For slaughter direct the following animal species:

house (agricultural) one-hoofed animals;

house (agricultural) artiodactyl;

domestic (agricultural) birds;

the game removed on farm;

hunting - the game birds removed on farms including beskilevy;

pollutant (the polluting impurity, contaminant) - any biological or chemical agent, alien substance or other substances which are not added to foodstuff purposely who can influence safety or suitability of foodstuff;

mezdreniye of skins - removal from skin of hypodermic (inner side);

meat products - the food products made by conversion (processing) of products of slaughter without use or with use of ingredients of animal and (or) vegetable, and (or) mineral, and (or) microbiological, and (or) artificial origin;

myasosoderzhashchy product - meat products which are made with use not of meat ingredients and which mass fraction of meat ingredients constitutes from 5 to 60 percent inclusive;

meat ingredient - the component of compounding of foodstuff which is the product of slaughter or product received as a result of conversion of products of slaughter and which is not containing bone in the course of production of sausages (except for sausages from thermally processed ingredients which technological features of production allow cooking of meat on bone, with the subsequent department of bone and use of broth), or contains bone inclusions (when using meat of mechanical boning (to boning), or contains bone (in case of production of products from anatomic whole piece of meat on bone);

the meat-processing organization - the organization performing industrial production of meat products;

meat and cereal product - myasosoderzhashchy product which is made with use of ingredients of phytogenesis and which mass fraction of meat ingredients constitutes from 30 to 60 percent inclusive;

not meat ingredient - the main part of compounding of the foodstuff which is not the product of slaughter or product received as a result of conversion of products of slaughter;

neutralization - processing of the products of slaughter allowed by the public veterinary service to use with restrictions which is made under control of the veterinarian, for the purpose of their reduction in compliance with requirements of the Technical regulation;

organoleptic properties of product - appearance, consistence, color, smell, taste of products;

batch of animals - certain quantity of animals of one type arriving on production facility from one economy in certain period accompanied with the commodity accompanying documentation and the veterinary certificate;

postlethal veterinary and sanitary examination - the veterinary survey of products of slaughter of animals including carrying out necessary laboratory researches by the state veterinarian for the purpose of decision making about their veterinary and sanitary safety and suitability to further technological processing, storage, realization or need of their neutralization, utilization and destruction according to the legislation;

half carcass - each of two half of the ink divided symmetrically along the ridge;

prelethal veterinary survey - inspection of lethal animals before sending from economy and before slaughter on lethal the organizations, carried out by the veterinarian of the organization which is a part of the system of the public veterinary service;

prelethal endurance - content of lethal animal without forage before slaughter during the established time for the purpose of release of digestive tract from content;

products of animal origin - the products received directly from animals or in the course of its subsequent conversion, intended in food to people on forage animal or in other purposes;

slaughter product - not processed food products of animal origin received as a result of slaughter in industrial conditions of animals and used for further conversion (processing) and (or) realization including meat, offal, fat raw, blood, bone, meat of mechanical boning (to boning), kollagensoderzhashchy and intestinal raw materials;

the slaughter product allowed by the veterinarian to use with restrictions - product of slaughter which use in the food purposes is allowed after neutralization;

industrial conversion - production of meat and meat products in the conditions of lethal the organization, the meat-processing organization;

compounding of meat products - the complete list of the components used in production process of meat products which is documentary established by the manufacturer, with indication of amount of meat and not meat ingredients, including table salt, spices, nutritional supplements and the added water (including in the form of ice, broth, brine) on which belonging of meat products to groups of meat, myasosoderzhashchy, meat and cereal or vegetable and meat products is established;

the sanitary and epidemiologic conclusion - the document certifying compliance or discrepancy to health regulations, regulations and hygienic standard rates, factors of the habitat, economic and other activity, products, works and services;

specialized lethal the organizations - the organizations, having buildings and rooms for slaughter of animals equipped modern the mechanized and (or) automated equipment;

the technical document (specifications, technological instructions, compoundings) - the document according to which production, storage, transportation and realization of meat and meat products is performed;

the technological instruction - the document establishing the procedure for accomplishment of engineering procedure of production of group of uniform products or the specific name containing list and the sequence of accomplishment of the technological transactions providing the release of safe and high-quality products which is integral part of the regulating or technical document;

commodity and accompanying documents - the documents containing necessary and sufficient information for identification of consignments on all way of merchandising;

slaughter (face) of the cattle - deprivation of life of animals for the purpose of their conversion;

lethal animal - farm animal (cattle (including yaks, buffalo s), pigs, sheep, goats, horses, camels, rabbits, nutrias, poultry of all types), intended for slaughter with the subsequent industrial conversion;

destruction - burning or burial in biothermal holes of corpses of animal and veterinary seized properties;

utilization - conversion of corpses of animal and veterinary seized properties in the neutralized fodder products and technical raw materials (feed meal of animal origin, glue or on other technical purposes) or use on forage carnivorous in the neutralized type according to the decision of the veterinarian.

Chapter 2. Safety requirements to products of slaughter and meat products

§ 1. Requirements to microbiological criteria of safety

6. The products of slaughter and meat products which are in circulation in the territory of the Republic of Uzbekistan shall be safe during fixed term of the validity.

7. Admissible levels of content of toxic elements, pesticides, radionuclides, antibiotics in products of slaughter and meat products shall correspond to indicators according to appendix No. 2 to the Technical regulation.

Admissible levels of content of microbiological indicators in products of slaughter and meat products shall correspond to indicators according to appendix No. 3 to the Technical regulation.

8. Meat products which in the course of production are exposed to smoking shall not contain more 0,001 of mg/kg benz (and) pyrene.

Presence benz (and) pyrene in products for baby food is not allowed.

9. Requirements to physical and chemical indicators of meat products for baby food shall be conformed to indicators according to appendix No. 4 to the Technical regulation.

10. Indicators of industrial sterility for the sterilized and pasteurized canned food shall correspond to indicators according to appendix No. 5 to the Technical regulation.

§ 2. Requirements to veterinary and sanitary safety

11. The healthy animals having the veterinary certificate (or the reference), with obligatory specifying of all data provided by certificate form including data on wellbeing of animals and places of their exit on infectious diseases are allowed to slaughter on meat.

12. All types of lethal animals before slaughter are subject to veterinary survey, and the slaughter products received after slaughter of animals are subject to obligatory veterinary and sanitary examination and veterinary branding.

The contact of the products of slaughter recognized unsuitable for the food purposes with slaughter products which use on the food purposes is authorized is not allowed.

13. Each batch of products of slaughter and meat products under control to veterinary control (supervision) is imported on the territory of the Republic of Uzbekistan in the presence of the veterinary certificate (certificate) granted by competent authority and the commodity accompanying documentation.

14. The maximum admissible levels of remaining balance of veterinary medicines in products of slaughter shall conform to requirements according to appendix No. 6 to the technical regulation.

Control of content of growth factors of animals (including hormonal medicines), the medicines and medicines applied in livestock production for the purposes of sagination, treatment and prevention of diseases of the cattle and bird who is not specified in appendix No. 6 to the Technical regulation is based on information provided by the manufacturer (supplier) of products about used in case of its production and storage of growth factors of animals and medicines.

§ 3. Requirements to ecological safety

15. Providing ecological safety is performed by means of:

use of machines and the equipment with constructive characteristics, and also applications of the engineering procedures providing prevention of origin supernumerary (including emergency) situations, non-admission of negative impact on the environment;

applications of methods and technologies of cleaning of emissions, dumpings of pollutants, technologies of utilization and destruction of the formed waste which allow to minimize levels of negative impact on the environment.

Production, storage and utilization of meat and meat products it shall be organized taking into account compliance with law in the field of the address with waste, protection of lands, water resources, animal and flora, and also atmospheric air.

Chapter 3. Requirements to production of products of slaughter and meat products

§ 1. Requirements to products of slaughter and processes of their production

16. Specialized lethal the organization shall correspond to all veterinary to both veterinary health regulations and regulations and to have the veterinary and sanitary conclusion.

17. The production process of products of slaughter includes training of animals for slaughter, slaughter of animals, cutting, cleaning of hulks, half carcasses and offal, collection of veterinary seized properties.

18. The animals who arrived on production facility are exposed to prelethal veterinary survey and prelethal endurance.

19. If in batch of animals sick animals in condition of agony or corpses of animals are found, such batch of animals immediately is located to the quarantine room before establishment of the diagnosis or the reasons of discrepancy.

20. Sending for conversion of the following lethal animals is not allowed:

clinically sick with brucellosis and tuberculosis, with the unspecified diagnosis of the disease, with temperature raised or lowered and also animals from quarantine farms;

suspicious on disease of anthrax, emphysematous anthrax, plague, rage, tetanus, malignant hypostasis, bradsot, enterotoksemiya of sheep, catarrhal fever of cattle and sheep (blue language), the African plague of pigs, tulyaremiya, botulism, sapy, epizootic lymphangitis, melioidozy (false sap), myxomatosis and hemorrhagic disease of rabbits, avian flu;

after introduction of veterinary medicines and other medicines before the expiration of their removal specified in instructions for application;

not identified animals who did not have prelethal endurance and prelethal veterinary examination.

21. Each batch of lethal animals shall be followed tovarno - accompanying and veterinary documents. Process of slaughter and conversion of lethal animals is performed strictly according to technology of slaughter and conversion of the cattle, with observance veterinary, veterinary health regulations and regulations, sanitary and epidemiologic requirements.

22. Process of slaughter shall provide identification of products of slaughter and their traceability throughout all engineering procedure.

23. After preprocessing meat hulks, half carcasses and quarter timbers place on the suspended ways and cool in refrigerating chambers. Temperature and motion speed of air in the camera of chilling of meat shall be identical in all points of amount of the camera.

Temperature in the camera constitutes 0 degrees With, and relative air humidity - 87 - 97 percent. Process of chilling of meat continues 30 - 36 hours and comes to an end in case of achievement of temperature of meat in the thickness of hip plus 2 - plus of 4 degrees of Page.

24. Processing equipment and stock shall give in easily to cleaning, washing and disinfection.

25. For collection of the seized properties (rejected by the veterinarian) arrange separate descents or equip the special densely closed container painted in distinctive colors.

26. Emptying of stomachs of lethal animals from content, and also mezdreniye of skins is carried out on specially allocated places of the shop of primary conversion of the cattle separated by partition at least 2 meters high.

27. Before descent in the city sewerage or on local treatment facilities sewage shall be exposed to mechanical cleaning. The sewage containing large amount of fat (from shops of conversion of fats, intestinal, etc.), before release in domestic network passes through local internal zhirolovka.

§ 2. Requirements to meat products and processes of its production

28. For production of meat products accept meat and the processed slaughter products received from the healthy animals having veterinary accompanying documents, and also brands and stamps on safety.

29. Production of meat products for food of children of the first year of life is performed on specialized production facilities or in specialized shops, or on specialized processing lines.

30. In case of production of meat products for baby food it is not allowed:

use of phosphates, amplifiers of taste and aroma, benzole, sorbic acids and their salts;

use of the food (food) staples containing the gene engineering modified organisms (GEMO), and also received using pesticides;

presence of mycotoxins.

31. At all production phases of chopped meat (myasosoderzhashchy) semifinished products for baby food for children preschool (from 3 to 6 years) and school age (from 6 to 14 years) temperature of forcemeat shall not be higher plus 3 °C.
