RESOLUTION OF THE CABINET OF MINISTERS OF THE REPUBLIC OF UZBEKISTAN

About creation of the Single system of monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature

(as amended on 08-05-2020)

In pursuance of the Presidential decree of the Republic of Uzbekistan of February 7, 2017 No. UP-4947 "About the Strategy of Actions for Further Development of the Republic of Uzbekistan", for the purpose of ensuring system carrying out monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature, and also their effects the Cabinet of Ministers decides:

1. Agree with the offer of the Ministry of Emergency Situations, the ministries, departments and other organizations which are part of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan on creation of the Single system of monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature (further - the Single system).

2. Determine the main objectives of the Single system:

early identification of potential sources of emergence of emergency situations of natural, technogenic and ecological nature (further - emergency situations), the organization and implementation of system observation and control of them;

ensuring the automated and permanent interchange with information on monitoring and forecasting of emergency situations, and also information on their origin and effects;

advance forecasting of scales and nature of possible development of the dangerous natural and technogenic processes and the phenomena leading to emergence of emergency situations;

development of recommendations about the prevention and liquidation of emergency situations, and also to reduction of their effects.

3. Approve:

organizational and functional structure of the Single system of monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature according to appendix No. 1;

Regulations on the Single system of monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature according to appendix No. 2.

4. To the bodies of the public and economic board entering into structure of the Single system, in three-months time:

develop and approve in coordination with the Ministry of Emergency Situations of the Republic of Uzbekistan regulations on procedure for carrying out monitoring, exchange of information and forecasting of the dangerous natural and technogenic processes and the phenomena leading to emergency situations taking into account hazard rates of their origin;

enhance functions of the departmental information systems created within the Electronic Government system taking into account implementation of the Single system;

within the total extreme number of staff and the allocated budgetary appropriations to enter into structures of management personnels, territorial subdivisions and the subordinated organizations established posts of specialists, actionees of tasks within the Single system.

5. To provide to the ministry of development of information technologies and communications together with the Ministry of Emergency Situations of the Republic of Uzbekistan:

creation and smooth functioning of separate secure channel of exchange of information between the bodies of the public and economic board entering into structure of the Single system;

integration of the Single system with complexes of information systems and the central databases of the Electronic Government system.

6. To the Ministry of Emergency Situations of the Republic of Uzbekistan together with the interested ministries and departments in two-month time to bring the regulatory legal acts adopted by them into accord with this resolution.

7. To impose control of execution of this resolution on the First Deputy Prime Minister of the Republic of Uzbekistan - the chairman of the board of JSC Uzbekiston temir yullari A. Zh. Ramatov and the Minister of Emergency Situations of the Republic of Uzbekistan R. M. Dzhurayev.

Regulations on the Single system of monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature

Chapter 1. General provisions

1. This Provision determines the main objectives and functions, and also procedure for functioning of the Single system of monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature (further - the Single system).

2. The single system is integral part of the State system of the prevention and actions in emergency situations of the Republic of Uzbekistan (further - GSChS) intended for the solution of questions of monitoring, exchange of information and forecasting of emergency situations of natural, technogenic and ecological nature (further - emergency situations).

3. In this Provision the following basic concepts are used:

emergency situation - the situation in certain territory which developed as a result of accident, catastrophic crash, natural hazard, natural or other disaster which can entail or entailed the human victims, damnification to human health or the surrounding environment, considerable material losses and violation of conditions of life activity of people;

the prevention of emergency situations - complex of the events held beforehand and directed to the greatest possible reduction of risk of emergence of emergency situations, and also to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses in case of their origin;

liquidation of emergency situations - complex of the rescue and urgent operations which are carried out in case of emergency situations and directed to rescuing of life and preserving human health, decrease in the extent of harm to the surrounding environment and material losses and also on localization of zones of emergency situations and cancellation of dangerous factors;

monitoring of the environment - system of the regular or operational observations and control which are carried out according to certain program for assessment of state of environment in emergency situations, the analysis of the processes happening in it and timely identification of tendencies of its change;

object of monitoring - natural, technogenic or natural and technogenic object or its part within which according to certain program regular observations of the environment in emergency situations for the purpose of control of its condition, the analysis of the processes happening in it which are carried out for timely identification and forecasting of their changes and assessment are performed;

monitoring information - type of information, received as a result of regular or operational observations and control of the dangerous natural and technogenic processes and the phenomena leading to emergency situations;

forecasting of emergency situation - the advancing reflection of probability of origin and development of emergency situation on the basis of the analysis of the possible reasons of its origin, its source in the past and the present;

forecast information - type of information, displaying probability of origin and development of the dangerous natural and technogenic processes and the phenomena leading to emergency situations;

geographical information system (further - GIS) - the automated system intended for collection, processing, the analysis, modeling and display of data on geographical objects and also for the solution of information and calculation tasks of nation-wide (cross-industry) or industry value with use of digital cartographic, analog and text information;

source of emergency situation - natural hazard, accident or dangerous technogenic incident, widespread infectious disease of people, farm animals and plants, and also use of modern weapons of destruction therefore there occurred or can be emergency situation;

potentially dangerous object - object on which use is made, overworked, stored or transport the radioactive, pozharovzryvoopasny, dangerous chemical and biological materials creating real threat of emergence of source of emergency situation;

risk of emergence of emergency situation - the probability or frequency of emergence of source of emergency situation determined by the corresponding hazard rates;

risk assessment - identification of danger and its possible sources, research of the mechanism of their origin, assessment of probability of emergence of the identified dangerous events and their effects.

Chapter 2. Main objectives and functions of the Single system

4. The main objectives of the Single system are:

early identification of potential sources of emergence of emergency situations, organization and implementation of system observation and control of them;

ensuring the automated and permanent interchange with information on monitoring and forecasting of emergency situations, and also information on their origin and effects;

advance forecasting of scales and nature of possible development of the dangerous natural and technogenic processes and the phenomena leading to emergence of emergency situations;

development of recommendations about the prevention and liquidation of emergency situations, and also to reduction of their effects.

5. According to the assigned main objectives the Single system performs the following functions:

a) in the field of early identification of potential sources of emergence of emergency situations of natural, technogenic and ecological nature, the organization and implementation of system observation and control of them:

conducts system observations and laboratory control of objects of monitoring;

determines risks of emergence of emergency situations and performs their assessment;

performs collection, processing and information analysis about nature and condition of potential sources of emergency situations, and also about the facts of origin and their effects at all levels of the Single system;

b) in the field of ensuring the automated and permanent interchange with information on monitoring and forecasting of emergency situations, and also information on their origin and effects:

creates and develops the database of sources of emergency situations and the register of potentially dangerous objects;

will organize creation and maintaining specialized GIS, provides systematic input and updating of monitoring data with detailed division into districts of the territories on risk degree of emergence of the dangerous natural and technogenic processes and the phenomena leading to emergency situations;

provides interchange with monitoring information on harbingers and condition of potential sources of emergency situations in common information space of the Single system;

performs operational provision to the GSChS governing bodies of precautionary information on threat of emergence of emergency situations and recommendations for acceptance of management decisions about their prevention;

enhances the available information and communication systems for the solution of tasks of monitoring and forecasting of emergency situations;

provides protection of the special information including which is the state secret;

c) in the field of advance forecasting of scales and nature of possible development of the dangerous natural and technogenic processes and the phenomena leading to emergence of emergency situations:

performs collection, processing and the analysis of operational monitoring information, and also information on the facts of emergence of emergency situations and their effects;

develops situational scenarios and models of development of sources of emergency situations with indication of their possible effects;

provides regular preparation of short-term, mid-term and long-term forecasts of emergence of emergency situations, scales of their effects;

performs information and analytical and organizational and methodical ensuring functioning of the Single system;

d) in the field of development of recommendations about the prevention and liquidation of emergency situations, and also to reduction of their effects:

on the basis of forecasts of emergence of emergency situations develops offers on increase in efficiency of actions for their prevention, liquidation and reduction of effects;

participates in development of target and scientific and technical programs for the prevention and liquidation of emergency situations, and also to reduction of their effects;

perfroms predesign of forces and means necessary for localization and mitigation of consequences of emergency situations.

Chapter 3. Structure of the Single system

6. The single system represents set of divisions (services, organizations, inspectorates, departments, laboratories, etc.) of bodies of the public and economic board, public authorities on places, other organizations as which implementation of monitoring, exchange of information and forecasting of dangerous natural and technogenic processes and the phenomena within GSChS enter (further - divisions of the Single system).

The single system has republican, local and object levels.

7. The organizational and functional structure of the Single system combines bodies of the public and economic board, public authorities on places and other organizations performing within GSChS functions of monitoring, exchange of information and forecasting of the dangerous natural and technogenic processes and the phenomena leading to emergency situations (further - participants of the Single system).

Chapter 4. Procedure for functioning of the Single system

8. Activities of the Single system will be organized according to the resolution of the Cabinet of Ministers of August 24, 2011 No. 242 "About further enhancement of the state system of the prevention and actions in emergency situations of the Republic of Uzbekistan", this Provision and other acts of the legislation on protection of the population and the territories from emergency situations, and also about civil protection.

9. Management and the state control of activities of the Single system is exercised by the Ministry of Emergency Situations of the Republic of Uzbekistan (further - the Ministry of Emergency Situations).

10. Interaction of participants of the Single system is performed in case of clear split of zones of responsibility by the principle object - the area (city) - the area (The Republic of Karakalpakstan, Tashkent) - the republic according to which consecutive exchange of monitoring and forecast information is made.

11. Participants of the Single system shall provide in the Ministry of Emergency Situations and its territorial subdivisions monitoring and forecast information on condition and possible activation of sources of emergency situations, and also information on condition of dangerous natural and technogenic processes and the phenomena in case of emergency situations according to lists according to appendices No. 1 and 2 to this Provision.

12. Monitoring information on condition of dangerous processes and the phenomena, forecast information on threat dangerous natural and technogenic processes and the phenomena which can lead to emergency situations information (report) on key parameters of the happened emergency situation, and also its effects are provided in forms according to appendices No. 3, of 4, 5 to this Provision.

13. Participants of the Single system perform interchange by information according to its organizational and functional structure in the following terms:

a) by results of monitoring and forecasting of the dangerous natural and technogenic processes and the phenomena leading to emergency situations:

at the republican level:

monthly - to the 28th;

quarterly - to the 20th (prior to the beginning of quarter);

annually - till December 1;

at the local level:

weekly - on Fridays;

monthly - to the 25th;

at the object level:

daily;

weekly - on Fridays;

b) in case of threat or emergence of emergency situations - without delay;

c) about effects of emergency situations - within days, daily to complete liquidation of effects of emergency situations.

14. Information transfer depending on its type is performed:

speech information on threat and the fact of emergency situations - on the available channels of telephone and radio communication;

monitoring and forecast information, information on key parameters and effects of emergency situations, photographic materials, the created thematic layers from GIS according to the state inventories - via secure channels of exchange of information of the Single system, and also mail or fax connection.

Transfer of confidential information is performed through closed channels of communication or special mail in accordance with the established procedure.

15. Exchange of information within the Single system with authorized bodies of foreign states and the international organizations is performed according to the legislation of the Republic of Uzbekistan, and also international treaties of the Republic of Uzbekistan.

16. On the basis of monitoring and analytical data of the Ministry of Emergency Situations prepares and provides to the GSChS governing bodies, the following types of forecasts:

the short-term forecast of emergency situations for week;

the mid-term forecast of emergency situations for month;

the mid-term forecast of emergency situations for quarter;

the long-term forecast of emergency situations for year.

17. Territorial and functional subsystems of GSChS on the basis of monitoring and forecast information provide realization of necessary measures for the prevention of emergency situations.

18. Depending on situation, scale of the predicted dangerous natural and technogenic processes and the phenomena or the arisen emergency situations functioning of the Single system is performed in one of three modes:

daily activities;

the increased readiness;

emergency situation.

19. When functioning the Single system in the mode of daily activities are carried out:

observation and control of condition of objects of monitoring, situation on potentially dangerous objects and the territories adjoining to them;

collection, interchange, processing and the analysis of monitoring information, input and updating of monitoring data in GIS;

forecasting of situation, risk assessment of the dangerous natural and technogenic processes and the phenomena leading to emergency situations;

development of recommendations about increase in efficiency of actions for the prevention and liquidation of emergency situations, and also to reduction of their effects;

participation in planning and implementation of target and scientific and technical programs for advance detection of risk factors and threats of emergence of emergency situations, and also on increase in stability of functioning of objects of economy in case of their origin;

actions for equipment of divisions of the Single system modern technical means, and also to preparation and advanced training of their specialists.

20. When functioning the Single system on high alert are carried out:

the doubled watch (if necessary) of condition of sources of emergency situations;

collection, interchange, processing and analysis of monitoring information, modeling of development of possible emergency situations;

operational and current forecasting of emergency situations;

predesign of forces and means necessary for prevention and localization of effects of possible emergency situations;

development of offers on the prevention of possible emergency situations and to reduction of their effects.

21. When functioning the Single system in emergency mode are carried out:

promotion of special groups of divisions of the Single system in zone of emergency situation;

delimitation of zone of emergency situation;

continuous observation and operational forecasting of development of emergency situation;

development of the offers and actions directed to localization and reduction of effects of emergency situation.

Chapter 5. Technical bases of the Single system

22. The technical basis of the constituting monitoring, information and analytical activities of the Single system is represented by land and aviation means of bodies of the public and economic board, other organizations according to spheres of their responsibility.
