About implementation of the Law of the Republic of Kazakhstan "About the republican budget for 2018 - 2020"

The government of the Republic of Kazakhstan DECIDES:

1. Accept to execution the republican budget for 2018 - 2020, including for 2018 in the following amounts:

1) the income - 8 651 742 646 thousand tenges, including on:

to tax revenues - 5 592 394 446 thousand tenges;

to non-tax receipts - 120 224 237 thousand tenges;

to sales proceeds of fixed capital - 5 620 000 thousand tenges;

to receipts of transfers - 2 933 503 963 thousand tenges;

2) costs - 9 353 497 730 thousand tenges;

3) net budget crediting - 129 691 956 thousand tenges, including:

budget credits - 250 268 731 thousand tenges;

repayment of budget credits - 120 576 775 thousand tenges;

4) balance on transactions with financial assets - 51 806 107 thousand tenges, including:

acquisition of financial assets - 51 806 107 thousand tenges;

5) budget deficit-883 253 147 thousand tenges, or percent 1,5 to country gross domestic product;

6) not oil budget deficit--4 330 528 103 thousand tenges, or percent 7,4 to country gross domestic product;

7) budget deficit financing - 883 253 147 thousand tenges.

2. Approve:

1) the list of the priority republican budget investments financed from the republican budget according to appendix 1 to this resolution;

2) the list of the priority republican budget investments directed to realization of especially important and requiring operational realization tasks included in the draft of the republican budget with conditions suspensive according to appendix 2 to this resolution;

3) the list of priority republican budget investments of the Ministry of Defence of the Republic of Kazakhstan according to appendix 3 to this resolution (for office use);

4) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in the sizes of the allowance for cool qualification of staff of law-enforcement bodies according to appendix 4 to this resolution;

5) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on increase in official pay rates of staff of law-enforcement bodies according to appendix 5 to this resolution;

6) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on compensation of part of the expenses incurred by the subject of agro-industrial complex in case of the investments, according to appendix 6 to this resolution;

7) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of interest rate for credit and leasing obligations within the direction on financial improvement of subjects of agro-industrial complex according to appendix 7 to this resolution;

8) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of rates of remuneration when crediting, and also leasing for acquisition of farm animals, the equipment and processing equipment according to appendix 8 to this resolution;

9) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing to procurement organizations in the sphere of the agro-industrial complex of tax amount on value added paid to the budget within the estimated value added tax according to appendix 9 to this resolution;

10) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on payment of the government address public assistance according to appendix 10 to this resolution;

11) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on implementation of consultants for social work and assistants in employment centers according to appendix 11 to this resolution;

14) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on implementation of the Actions plan on providing the rights and improvement of quality of life of disabled people in the Republic of Kazakhstan for 2012 - 2018 according to appendix 14 to this resolution;

15) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on services in replacement and setup of speech processors to cochlear implants according to appendix 15 to this resolution;

16) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of costs of the employer for creation of special workplaces for employment of disabled people according to appendix 16 to this resolution;

17) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on market development of work according to appendix 17 to this resolution;

18) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on implementation of the state educational order in the preschool organizations of education according to appendix 18 to this resolution;

19) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on approbation of per capita financing of the organizations of secondary education according to appendix 19 to this resolution;

20) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on surcharge to the teachers who passed training on language course according to appendix 20 to this resolution;

21) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on surcharge to teachers for replacement with the period of training of the key employee according to appendix 21 to this resolution;

21-1) distributions of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on surcharge to the teachers of the organizations of education realizing training programs of initial, main and general secondary education on updated content of education and compensation of the amounts paid in this direction of expenses at the expense of means of local budgets according to appendix 21-1 to this resolution;

21-2) distributions of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on surcharge for qualification of pedagogical skill to the teachers who passed national qualification test and realizing educational programs of initial, main and general secondary education according to appendix 21-2 to this resolution;

22) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on carrying out by medical organization of events reducing sexual passion, performed based on the judgment according to appendix 22 to this resolution;

23) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on purchase of vaccines and other immunobiological medicines according to appendix 23 to this resolution;

24) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on promotion of healthy lifestyle according to appendix 24 to this resolution;

25) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on implementation of actions on prevention and fight about AIDS according to appendix 25 to this appendix;

26) distribution of the amounts of target current transfers to regional budgets on financing of priority projects of transport infrastructure according to appendix 26 to this resolution;

26-1) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on seizure of land for the state needs according to appendix 26-1 to this resolution;

26-2) distribution of the amounts of target current transfers to regional budgets on subsidizing of cost of services in supply of drinking water from especially important group and local water supply systems which are uncontested sources of drinking water supply according to appendix 26-2 to this resolution;

26-3) distribution of the amounts of target current transfers to regional budgets, budgets of the cities of republican value, the capital on subsidizing of loan interest rates within the State program of support and business development "The road map of business of 2020" according to appendix 26-3 to this resolution;

27) distribution of the amounts of budget credits to local executive bodies for implementation of measures of social support of specialists according to appendix 27 to this resolution;

28) distribution of the amounts of crediting to regional budgets on development of productive employment and mass entrepreneurship according to appendix 28 to this resolution;

29) distribution of the amounts of crediting to regional budgets, budgets of the cities of republican value, the capital on assistance to development of entrepreneurship in the regional centers, the cities of Astana, Almaty, Shymkent, Semey and monotowns according to appendix 29 to this resolution;

30) distribution of the amounts of reserve of the Government of the Republic of Kazakhstan according to appendix 30 to this resolution;

31) distribution of the amounts of receipts of transfers from regional budgets, budgets of the cities of republican value, the capital on compensation of losses of the republican budget according to appendix 31 to this resolution.

3. To the Ministry of Labour and Social Protection of the population of the Republic of Kazakhstan till February 10, 2018 in the procedure established by the legislation to introduce to the Government of the Republic of Kazakhstan drafts of decisions on procedure for use of target current transfers regional budgets, budgets of the cities of Astana and Almaty specified in subitems 14) and 15) of Item 2 of this resolution.

4. To the Ministry of Education and Science of the Republic of Kazakhstan till February 10, 2018 in the procedure established by the legislation to introduce to the Government of the Republic of Kazakhstan drafts of decisions on procedure for use of target current transfers regional budgets, budgets of the cities of Astana and Almaty specified in subitems 20) and 21) of Item 2 of this resolution.

5. To the ministry of national economy of the Republic of Kazakhstan together with local executive bodies of areas, cities of Astana and Almaty to determine the list of projects according to criteria of the Single program of support and business development "The road map of business of 2020" and till March 1, 2018 in the procedure established by the legislation to introduce to the Government of the Republic of Kazakhstan the draft decision about distribution of target transfers from the republican budget to regional budgets, budgets of the cities of Astana and Almaty on development of industrial infrastructure.

6. Approve the list of the state tasks for 2018 according to appendix 32 to this resolution.

7. To the central executive bodies till March 1, 2018 to make in the Government of the Republic of Kazakhstan offers on reduction of earlier made decisions of the Government of the Republic of Kazakhstan in compliance with this resolution.

8. This resolution becomes effective since January 1, 2018.
