About formation of the Center of researches of problems of privatization, development of the competition and corporate management under the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition

For the purpose of strengthening of role of economic science in creation of strong scientific and methodological and methodical base of further assistance of the state to effective development of the privatized companies, implementation of the antimonopoly policy and forming of competitive environment, enhancement of management system state-owned property, the Cabinet of Ministers decides functioning of the security markets and the real estate, and also the solution of other tasks of the present stage of reforming of national economy:

1. Form based on the Center of researches of problems of privatization, development of corporate management and the security market and the Center for enhancement of the antimonopoly policy by their merge the Center of researches of problems of privatization, development of the competition and corporate management under the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition (further - the Center).

2. Determine the main objectives of the Center:

forming of scientific and methodical base of ensuring development of the privatized companies for the purpose of creation of new workplaces, increases in efficiency of activities, upgrade of production and establishing release of competitive products;

studying of modern experience of development and implementation of "road maps" of development of the privatized companies and preparation of recommendations about its implementation in the republic;

preparation of offers on the main directions and mechanisms of increase in effectiveness of assistance of the state to the privatized companies on the basis of systems analysis of activities of the privatized companies;

rendering assistance to the Republican center of training in bases of business activity in preparation of educational and methodical materials for training of the entrepreneurs realizing investment projects based on the privatized objects;

development of recommendations about increase in efficiency of functioning of systems of anti-monopoly regulation, protection of the rights and legitimate interests of consumers on the basis of the deep analysis of processes of demonopolization and forming of healthy competitive environment in economy;

enhancement of methodological bases and mechanisms of implementation of financial improvement of economically insolvent companies and insolvency proceedings;

development of scientific bases and methodical recommendations about further development of institutes and controling mechanisms by state-owned property, to implementation of modern international standards and corporate management methods in economic societies;

analysis of condition and identification of tendencies of market development of securities and real estate, their infrastructure, preparation of scientific recommendations about enhancement of institutes and mechanisms of their functioning;

preparation of drafts of regulatory legal acts, analytical and methodical documents, the publication of scientific works, carrying out "round tables" and seminars on activities of the Center.

3. Determine that the Center is legal entity in the form of public institution, has seal and forms with the image of the State Emblem of the Republic of Uzbekistan and the name in state language, separate balance, bank accounts and treasurer personal accounts in Treasury of the Ministry of Finance of the Republic of Uzbekistan.

4. Approve structure of the Center of researches of problems of privatization, development of the competition and corporate management under the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition to the total extreme number of personnel in number of 39 units according to appendix No. 1.

Grant the right to the director of the Center in coordination with the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition to bring in need of change in structure of the Center within the approved total extreme number of personnel.

5. Determine that:

the director of the Center is appointed and dismissed by the chairman of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition;

the work payment terms established for the corresponding positions of research establishments of Academy of Sciences of the Republic of Uzbekistan extend to employees of the Center;

The center is legal successor by the rights and obligations of the Center of researches of problems of privatization, development of corporate management and the security market and Center for enhancement of the antimonopoly policy.

6. Grant to the Center the right:

request and receive on free basis from the ministries and departments the available statistical, analytical and other information necessary for the solution of tasks of the Center;

involve in researches on contractual basis of specialists of state bodies and other organizations, employees of scientific research organizations, teachers of the highest educational institutions, foreign specialists;

sign contracts on carrying out joint surveys with scientific research and highest educational institutions, including international and foreign;

represent to bodies of the public and economic board information and analytical reports and notes for the purpose of increase in degree of knowledge of the conducted scientific research, their use by preparation of drafts of regulatory legal acts;

perform publishing activities on profile of activities of the Center.

7. Determine sources of financing of activities of the Center:

the grants on implementation of the state scientific and technical programs allocated by results of the competitions held by the Agency on science and technologies of the Republic of Uzbekistan;

the funds allocated by the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition on a grant basis at the expense of off-budget fund of the State committee of the Republic of Uzbekistan on assistance to the privatized companies and development of the competition for strengthening of material and technical resources of the Center and also on the basis of agreements for preparation of drafts of regulatory legal acts, analytical notes and accomplishment of other works on profile of activities of the Center;

the means received for performance of works on profile of activities of the Center on the basis of the agreements signed with the ministries, departments and other organizations including foreign;

grants of the international financial institutions and donor organizations;

other sources which are not forbidden by the legislation.
