About the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs

According to provisions of Articles 15, 122 and 139 Codes of the Republic of Moldova about education No. 152 of July 17, 2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 319-324, 634), with subsequent changes and amendments, DECIDES: the Government

1. Found the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs.

2. The Ministry of Internal Affairs acts as the founder of the Integrated center for preparation in the field of application of the legislation.

3. Legal address of the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs: мун. Chisinau, Ulitsa Nicolae Dimo, 30.

4. Approve:

1) the Charter of the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs according to appendix No. 1;

2) Structure of the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs according to appendix No. 2;

3) Organigrammu the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs according to appendix No. 3;

4) the Action plan for 2018-2021 on organization of the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs according to appendix No. 4.

5. Establish the extreme number of staff of the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs in number of 18 units, with the annual salary fund according to the current legislation.

6. To the Ministry of Internal Affairs:

1) at the expense of the means approved by the law on the government budget for the corresponding year and also from other sources, stipulated by the legislation to provide realization of provisions of the specified action plan. To regulate the settlement cost of actions during accomplishment of the plan depending on amount of the assignments available in the government budget. 3.2.1, 3.2.2 and 3.2.3 of appendix No. 4 to adjust the cost of subactions taking into account the technical and economic evaluation and procedures provided by the Order of the Government No. 1029 of December 19, 2013. 2) for the purpose of functioning of the Integrated center for preparation in the field of application of the legislation to provide since the date of entry into force of this resolution appointment of staff, proceeding from limit of the established posts approved by the Ministry of Internal Affairs according to appendix No. 3;

3) to submit to the Government annually till February 1 the report on assessment of accomplishment of the action plan in previous year.

The charter of the Integrated center for preparation in the field of application of the legislation of the Ministry of Internal Affairs

Chapter I. General provisions

1. The integrated center for preparation in the field of application of the legislation (further – the Center) is state educational institution of continuous professional training, with the status of general management and the legal entity of the Ministry of Internal Affairs.

The center has seal with the image of the State Emblem of the Republic of Moldova and full name, possesses own property, has administrative and educational autonomy.

2. The center organizes and performs continuous professional training of personnel of the Ministry of Internal Affairs, personnel of organizations on application of the legislation and other interested subjects.

3. The center performs the activities according to provisions of the Constitution of the Republic of Moldova, the laws and resolutions of Parliament, resolutions, ordinances, orders of the Government, other regulations, international agreements which party the Republic of Moldova is, and also provisions of this Charter.

4. Financing and technical material security of activities of the Center is performed for the account and within the assignments which are annually approved in the government budget and from other sources which are not prohibited by the law.

5. The property of the Center consists of the property transferred to use according to the procedure, established legal, the property acquired due to provision of paid services, financial resources and the property received from the activities performed on contractual basis from the sponsoring, donations and the help provided by local and foreign legal entities and physical persons and also from other legal sources.

Chapter II. Mission, functions, obligations and rights of the Center

6. The mission of the Center is providing, the organization and implementation of the integrated and specialized programs of continuous preparation and career development, and other educational activities at the departmental, ministerial level, and also, if necessary, on national and international levels, for the benefit of organizations on application of the legislation, structures and personnel of the Ministry of Internal Affairs.

7. Main functions of the Center:

1) training of subpolice officers, subofficers of troops of carabineers, and also other categories of personnel, according to needs of the Ministry of Internal Affairs;

2) continuous professional training of the officers hired from external sources;

3) continuous training of staff of the Ministry of Internal Affairs by means of the rates provided by relevant provisions;
