About the republican budget of the Kyrgyz Republic for 2018 and the forecast for 2019-2020

Article 1.

1. Approve the republican budget of the Kyrgyz Republic for 2018 according to the income in the amount 141533283, by 7 thousand som and to expenses in the amount 154140062, 0 thousand som according to appendix 1.

2. Establish the extreme extent of deficit of the republican budget of the Kyrgyz Republic for 2018 in the amount 12606778, of 3 thousand som according to appendix 1.

3. Direct to limiting covering of the extent of deficit of the republican budget of the Kyrgyz Republic for 2018 means of external and internal sources of financing in the amount 12606778, to 3 thousand som according to appendix 1.

Article 2.

1. Approve the forecast of the consolidated budget of the Kyrgyz Republic for 2018-2020 according to appendix 2.

2. Approve the forecast of key parameters of the republican budget of the Kyrgyz Republic for 2019-2020:

1) the forecast for the income for 2019 - in the amount 151454484, 1 thousand som, for 2020 - in the amount 157043345, 6 thousand som;

2) the forecast for expenses for 2019 - in the amount 161710709, one thousand som, for 2020 - in the amount 165199792, 8 thousand som;

3) the forecast of deficit of the republican budget of the Kyrgyz Republic for 2019 - in the amount 10256225, 7 thousand som, for 2020 - in the amount 8156447, 2 thousand som.

Create revenues of the republican budget of the Kyrgyz Republic for 2018 and the forecast for 2019-2020 for acquisition account on sources according to appendices 3 and 3-1.

Establish funds for financing of expenses from the republican budget of the Kyrgyz Republic for 2018 and the forecast for 2019-2020 according to appendices 4, 5 and 6.

Article 5.

1. Establish expenses on the state investments for 2018-2020 according to appendix 7.

2. Approve amount of the funds allocated for financing of the capital investments in 2018 in the amount 5919544, by 4 thousand som and direct them on completion of construction of facilities provided in previous periods and to construction, reconstruction of the objects approved in the list for 2018, considering their priority.

3. Direct 150000, 0 thousand som to payment of the budgetary funds provided to victims of natural disasters according to the state hypothecation certificates of the State agency on management of budget credits under the Ministry of Finance of the Kyrgyz Republic.

4. Approve amount of the funds allocated for financing of the stimulating (equity) grants in 2018 in the amount 355000, by 0 thousand som, in 2019 - 600000, 0 thousand som, in 2020 - 700000, 0 thousand som. Establish priority of financing of the stimulating (equity) grants to the local government bodies receiving the grant from the republican budget.

Article 6.

1. Make in first-priority procedure financing of expenses under the protected Articles (the salary, fees in Social fund of the Kyrgyz Republic, acquisition of medicines and products of medical appointment, acquisition of food, social security benefits, benefits on the public assistance to the population, grant), and also on the state debt obligations.

2. Reduction of the amounts provided on expenses under the protected Articles in connection with formation of vacancies in budgetary institutions, acceptance of the regulatory legal acts which entailed change of their number of staff is allowed.

The government of the Kyrgyz Republic has the right to bring amendments in mutual calculations of the republican budget with budgets of local government bodies according to the regulatory legal acts adopted by relevant organs, and also structural changes, changes of production volumes (works, services), price levels.

Article 9.

1. Make financing from the republican budget of the Kyrgyz Republic for 2018 of the organizations which were earlier consisting on the budget of areas according to appendix 8.

2. Approve the forecast of the amount of financing from the republican budget of the Kyrgyz Republic for 2019-2020 of the organizations which were earlier consisting on the budget of areas according to appendices 8-1 and 8-2.

Article 10.

1. Establish for 2018 standard rates of assignments from:

1) nation-wide tax revenues: the income tax paid by the tax agent and the sales tax for local budgets of the cities and ayyl - in the amount of 50 percent;

2) tax on the basis of the voluntary patent, tax on the basis of obligatory patenting, receipt on the basis of the single tax - in the amount of 100 percent in the order of local budgets of the cities and ayyl;

3) tax for use of natural resources (royalty, except for strategic minerals: gold, oil, gas) in the corresponding local budgets of the cities and ayyl in the place of their developments (location) - in the amount of 50 percent;

4) tax for use of natural resources (bonuses) - in the amount of 100 percent in the republican budget.

2. Determine that distribution of the amounts of nation-wide taxes in case of overfulfillment of their forecasts between republican and local budgets is made according to the approved standard rates of assignments from planned receipts on each type of tax.

Article 11.

Provide return from local budgets to the republican budget of the amount of the budget advances and the credits which are earlier obtained by local government bodies: in 2018 - 231044, 5 thousand som, in 2019 - 229006, 3 thousand som, in 2020 - 276214, 0 thousand som according to appendix 9.

Article 12.

1. Approve the sizes of the leveling transfers for local budgets from the republican budget of the Kyrgyz Republic for 2018 in the total amount of expenses 1850000, by 0 thousand som according to appendix 10.

2. Approve the forecast of the sizes of the leveling transfers from the republican budget of the Kyrgyz Republic for 2019-2020 according to appendix 10.
