According to article 19 of the Law of the Kyrgyz Republic "About public health care", articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve:

- Rules on sanitary protection of the territory of the Kyrgyz Republic according to appendix 1;

- Comprehensive plan of anti-epidemic actions for sanitary protection of the territory of the Kyrgyz Republic from delivery/drift and spread of the quarantine and especially dangerous infectious diseases constituting danger to public health care and health of the population for 2018-2022 according to appendix 2.

2. To the ministries, the state committees, administrative departments of the Kyrgyz Republic and other organizations involved in realization of the Comprehensive plan to take exhaustive measures for ensuring its realization.

3. To impose control of execution of this resolution on department of social development of Government office of the Kyrgyz Republic.

4. This resolution becomes effective after seven days from the date of official publication.

Rules on sanitary protection of the territory of the Kyrgyz Republic

1. Introduction

1. Rules on sanitary protection of the territory of the Kyrgyz Republic (further - Rules) establish the main requirements to organizational, sanitary and anti-epidemic actions for sanitary protection of the territory of the Kyrgyz Republic from delivery/drift and spread of the quarantine and other infectious diseases constituting danger to public health care and health of the population.

These rules are developed in compliance with the laws of the Kyrgyz Republic "About protection of public health of the Kyrgyz Republic", "About public health care of the Kyrgyz Republic", "About Frontier of the Kyrgyz Republic", "About consumer protection", the international treaties which came in the procedure established by the law into force which participant is the Kyrgyz Republic, and also requirements of the International medical and sanitary rules (further - MMSP of 2005).

4. These rules extend to the quarantine and other infectious diseases (further - diseases) determined in the Agreement on cooperation in the field of sanitary protection of the territories of the State Parties of the Commonwealth of Independent States of May 31, 2001.

5. Sanitary protection of the territory of the Kyrgyz Republic represents system of the nation-wide actions directed to prevention of delivery/drift of diseases on the territory of the Kyrgyz Republic, their distribution, localization and liquidation.

In case of origin or delivery/drift of the diseases which are not provided by these rules, all actions for prevention of their distribution in the territory of the Kyrgyz Republic concerning citizens of the Kyrgyz Republic, foreign citizens, stateless persons, vehicles irrespective of their accessory are carried out according to the legislation of the Kyrgyz Republic in health sector.

6. Sanitary protection of the territory of the Kyrgyz Republic includes the organizational, sanitary and hygienic, treatment-and-prophylactic and anti-epidemic actions performed on all types of vehicles of the international message at check points through Frontier of the Kyrgyz Republic and in all territory of the Kyrgyz Republic.
