About approval of Regulations of Admission of qualification examinations, issues of car driver licenses and certificates of the tractor operator-driver

For the purpose of introduction of single procedure for issue of car driver licenses and certificates of the tractor operator-driver, according to articles 25 and 27 of the Law of the Kyrgyz Republic "About traffic in the Kyrgyz Republic", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- Regulations of Admission of qualification examinations and issue of car driver licenses according to appendix 1;

- Regulations of Admission of qualification examinations and certification of the tractor operator-driver according to appendix 2.

1-1. Determine that the persons who were trained till January 1, 2016 and did not be for examination on receipt of the car driver license till October 1, 2018 are subject to passing of repeated training with submission of the certificate on training.

2. Bring in the order of the Government of the Kyrgyz Republic "About approval of the Register of the allowing documents issued by executive bodies and their structural divisions" of February 25, 2004 to No. 103 the following change:

in the Register of the allowing documents issued by executive bodies and their structural divisions, approved by the above-stated resolution:

Regulations of Admission of qualification examinations and issue of car driver licenses

1. General provisions

1. These rules establish procedure for carrying out and acceptance of qualification examinations on the right of control of vehicles of the corresponding categories, stipulated by the legislation the Kyrgyz Republic in the field of traffic, and also determine structure of the technical means of control intended for holding examinations, the requirement to the specified technical means and condition of their application, establish procedure for issue of national and international car driver licenses, and exchange of foreign national and international car driver licenses for national car driver licenses of the Kyrgyz Republic.

2. In the territory of the Kyrgyz Republic the national and international car driver licenses conforming to requirements come in the procedure established by the law into force of international treaties which participant is the Kyrgyz Republic are issued.

3. Acceptance of qualification examinations, issue of national and international car driver licenses, and also their replacement and exchange of foreign car driver licenses are performed by authorized state body in the field of registration of vehicles and driver's structure of the Kyrgyz Republic (further - authorized body).
