1. Approve the enclosed Federal regulations and rules of industrial safety of "The safety rule of hazardous production facilities of underground gas storages".

2. Declare invalid the order of Federal Service for Environmental, Technological and Nuclear Supervision of November 22, 2013 No. 561 "About approval of Federal regulations and rules of industrial safety of "The safety rule of underground gas storages" (registration No. 30994) is registered by the Ministry of Justice of the Russian Federation on December 31, 2013.

3. This order becomes effective after three months from the moment of its official publication.

2. These rules establish the requirements aimed at providing industrial safety, the prevention of accidents on hazardous production facilities of underground gas storages (further - OPO UGS) on which turn out, used, stored, are transported dangerous substances, including capable to form explosive mixes.

3. Rules are intended for application in case of:

to development of the engineering procedures connected with designing, construction, reconstruction of OPO UGS;

operation, modernization, capital repairs, preservation and liquidation of OPO UGS;

expertize of industrial safety of documentation on modernization, preservation, liquidation of OPO UGS;

expertize of industrial safety of technical devices, buildings and constructions, declarations of industrial safety of OPO UGS.

4. UGS according to project decisions includes wells of different function (operational, special), land technology complex (compressor station, installations of cleaning, osushka, heating and chilling of gas, node of measurement of consumption of gas, installation of preparation of gas for transport, pipelines) and are classified to destination:

basic, intended for cyclic operation in the basic technology mode and providing seasonal (several months) gas consumption non-uniformities;

peak, intended for cyclic operation in the peak technology mode and providing short-term (several days) gas consumption non-uniformities;

multicycling, intended for operation in the multicycling technology mode;

the strategic, created according to the decision Governments of the Russian Federation for formation of strategic inventory of the gas used in exceptional cases according to the decision of the Government of the Russian Federation;

basic, having regional value and influencing gas-transport system and the gas organizations;

district, having district value and influencing customer groups and sites of gas-transport system (on the gas organizations in case of their availability);

the local, having local value and the area of influence limited to certain consumers.

Depending on availability of corrosion and active and abrasive components in products and stability of UGS layers collectors are subdivided into three groups:

The I group - UGS created based on depleted gas, gas-condensate and oil fields in water-bearing layers and developments of rock salt which products do not contain corrosion and active and abrasive components;

The II group - UGS created based on depleted gas, gas-condensate and oil fields and in water-bearing layers which products do not contain corrosion and active components layer collector is provided by the breeds inclined to destruction in case of operation (in the course of carrying out gasdynamic researches in case of the most admissible depressions in bottomhole zone the carrying out of breeds is fixed);

III group - UGS created based on depleted gas, gas-condensate and oil fields and in water-bearing layers which products contain corrosion and active components, content of hydrogen sulfide of 6% (volume) above.
