1. Approve the enclosed System of state planning in the Republic of Kazakhstan.

System of state planning in the Republic of Kazakhstan

Chapter 1. General provisions

1. The system of state planning in the Republic of Kazakhstan (further - System of state planning) is complex of the interconnected components consisting of documents on long-term (over 5 years) and medium-term (from year to 5 years inclusive) the periods, participants, the principles and elements of process management and data.

State planning covers activities for forming of measures, methods of achievement of results and the solution of tasks for social and economic development, growth in prosperity of citizens, strengthening of homeland security of the country and optimal resource allocation.

2. The basic principles of System of state planning are:

6) realness - determination of the purposes and tasks, proceeding from opportunities of their achievement at the scheduled time, taking into account risks and resource restrictions in the medium-term period;

7) managerial responsibility - inadmissibility of transfer of decision making and coordination of the questions falling within the scope of competences of the specific head on higher level and to collegiate organs, including in case of risk of not achievement of target indicators and indicators of results;

8) succession - the sequence in development and implementation of documents of strategic planning by participants of state planning taking into account results of implementation of earlier accepted documents of state planning and stages of implementation of documents of state planning for the long-term period;

9) managerial flexibility - independence of participants in the choice and review of approaches of goal achievement and tasks.

Chapter 2. Documents of System of state planning

The National development plan for the Republic of Kazakhstan, the Strategy of homeland security of the Republic of Kazakhstan and development plans for state bodies, development plans for area, city of republican value, the capital, development plans for national managing holdings, national holdings and national companies belong to documents of System of state planning (further - the national companies).

4. Documents of System of state planning are based on the documents of goal-setting determining global vision, the long-term directions and priorities of sustainable development of the country and also the long-term forecast of development of the Republic of Kazakhstan developed according to the Budget code of the Republic of Kazakhstan.
