About measures for radical enhancement of operating procedure with personnel of law-enforcement bodies and the organizations of their service
According to the Presidential decree of the Republic of Uzbekistan of April 10, 2017 No. UP-5005 "About Measures for Radical Increase in Efficiency of Activities of Law-enforcement Bodies, Strengthening of Their Responsibility for Ensuring Public Order, Reliable Protection of the Rights, Freedoms and Legitimate Interests of Citizens", and also for the purpose of radical enhancement of the organization of service in law-enforcement bodies (further - service):
1. Recognize unsatisfactory activities of the Ministry of Internal Affairs of the Republic of Uzbekistan in the sphere of matching and placement of personnel, forming of their reserve, and also the organization of service by the staff of law-enforcement bodies (further - employees).
2. Consider the most important task of the Ministry of Internal Affairs of the Republic of Uzbekistan and its divisions realization of the following priority directions on enhancement of the organization of service:
the first - creation of the effective management system and interaction between the available forces and means of law-enforcement bodies in the conditions of the performed reforms providing their efficiency in early prevention of offenses, timely accounting and response to messages on crimes;
the second - establishment of the personal responsibility of heads of all levels of the law-enforcement bodies for personnel recruitment having personal, business and professional qualities, their target arrangement and systematic education in the spirit of unconditional accomplishment of the principal office debt - "Serve interests of the people";
third - implementation of the efficient mechanism of replacement of vacant positions and forming of multi-level reserve of personnel, first of all, the perspective managerial structure which is example with the professional qualities, moral shape, behavior and level of culture;
the fourth - establishment of qualitatively new procedure for the organization of activities for strengthening of coordination, analytical and methodical work in the sphere of implementation of strict control of service and ensuring educational process;
the fifth - implementation of the effective system of mentorship providing succession of work experience, effectiveness of adaptation of young employees to service, acceleration of process of professional formation and development of capability in them independently to carry out the assigned operational and office tasks;
the sixth - forming of stable professional personnel structure of law-enforcement bodies, decrease in staff turnover, stimulation of long service of employees, and also optimum arrangement of staff on positions taking into account their professional qualification, personal qualities and capabilities;
the seventh - ensuring high office discipline in law-enforcement bodies by timely and objective taking measures to encouragement of employees, honesty and initiatively performing objectives, and also to imposing of authority punishments concerning irresponsible, up to dismissal;
the eighth - cardinal review of the mechanism of providing in law-enforcement bodies of performing discipline, including with broad implementation of the modern information and communication technologies allowing to bring timely management decisions to each direct contractor and to provide system continuous control.
3. For ensuring the coordinated and complex realization of the priority directions on enhancement of the organization of service to assign on:
The Ministry of Internal Affairs of the Republic of Uzbekistan - address coordination and establishment of system control of unconditional and timely execution by all subordinate divisions of requirements of the performed reforms in the sphere of increase in efficiency of activities of law-enforcement bodies, development of conceptual management decisions with indication of specific mechanisms of realization of the assigned tasks;
The Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Departments of Internal Affairs of the city of Tashkent and Tashkent region and the Department of Internal Affairs of areas - determination of specific contractors and actions for implementation of requirements of the performed reforms in the sphere of increase in efficiency of activities of law-enforcement bodies and conceptual management decisions with development of instructive "road maps" on the organizations of their work, implementation of all complex of practical measures of ensuring close interaction between industry services and efficient coordination of the available forces and means on places;
district (city) managements (departments), educational and other institutions of law-enforcement bodies - purposeful distribution and use of all available forces and funds for high-quality implementation of actions for execution of management decisions according to the specified methods on realization of the assigned tasks, ensuring unconditional accomplishment by each employee of the service duties.
4. Enter procedure according to which deputy ministers of internal affairs, chiefs of head departments of the Ministry of Internal Affairs of the Republic of Uzbekistan:
a) quarterly with departure on places hear at enlarged meetings personal reports of heads of industry services of the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Departments of Internal Affairs of the city of Tashkent and Tashkent region and the Departments of Internal Affairs of areas, and also heads of district (city) managements (departments) of internal affairs on the course of realization of the made management decisions with indication of the specific achieved results;

5. Determine that:
the contract on their obligatory continuous service in law-enforcement bodies, and also other state bodies in case of the direction them on distribution, within five years after the end of training is in accordance with the established procedure signed with the citizens who arrived in the highest educational institutions of the Ministry of Internal Affairs of the Republic of Uzbekistan;
positions of administrative board of industry services of the Ministry of Internal Affairs of the Republic of Uzbekistan, the Ministry of Internal Affairs of the Republic of Karakalpakstan, Main Departments of Internal Affairs of the city of Tashkent and the Tashkent region and the Departments of Internal Affairs of areas, district (city) managements (departments) of internal affairs are completed mainly with the employees who graduated faculty (high courses) of preparation of the managerial personnel of the highest educational institutions of the Ministry of Internal Affairs of the Republic of Uzbekistan;
rotation of administrative board of law-enforcement bodies is performed to equivalent position, as a rule, after the three-year period of stay on post;
the age limit of stay on service makes for employees of ordinary and sergeant structures, and also women (regardless of the available special rank) - fifty years, officers - fifty five years, general structure - sixty years;
the period of service of the service life granting the right to pension constitutes twenty years in calendar calculation which period of preferential calculation is considered only when charging to employees of the sizes of pension;
children of employees are accepted in the state preschool educational organizations for the residence or service out of turn.
6. Establish procedure according to which:
mentors in law-enforcement bodies are selected from among the most experienced employees who served as at least five years having high professional qualities, positive indicators on a service and skills of educational work;
no more than one employee of officers, to three employees of sergeant structure, to five - ordinary structure are assigned to mentors, as a rule;
the monthly allowance in the amount of 20 percent from official pay rate is paid to mentors to whom the employees for the first time employed, or graduates of full-time courses of the highest educational institutions of the Ministry of Internal Affairs of the Republic of Uzbekistan, including faculty of professional training are assigned;
in case of the irresponsible relation of mentors to training and education of the employees assigned to them, and also violation by employees of office discipline during formation to positions, mentors are brought to disciplinary responsibility depending on degree of their fault, up to release from post.
7. Form in system of law-enforcement bodies the disciplinary councils functioning on a voluntary basis for the purpose of providing the rights and legitimate interests of employees, maintenance of high office discipline among collective, having determined their main activities:
work incentives of the employees who are honesty carrying out the assigned service duties and having positive results of work by consideration of questions and pronouncement of petitions for application of encouragement measures concerning them and provision of the proper privileges in the sphere of social security operating in law-enforcement bodies;
permission of the conflict situations arising in collective, rendering public impact to the employees who made offenses, irresponsibly belonging to office debt, with pronouncement of the objective decision on imposing at them the established measures of authority punishment.
8. Enter since January 1, 2018 procedure according to which:
a) the measure of authority punishment in the form of penalty in the amount of no more than 50 percent from their official pay rate can be applied to the staff of the law-enforcement bodies which roughly broke office discipline, irresponsibly relating to office debt or having low performance in work;
b) following the results of quarterly work as corrective action one-time cash deduction or remuneration at the rate to 50 percent from official pay rate in the relation is applied:
(senior) prevention inspectors - for condition of early prevention of offenses and crimes in the fixed territory, first of all, heavy and especially serious crimes, and also the organization of work with the population in the solution of pressing problems on places;
(senior) operational staff of the law-enforcement bodies performing operational search activities in the fixed territories - for condition of identification and solvability of heavy and especially serious crimes, search of persons absconding and vessels;
c) 10 percent of means of the Special off-budget fund of the Ministry of Internal Affairs of the Republic of Uzbekistan are annually taken away on social guarantees of the employees who achieved effective results on service and not having the operating authority punishments in type:
payments of lump-sum material allowances to the double size of monetary pay on holding wedding celebrations and other actions, and also to the fivefold size - on treatment of serious illness;
monetary reward or rewarding with valuable presents, ensuring visits of cultural and mass, entertaining and spectacular and other programs;
d) according to the petition of disciplinary councils permits to nurseries improving the camp and sanatorium organizations without collection of payment are annually provided to the employees who are honesty carrying out the assigned service duties and achieved positive results in work, and members of their families.
9. Approve the offer of the Ministry of Internal Affairs of the Republic of Uzbekistan on organization of departmental breastplates which award initiative and fair employees for high office discipline and faultless continuous service:
"Ichki ishlar organlarida benukson hizmatlar uchun" I, II and III degrees;
"Ichki ishlar organlarining of fakhriya hody".

17. Confer the personal responsibility on:
the Minister of Internal Affairs of the Republic of Uzbekistan - for high-quality and in full realization of the performed reforms of tasks and activities assigned to law-enforcement bodies according to requirements, effective coordination, interaction of services and establishment by central office of system control of unconditional and timely execution of the made management decisions;
heads of law-enforcement bodies of all levels and industries - for matching and target placement of personnel, the efficient prevention of intentional shelters of crimes from accounting, timeliness and objectivity of acceptance to employees of measures of encouragement and authority punishment, providing their social guarantees, and also strengthening of performing discipline in the division entrusted to them;
deputy managers of law-enforcement bodies on personnel - for forming of the reserve of personnel providing career development of the employees who are honesty carrying out service duties, their training and full use, the organization of effective educational work with staff and service control;
