About the Agency of civil aviation under the Government of the Republic of Tajikistan

Due to reducing 13 work units of Department of Civil Aviation of central office of the Ministry of transport of the Republic of Tajikistan, 14 work units of management of supervision and regulation of air transport of Public service on supervision and regulation in the field of transport and 8 work units of department of certification on air transport of the state unitary enterprise "The Center of Certification of Works and Services in the Sphere of Transport" to create the Agency of civil aviation under the Government of the Republic of Tajikistan.

2. Approve provision and structure of the Agency of civil aviation under the Government of the Republic of Tajikistan (appendices 1 and 2).

3. Under the Government of the Republic of Tajikistan to perform financing of the Agency of civil aviation within the provided means of the republican budget and other sources in compliance the legislation of the Republic of Tajikistan.

4. Bring in the order of the Government of the Republic of Tajikistan of May 6, 2011, No. 250 "About the Ministry of transport of the Republic of Tajikistan" the following changes:

- in Item 2 of figure "376" and "90" to replace respectively with figures "363" and "77";

- from appendix 2 structures of central office of the Ministry of transport of the Republic of Tajikistan approved by the order of the Government of the Republic of Tajikistan of May 6, 2011, No. 250 "About the Ministry of transport of the Republic of Tajikistan"

- exclude item 4;

- respectively to consider Items 5-11 Items 4-10.

5. Bring in the order of the Government of the Republic of Tajikistan of March 3, 2007, No. 107 "About Public service on supervision and regulation in the field of transport" the following changes:

- in Item 2 of figure "314" and "50" to replace respectively with figures "300" and "36";

- the second Item to exclude 2 structures of central office of Public service on supervision and regulation in the field of transport of the Ministry of transport of the Republic of Tajikistan approved by the order of the Government of the Republic of Tajikistan of March 3, 2007, No. 107 "About Public service on supervision and regulation in the field of transport" from appendix.

6. To the ministry of transport of the Republic of Tajikistan and the Agency of civil aviation under the Government of the Republic of Tajikistan to submit offers on modification within two-month term and amendments in industry regulatory legal acts of the Republic of Tajikistan.

7. To the state committee on investments and management of state-owned property of the Republic of Tajikistan to take measures for placement of the Agency of civil aviation under the Government of the Republic of Tajikistan.

Regulations on the Agency of civil aviation under the Government of the Republic of Tajikistan

1. General provisions

- coordination joint with the ministries, departments, other state bodies, and also local authorities of the government of sales activity of state policy and to ensuring free movement of passengers and freights with air transport on the territory of the Republic of Tajikistan and beyond its limits;

- assistance in carrying out institutional and structural transformations to the fields of civil aviation;

- complex analysis of activities and forecast of development of civil aviation, development of recommendations and implementation of measures for ensuring its steady functioning and development;

- establishment, providing and following to regulations on safety and consumer protections, environmental protection and natural resources, aviation safety;

- assistance to increase in overall performance and competitiveness of the companies of civil aviation in the international and domestic market of transport services;

- monitoring of the rates and charges levied by airlines;
