About approval of the Regulations on procedure for selection, the organization and passing of military training of citizens according to the program of reserve officers

For the purpose of increase in efficiency of training of reserve officers for Armed Forces of the Kyrgyz Republic and implementation of article 10 of the Law of the Kyrgyz Republic "About general conscription of citizens of the Kyrgyz Republic, about military and alternative services", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on procedure for selection, the organization and passing of military training of citizens according to the program of reserve officers according to appendix.

2. To the state committee on cases of defense of the Kyrgyz Republic and the Ministry of Education and Science of the Kyrgyz Republic to bring the decisions into accord with this resolution.

Regulations on procedure for selection, the organization and passing of military training of citizens according to the program of reserve officers

I. General provisions

1. The military department of higher educational institution is created for the purpose of training of reserve officers from among students for Armed Forces of the Kyrgyz Republic.

The military department is structural division of higher educational institution.

2. Teaching and educational work with students is carried out by military department according to training programs and all-army regulations and is directed to firm assimilation by students of the theoretical provisions provided by programs, development of steady practical skills in use of arms and operation of military equipment, management of divisions according to the received military specialty.

3. The military department in the activities is guided by the legislation of the Kyrgyz Republic, army regulations, orders and directives of the authorized state body knowing questions of defense, and this Provision.

4. Procedure for passing of military service faces of officers, ensigns and the military personnel of contractual service of military department and disciplinary practice are determined by all-army regulations, the Provision about passings of military service by ensigns and military personnel of contractual service of Armed Forces of the Kyrgyz Republic.

II. Procedure for candidate screen for passing of training sessions

5. Candidate screen for passing of training sessions is made by jointly screening committee created by the order of the rector of the Kyrgyz state medical academy of I. K. Akhunbayev based on which military preparation is carried out.

Candidate screen includes the following:

- availability at students of nationality of the Kyrgyz Republic;

- absence at students of debts on training objects.

Representatives of the faculty of military department are part of the screening committee.

Military-medical preparation is carried out both with male students, and with female students. The male students who passed training sessions and passed final examinations in military preparation are certified on assignment of military rank of officers for inventory.

Female students are certified on assignment of military rank of officers for inventory after passing of rate of military-medical preparation in educational institution and examinations for rate of military-medical preparation.

III. Procedure for the organization and carrying out military preparation

6. Management of military preparation in higher education institutions is performed of the authorized state body knowing questions of defense together with authorized state body in the field of science and education.

7. Military training of students of full-time (internal) department of the Kyrgyz state medical academy of I. K. Akhunbayev according to the program of reserve officers (further - military preparation) will be organized for the purpose of training of reserve officers for Armed Forces of the Kyrgyz Republic.

Military preparation is carried out in the Kyrgyz state medical academy of I. K. Akhunbayev according to requirements of this provision.

8. Financing of maintenance costs of military department of the Kyrgyz state medical academy of I. K. Akhunbayev is performed at the expense of budgetary and special funds of higher education institution.

The procedure and frequency of updating of educational material and technical resources, servicing of the equipment and training grounds, and also completions of the spent resources are determined by the relevant contracts between the authorized state body knowing questions of defense, and the Kyrgyz state medical academy of I. K. Akhunbayev.
