Article 1. The main characteristics of the budget of Social Insurance Fund of the Russian Federation for 2018 and for planning period of 2019 and 2020

1. Approve the main characteristics of the budget of Social Insurance Fund of the Russian Federation (further - Fund) for 2018:

1) the predicted total amount of budget receipts of Fund in the amount 708 905 255, 7 thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 544 583 625, 3 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 116 180 888, 1 thousand rubles, including at the expense of the interbudget transfers received from the federal budget in the amount 46 334 584, of 3 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund in the amount 18 276 158, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund in the amount 736 603 500, 1 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 589 037 446, 4 thousand rubles and on compulsory social insurance from labor accidents and occupational diseases in the amount 99 425 311, 4 thousand rubles;

3) amount of budget deficit of Fund in the amount 27 698 244, 4 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood in the amount 44 453 821, 1 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases in the amount 16 755 576, 7 thousand rubles.

2. Approve the main characteristics of the budget of Fund for planning period of 2019 and 2020:

1) the predicted total amount of budget receipts of Fund for 2019 in the amount 739 665 415, 0 thousand rubles and for 2020 in the amount 774 262 272, thousand rubles, from them the income on compulsory social insurance on case of temporary disability and in connection with motherhood for 2019 in the amount 571 567 220, 7 thousand rubles and for 2020 in the amount 600 787 839, 3 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2019 in the amount 120 555 750, 0 thousand rubles and for 2020 in the amount 126 113 458, 5 thousand rubles, including at the expense of the interbudget transfers received from the federal budget for 2019 in the amount 32 365 710, of 3 thousand rubles and for 2020 in the amount 32 686 440, of 6 thousand rubles and from the budget of Federal Compulsory Health Insurance Fund for 2019 in the amount 17 496 734, of 0 thousand rubles and for 2020 in the amount 17 114 534, of 0 thousand rubles;

2) the total amount of expenses of the budget of Fund for 2019 in the amount 775 393 314, 2 thousand rubles and for 2020 in the amount 811 017 075, 6 thousand rubles, from them expenses on compulsory social insurance on case of temporary disability and in connection with motherhood for 2019 in the amount 623 896 375, 6 thousand rubles and for 2020 in the amount 654 611 951, 7 thousand rubles, on compulsory social insurance from labor accidents and occupational diseases for 2019 in the amount 103 954 494, 3 thousand rubles and for 2020 in the amount 109 044 149, 3 thousand rubles;

3) amount of budget deficit of Fund for 2019 in the amount 35 727 899, 2 thousand rubles and for 2020 in the amount 36 754 803, 2 thousand rubles, including amount of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood for 2019 in the amount 52 329 154, 9 thousand rubles and for 2020 in the amount 53 824 112, 4 thousand rubles and amount of budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases for 2019 in the amount 16 601 255, 7 thousand rubles and for 2020 in the amount 17 069 309, 2 thousand rubles.

Article 2. Chief managers of budget receipts of Fund and chief managers of sources of financing of budget deficit of Fund

1. Approve the list of chief managers of budget receipts of Fund according to appendix 1 to this Federal Law.

2. Approve the list of chief managers of sources of financing of budget deficit of Fund according to appendix 2 to this Federal Law.

3. Determine that in case of change in 2018 of structure and (or) functions of chief managers of budget receipts of Fund or chief managers of sources of financing of budget deficit of Fund, and also change of the principles of appointment and assignment, structure of codes of classification of the income of budgets of the Russian Federation and classification of sources of financing of deficits of budgets corresponding changes are reflected in the performance report of the budget of Fund for 2018 based on regulatory legal act of the Ministry of Finance of the Russian Federation.

Article 3. Sources of internal financing of budget deficit of Fund

1. Approve sources of internal financing of budget deficit of Fund for 2018 and for planning period of 2019 and 2020 according to appendix 3 to this Federal Law.

2. Determine that sources of internal financing of budget deficit of Fund regarding compulsory social insurance on case of temporary disability and in connection with motherhood are:

1) in 2018 - the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2018;

2) in 2019 - the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2019;

3) in 2020 - the balance on compulsory social insurance from labor accidents and occupational diseases formed as of January 1, 2020 and the budget surplus of Fund regarding compulsory social insurance from labor accidents and occupational diseases formed during 2020.

Article 4. Budgetary appropriations of the budget of Fund for 2018 and for planning period of 2019 and 2020

1. Approve distribution of budgetary appropriations of the budget of Fund for Sections, subsections, target Articles and groups of expense types of classification of budgets expenses:

1) for 2018 according to appendix 4 to this Federal Law;

2) for planning period of 2019 and 2020 according to appendix 5 to this Federal Law.

2. Approve the total amount of the budgetary appropriations directed to execution of public normative obligations, for 2018 in the amount 643 064 902, of 9 thousand rubles for 2019 in the amount 681 891 854, 1 thousand rubles and for 2020 in the amount 716 455 275, 7 thousand rubles.

Article 5. Features of use of budgetary appropriations of the budget of Fund in the sphere of social policy

Determine that the Fund in 2018 performs:

1) allowance payments on compulsory social insurance on case of temporary disability and in connection with motherhood in sizes over the sizes established by the legislation of the Russian Federation on compulsory social insurance on case of temporary disability and in connection with motherhood to citizens according to the Law of the Russian Federation of May 15, 1991 No. 1244-1 "About social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP", to the citizens who were affected by radiation owing to accident in 1957 at Mayak production association and dumpings of radioactive waste into the Techa River on whom operation of the Law of the Russian Federation of May 15, 1991 No. 1244-1 "On social protection of the citizens who were affected by radiation owing to catastrophic crash on the Chernobyl NPP" expatiates and to citizens according to the Federal Law of January 10, 2002 No. 2-FZ "About social guarantees to the citizens who underwent to radiative effects owing to nuclear testing at Semipalatinsk Test Site" whose source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law;

2) expenses on provision to disabled people of technical means of rehabilitation and services, ensuring separate categories of citizens from among veterans artificial limbs (except dentures), prosthetic and orthopedic products, including expenses on implementation of the specified powers, except for the expenses in this direction performed by subjects of the Russian Federation under agreements between the federal executive body performing functions on development and realization of state policy and normative legal regulation in the sphere of social protection of the population and executive bodies of subjects of the Russian Federation about transfer by it of the specified powers which source of financial provision are the interbudget transfers from the federal budget, stipulated in Item 1 parts 1 of article 1 of this Federal Law. 4) payment to the medical organizations and other organizations performing medical activities, participating in program implementation of the state guarantees of free rendering to citizens of medical care and territorial programs of the state guarantees of free rendering to citizens of medical care, services in the medical care provided to women during pregnancy in the amount 3, of 0 thousand rubles and the medical care provided to women and newborns during childbirth and during the postnatal period in the amount 6, of 0 thousand rubles respectively for each woman for performing routine medical examinations of the child delivered within the first year of life aged up to three months on accounting in the specified organizations, in the amount 1, of 0 thousand rubles for the first six months and in the amount 1, of 0 thousand rubles for the second six months during which routine medical examinations, for each child were performed from the moment of its statement on accounting and also payment to the organizations of services in production and delivery in territorial authorities of Fund of forms of birth certificates which source of financial provision are the interbudget transfers from the budget of Federal Compulsory Health Insurance Fund, stipulated in Item 1 parts 1 of article 1 of this Federal Law.
