About measures for social encouragement of the employers who are actively participating in creation of new workplaces and employment of the population

In pursuance of Item 5 of the Program of complex measures for further enhancement of the activities of bodies for work and employment of the population approved by the resolution of the President of the Republic of Uzbekistan of May 24, 2017 No. PP-3001, and also for the purpose of creation of effective mechanisms of social encouragement of the employers who are actively participating in creation of new workplaces and employment of the population, the Cabinet of Ministers decides:

1. Accept offers of the Ministry of employment and employment relationships, Chamber of Commerce and Industry of the Republic of Uzbekistan, the Federation Council of labor unions of Uzbekistan, the Union of youth of Uzbekistan about:

introduction, since 2018, the rating system "Social Responsibility and Efficiency" providing application of measures of encouragement to the employers who are actively creating new workplaces, and also providing employment of the population;

the organizations of financing of implementable measures within the entered rating system "Social Responsibility and Efficiency" at the expense of means of the State fund of assistance of employment of the Ministry of employment and employment relationships and Chamber of Commerce and Industry of the Republic of Uzbekistan;

annual carrying out among employers republican and the territorial tenders "Social Responsibility and Efficiency" (further - tender).

2. Approve Regulations on procedure for determination of rating of the employers who are actively participating in creation of new workplaces and employment of the population, and also application of measures of social encouragement to them according to appendix.

3. To the ministry of employment and employment relationships together with the Ministry of Economics, Chamber of Commerce and Industry of the Republic of Uzbekistan, the Federation Council of labor unions of Uzbekistan and the Union of youth of Uzbekistan:

a) in two-month time to develop and approve technique of creation of rating of employers based on results of assessment of their activities for creation and jobs preservation, employment of the population, providing worthy working conditions for workers;

b) provide publication annually till December 15 of rating of hundred best organizations "TOP-100" in mass media and delivery to these organizations (employers) of appropriate certificates;

c) in a month to develop and approve provisions about republican and the territorial tenders "Social Responsibility and Efficiency", having provided in them determination:

data representation forms for participation in tender;

selection criteria of winners of tender;

procedure for carrying out tender and rewarding of his winners;

procedures of implementation of other actions connected with carrying out tender.

4. Determine that:

a) republican competition is held in the following nominations:

"For creation of workplaces and development of employment of the population";

"For effective labor protection and creation of safe working conditions on production";

"For development of social partnership";

"For carrying out active youth policy in the organization";

b) the nominations of territorial tenders are determined by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent, proceeding from priority tasks of social and economic development of the respective region;

c) financing of actions for carrying out tenders is performed by organizers of tender.

To organizers of tender jointly by Academy of Arts of the Republic of Uzbekistan till February 1, 2018 to prepare and approve sketches of awards to winners of tenders on each nomination.

5. To provide to Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent the high organizational level of carrying out territorial tenders and nominating of their winners on republican tender.

6. Recommend to National broadcasting company of the Republic of Uzbekistan to organize extended coverage of the course of carrying out tenders, with placement of information materials about their participants and winners in republican and local mass media, including electronic.

7. To impose control of execution of this resolution on the deputy prime minister - the Minister of Finance of the Republic of Uzbekistan D. A. Kuchkarov and the minister of employment and employment relationships of the Republic of Uzbekistan A. A. Haitov.

Chapter 1. General provisions

1. This Provision establishes procedure for determination of rating of the employers who are actively participating in creation of new workplaces and employment of the population (further - rating), and also applications of measures of social encouragement to them.

2. The rating is determined for the purpose of stimulation of interest of heads of the organizations (further - employers) in creation of new workplaces and development of employment of the population in the scheme according to appendix No. 1 to this Provision.

3. The rating is determined annually. The accounting period for determination of rating is calendar year.

4. The rating is determined on the basis of the following principles:

legality;

opennesses;

objectivity;

equality of participants.

5. Employers, irrespective of their forms of business, being and performing activities in the Republic of Uzbekistan in the sphere of industrial production, agricultural industry, construction, transport and communication, housing and communal services and rendering services to the population, and also other fields of activity take part in rating.

6. Organizational and technical supply of determination of rating performs the Ministry of employment and employment relationships of the Republic of Uzbekistan (further - the ministry).

Chapter 2. Procedure for participation in rating

7. The ministry annually publishes information on determination of rating in mass media and on the official website till May 15 of the current year.

8. For participation in rating employers represent to the ministry annually till August 15 the following documents (on paper and electronic type):

the application for participation in rating in form according to appendix No. 2 to this Provision;
