About additional measures for increase in financial independence of public authorities on places, to strengthening of responsibility of tax and financial bodies for completeness of receipts in local budgets

For the purpose of ensuring steady financing of complex development of the territories on the basis of cardinal strengthening of profitable base and decentralization of local budgets, further enhancement of the interbudget relations, strengthening of financial independence of public authorities on places and increases in their responsibility for realization of specific purposeful measures for expansion of the tax potential due to assistance to development of small business and private entrepreneurship, creation of new workplaces and employment of the population, the accelerated development of engineering and communication, road and transport and social infrastructure:

1. Determine priority tasks of the tax and budget policy at the level of local budgets:

the first, cardinal strengthening of profitable base of local budgets by fixing to them of specific types of tax and other obligatory payments;

the second, liquidation of subventsionnost of regional, city and district budgets, consecutive reducing their dependence on assignments from higher budgets, increase on this basis of independence and responsibility of public authorities on places for the solution of questions of social and economic development of regions;

third, identification on system basis of additional reserves for increase in the income of local budgets;

the fourth, ensuring transparency of forming and control of execution of local budgets with broad attraction of deputy and public control;

the fifth, strengthening of responsibility of regional authorities, financial and tax authorities for strengthening of profitable base and timely, target financing of the approved parameters of expenses of local budgets, ensuring further development and content up to standard objects of the social sphere and infrastructure.

2. Establish procedure according to which at the sessions of the Jokargi Kenes of the Republic of Karakalpakstan, Kengashy People's Deputies of areas, the city of Tashkent and areas (cities) of the republic:

a) in detail are considered and affirm by quarters:

parameters of the budget of the Republic of Karakalpakstan, local budgets of areas, Tashkent and areas (cities) of the republic with detailed breakdown on sources of the income and expense types;

settlement indicators on identification of reserves of increase in the income of local budgets;

programs of social and economic development of the territories, measures for increase in profitable base of the budget and creation of new workplaces;

the expenses financed by additional sources, including disclosed reserves of increase in the income of local budgets in agreement with programs of social and economic development of the territories;

b) the actions and projects performed in the Republic of Karakalpakstan, areas and Tashkent, and also in the respective areas (cities) of the republic at the expense of means of higher budgets and the state trust funds for implementation of deputy supervision and public control are approved;

c) reports are quarterly heard:

the first deputy of hokim concerning economy and development of entrepreneurship - regarding program implementation of social and economic development of the territories, to increase in profitable base of the budget and creation of new workplaces;

the deputy of hokim concerning investments, innovations, rendering assistance to the privatized companies and development of small industrial zones and tourism - regarding investment attraction and implementation of investment projects;

the head of financial management (department) - about budget implementation of the Republic of Karakalpakstan, areas, Tashkent, and also areas (cities) of the republic about forming of additional sources of the income proceeding from the potential of the territories and the directions of use of additional sources, including disclosed reserves of increase in the income of local budgets;

the head of the State Tax Administration (inspection) - about condition of execution of the income of the Republic of Karakalpakstan and local budgets according to the income which is carried out by them works on identification of additional reserves and also charge and the actual payment in the budget by taxes and other obligatory payments, tax debt on them.

3. Enter the measures of responsibility and stimulation of heads of financial bodies and bodies of the State Tax Service providing since January 1, 2018:

a) awarding of heads of tax and financial bodies at the rate to 50 percent from their official pay rate, including for:

execution of the approved forecast of the income of local budgets - in the amount of 10 percent;

reducing tax debt on payments in the budget - in the amount of 20 percent;

accomplishment of settlement indicators on identification of reserves of increase in the income of local budgets - in the amount of 20 percent.

b) application of penalties for failure to provide of accomplishment of the above-stated criteria at the rate to 30 percent from their official pay rate, including for:

not execution of the forecast of the income of local budgets - in the amount of 10 percent;

excess of tax debt on payments in the local budget - in the amount of 10 percent;

not accomplishment of settlement indicators on identification of reserves of increase in the income of local budgets - in the amount of 10 percent.

Awarding and application of measures of responsibility to heads of financial and tax authorities are performed by the Minister of Finance and the chairman of the State Tax Committee of the Republic of Uzbekistan according to the petition of the chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and Tashkent, hokim of areas (cities).

To the Cabinet of Ministers of the Republic of Uzbekistan till January 1, 2018 to develop and approve Regulations on procedure for stimulation and liability of heads, officials of financial and tax authorities for accomplishment of forecast indicators of payment receipt in the budget and identification, collection of additional incomes.

4. To Audit Chamber of the Republic of Uzbekistan and Head department of the state financial control of the Ministry of Finance of the Republic of Uzbekistan together with the Ministry of development of information technologies and communications of the Republic of Uzbekistan to exercise on system basis control for:

execution of parameters of local budgets, mobilization of reserves of increase in the income of local budgets, timeliness of implementation of the approved investment projects, and also the publication of information on official websites and local mass media;

strict observance, the requirements of strengthening of responsibility and material stimulation of employees of tax and financial bodies established by this Decree.

5. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent. areas (cities) of the republic to provide on quarterly basis the publication in mass media and placement on official websites of information on reports of heads of relevant organs, including covering of these actions for local television.
