About approval of the Regulations on conducting cash transactions in national currency in Ukraine

According to Articles 7, of 15, 33 and 56 Laws of Ukraine "About the National Bank of Ukraine", for the purpose of enhancement and reduction in compliance with requirements of regulatory legal acts of Ukraine the Board of the National Bank of Ukraine decides:

1. Approve Regulations on conducting cash transactions in national currency in Ukraine (further - Regulations on conducting cash transactions) which are applied.

1-1. Subjects of managing have the right till June 30, 2018 (inclusive) to use in the activities sheet forms on payment, the cash receipt order, the cash payment order, the magazine of registration of receipt and issue cash documents, the cash book, the book of accounting of the cash issued and accepted by the senior teller and the act of results of inventory count of the available means established by the Regulations on conducting cash transactions in national currency in Ukraine approved by the resolution of Board of the National Bank of Ukraine of December 15, 2004 No. 637, registered in the Ministry of Justice of Ukraine on January 13, 2005 under 40/10320 (with changes).

1-2. To subjects of managing till June 30, 2018 (inclusive):

1) to develop and approve procedure for receipt of cash in cash desk and procedure of payments of limit of cash desk taking into account regulations of the Regulations on conducting cash transactions;

2) to use the limits of cash desk set and approved before entry into force of this resolution.

2. Recognize invalid:

1) the resolution of Board of the National Bank of Ukraine "About approval of the Regulations on conducting cash transactions in national currency in Ukraine" of December 15, 2004 No. 637, registered in the Ministry of Justice of Ukraine on January 13, 2005 at No. 40/10320;

2) the resolution of Board of the National Bank of Ukraine of August 10, 2005 No. 277 "About approval of Changes in Regulations on conducting cash transactions in national currency in Ukraine", registered in the Ministry of Justice of Ukraine on August 29, 2005 at No. 944/11224;

3) the resolution of Board of the National Bank of Ukraine of December 13, 2006 No. 454 "About modification of the Regulations on conducting cash transactions in national currency in Ukraine", registered in the Ministry of Justice of Ukraine on December 26, 2006 at No. 1362/13236;

4) the resolution of Board of the National Bank of Ukraine of April 29, 2009 No. 252 "About approval of Changes in Regulations on conducting cash transactions in national currency in Ukraine", registered in the Ministry of Justice of Ukraine on May 21, 2009 at No. 448/16464;

5) the resolution of Board of the National Bank of Ukraine of December 22, 2010 No. 573 "About modification of the Regulations on conducting cash transactions in national currency in Ukraine", registered in the Ministry of Justice of Ukraine on March 9, 2011 at No. 279/19017;

6) the resolution of Board of the National Bank of Ukraine of June 6, 2013 No. 210 "About limiting establishment of the amount of payments with cash", registered in the Ministry of Justice of Ukraine on July 2, 2013 at No. 1109/23641;

7) the resolution of Board of the National Bank of Ukraine of November 25, 2016 No. 407 "About introduction of amendments to the resolution of Board of the National Bank of Ukraine of June 6, 2013 No. 210".

3. To department of currency circulation (Zayvenko V. P.) after official publication to inform banks of Ukraine, and to banks - to data of clients information on adoption of this resolution.

4. To impose control over the implementation of this resolution on the First Deputy Chairman of the National Bank of Ukraine Smoliya Ya. V.

5. The resolution becomes effective from the date of, its official publication following behind day.

Regulations on conducting cash transactions in national currency in Ukraine

I. General provisions

1. This Provision is developed according to the Law of Ukraine "About the National Bank of Ukraine" and determines procedure for conducting cash transactions in national currency of Ukraine by legal entities (except banks) and their separate divisions irrespective of legal form and pattern of ownership (further - the companies), public authorities and local government bodies when implementing of activities for production, realization, purchase of goods or other economic activity by them (further - organizations), the physical persons performing business activity (further - physical persons entrepreneurs) (further together in the text - subjects of managing), physical persons.

2. Requirements of this provision do not extend on:

1) the foreign diplomatic, consular and other official missions located in the territory of Ukraine, the international organizations and their branches using immunity and diplomatic privileges;

2) representative offices of the foreign organizations and branches which do not perform business activity;

3) banks and branches of foreign banks.

2-1. Procedure for carrying out and registration of money transfer without opening of the account in the national currency of Ukraine and/or currency exchange transactions performed by non-bank payment service providers and operators of mail service based on the license for provision of financial payment services and/or implementation of currency transactions also carrying out payment transactions by payment service providers in Ukraine are determined by regulatory legal acts of National Bank concerning the organization of cash work by banks, structures of the foreign exchange market of Ukraine, conditions and procedure for foreign exchange trade and bank metals in the foreign exchange market of Ukraine and are not regulated by this Provision.

3. In this Provision the terms below are used in such value:

1) the payments connected with compensation - the payments referred to fund of payment works, and also to other payments which are not relating to this fund according to the Instruction according to the statistics the salary approved by the order of the State committee of statistics of Ukraine of January 13, 2004 No. 5, registered in the Ministry of Justice of Ukraine on January 27, 2004 at No. 114/8713;
