According to requirements of the Law of Ukraine "About financial services and state regulation of the markets of financial services" and the Regulations on State commission on regulation of the markets of financial services of Ukraine approved by the Presidential decree of Ukraine of April 4, 2003 No. 292, and also for the purpose of enhancement of state regulation of activities for provision of financial services by finance companies and legal entities - subjects of housekeeping who on the legal status are not financial institutions State commission on regulation of the markets of financial services of Ukraine, POSTANOVILA:

1. Approve the Procedure for provision of the reporting by finance companies, financial institutions - legal entities of the public law, confidential societies, and also legal entities - subjects of housekeeping who on the legal status are not financial institutions, but have Gosfinuslug determined by the laws and regulatory legal acts or Natskomfinuslug opportunity to provide services in financial leasing (is applied).

2. To legal management (Tkachenko D. V.) together with Department of supervision of finance companies (Otchenash K. G.) provide provision of this order in the Ministry of Justice of Ukraine for its state registration.

3. And public relations (Nagornyak M. V.) to provide to department of interaction with mass media publication of this order in mass media after its state registration.

4. Control of execution of this order to assign to the member of the commission - the director of the department of supervision of finance companies Otchenash K. G.

This Procedure is developed according to the Laws of Ukraine "About financial services and state regulation of the markets of financial services" and "About financial accounting and the financial reporting in Ukraine", Regulations on the National commission performing state regulation in the sphere of the markets of financial services, No. approved by the Presidential decree of Ukraine of November 23, 2011 1070, the Regulations on the State register of financial institutions approved by the order of State commission on regulation of the markets of financial services of Ukraine of 28.08.2003 No. 41, registered in the Ministry of Justice of Ukraine 11.09.2003 for No. 797/8118, and other regulatory legal acts regulating the relations which arise in the sphere of provision of financial services.

1. General provisions

1.1. This Procedure determines rules of creation and provision of the reporting by finance companies, information on which is entered in the State register of financial institutions (further - finance companies), confidential societies and legal entities, - subjects of housekeeping who on the legal status are not financial institutions, but have determined by the laws and regulatory legal acts of State commission by regulation of the markets of financial services of Ukraine or the National commission performing state regulation in the sphere of the markets of financial services opportunity to provide services in financial leasing (further - lessors) in Natskomfinuslug establishes general requirements to filling of forms of reporting data and terms of their provision.

1.2. In this Procedure terms are used in such value:

the magazine of acceptance of the reporting - the online magazine, part of software and hardware complex of acceptance of the reporting in which information concerning assignment of registration number on which receipt of the reporting, dates of their acceptance in information data array, and information concerning their final acceptance after check is registered is fixed. Data in the magazine are protected from introduction of unauthorized changes;

the accepted reporting - the reporting in electronic and paper forms submitted to Natskomfinuslug in the terms and in amount established by this Procedure on condition of compliance of paper form of the reporting under structure of information to electronic form and entering of electronic form of the reporting into the magazine of adoption of the reporting about what the mark by the employee Natskomfinuslug on the title page of the reporting is made;

date of accomplishment of agreement obligations - signature date of the document confirming accomplishment by the parties of the obligations provided by the agreement;

the annual financial reporting - the financial reporting constituted in the forms established by the legislation of Ukraine on financial accounting and the financial reporting and in the amount determined by part two of article 11 of the Law of Ukraine "About financial accounting and the financial reporting in Ukraine";

the finance company - the administrator - finance company which provides financial service in administration of financial assets for purchase of goods in groups and obtained in accordance with the established procedure license for activities on administration of financial assets for purchase of goods in groups;

the finance company - the manager - finance company which on its own behalf acts for the benefit of fitters of property management and exercises control of the raised funds according to the legislation, Rules of fund and obtained in accordance with the established procedure license for activities on attraction of financial resources of fitters for financing of construction objects and/or implementation of real estate transactions.

Other terms in this Procedure are used in the values determined by the legislation of Ukraine.

2. Types of the reporting and terms of its provision by finance companies, confidential societies and lessors

2.1. Finance companies - managers and finance companies - administrators give to Gosfinuslug such types of the reporting for:

a) month;

b) quarter;

c) year.

2.2. Finance companies and confidential societies give to Natskomfinuslug such types of the reporting for:

a) quarter;

b) year.

2.3. Lessors submit the quarter reporting to Natskomfinuslug.

2.4. The reporting constituted according to this Procedure (except the reporting of lessors), moves in Natskomfinuslug in the following terms:

a) in month - to the 15th inclusive following for reporting;

b) quarter and annual - in the terms determined by Item 5 of the Procedure for the accounts presentation approved by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2000 No. 419;

c) it is excluded according to the Order of the National commission performing state regulation in the sphere of the markets of financial services of Ukraine of 30.01.2014 No. 277

2.5. Lessors submit the quarter reporting to Natskomfinuslug to the 20th inclusive following reporting quarter.

3. Structure of the reporting of finance company

1. The reporting of finance company - the manager moves the last day of month under report and contains:

1) title page (appendix 1);

2) information on activities of the managing director (appendix 2, 3);

3) electronic files which structure, the format and the description of fields are established by Natskomfinuslug.

2. Information on activities of the managing director is created based on data following the results of the turnover balance sheet.

3. Managing directors who did not create the relevant funds represent the reporting provided by subitems 1 and 3 of Item 1 of this Section to Natskomfinuslug.

4. Finance companies - managers provide information provided by the subitem 2 of Item 1 of this Section on each created fund separately.

5. The reporting of finance company - the administrator moves the last day of month under report and contains:

1) title page (appendix 15);

2) information on activities of finance company - the administrator (appendix 16);

3) electronic files which structure, the format and the description of fields are established by Natskomfinuslug.

6. Information on activities of finance company - the administrator is created based on data following the results of the turnover balance sheet.

7. Finance companies - administrators who did not create groups represent the reporting provided by subitems 1 and 3 of Item 5 of this Section to Natskomfinuslug.

8. Finance companies - administrators provide information provided by the subitem 2 of Item 5 of this Section concerning all created groups.

9. The reporting in quarter moves the last day of reporting quarter and contains:

1) for finance company - the manager:

title page (appendix 4);

the certificate of amount and the number of the signed and executed agreements on provision of financial services (appendix 5);

aggregated data concerning the property transferred by founders to the control in the form of the No. 1 Balance (The report on financial condition), the provided appendix 1 to the National provision (standard) of the financial accounting 1 "General requirements to the financial reporting" approved by the order of the Ministry of Finance of Ukraine of February 7, 2013 No. 73, registered in the Ministry of Justice of Ukraine on February 28, 2013 for No. 336/22868;

interim financial statements according to requirements of the Law of Ukraine "About financial accounting and the financial reporting in Ukraine" without the property transferred by founders to the control;
