1. Approve the Procedure for assistance on unemployment, including its one-time payment for the organization by the unemployed of business activity it (is applied).

2. The order becomes effective since January 1, 2001.

Procedure for assistance on unemployment, including its one-time payment for the organization by the unemployed of business activity

1. General provisions

1.1. This Procedure developed according to the Law of Ukraine "About obligatory national social insurance on unemployment case" determines the mechanism of appointment, payment of the help with unemployment, including disposable for the organization by the unemployed of business activity, and calculation of insurance years of service.

1.2. The help with unemployment, including its one-time payment for the organization by the unemployed of business activity is provided to the insured and uninsured persons recognized in accordance with the established procedure as the unemployed.

1.3. The help with unemployment is appointed by jobcenters on which functions of working bodies of executive directorate of Fund of obligatory national social insurance of Ukraine are assigned to unemployment case (further - jobcenters), in the place of stay of the unemployed on accounting and is paid in accordance with the established procedure through bank institutions.

2. Conditions, size and duration of payment of the help with unemployment to insured persons

2.1. To insured persons - hired employees; to the persons performing works (providing services) according to civil agreements; the serviceman of the Armed Forces of Ukraine, the State Border Service of Ukraine, internal troops, other military forming formed according to the laws of Ukraine, the Security Service of Ukraine, Service of foreign intelligence of Ukraine, the Public special service of transport, to faces of the private and the commanding structure of Public service of special communication and information security of Ukraine, law-enforcement bodies of bodies and divisions of civil protection, faces of the commanding structure of tax police, and also staff of the militarized rescue services (forming) created according to the legislation on permanent basis (further - the military personnel), except the military personnel of conscription service to physical persons - entrepreneurs, persons who provide themselves with work independently, and in the cases provided by the Law of Ukraine "About obligatory national social insurance on unemployment case" to other persons (to the citizens of Ukraine, foreigners, persons without citizenship who are constantly living in Ukraine if another is not provided by the international treaty of Ukraine which consent to be bound is provided by the Verkhovna Rada of Ukraine) for benefit of whom insurance on unemployment case is performed, the lost work on the circumstances, not dependent on them, and recognized in accordance with the established procedure by the unemployed and within 12 months preceding the beginning of unemployment working at conditions complete or part-time (week) serving or performing works (providing services) according to civil agreements at least than 26 calendar weeks and paying insurance premiums and/or single fee for obligatory national social insurance performed business or other activity (further - single fee), the help with unemployment is determined as a percentage to their average salary (income) or average cash cover depending on insurance years of service:

up to 2 years - 50 percent;

from 2 to 6 years - 55 percent;

from 6 to 10 years - 60 percent;

over 10 years - 70 percent.
