In pursuance of the Presidential decree of the Republic of Uzbekistan of February 16, 2017, and also for the purpose of streamlining of payment of the expenses connected with conducting examination in the Highest certifying commission under the Cabinet of Ministers of the Republic of Uzbekistan and protection of theses on scientific councils on award of academic degrees, the Cabinet of Ministers DECIDES: No. UP-4958 "About Further Enhancement of System of Postgraduate Education"
1. Approve:
Regulations on payment procedure of the expenses connected with conducting examination of theses on competition of academic degrees in the Highest certifying commission under the Cabinet of Ministers of the Republic of Uzbekistan according to appendix No. 1;
The regulations on payment procedure of the expenses connected with protection of theses on scientific councils on award of academic degrees agree, to appendix No. 2.
2. Make changes and additions to some decisions of the Government of the Republic of Uzbekistan according to appendix No. 3.
3. Recognize invalid some decisions of the Government of the Republic of Uzbekistan according to appendix No. 4.
4. The highest certifying commission under the Cabinet of Ministers of the Republic of Uzbekistan and to other interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.
5. To impose control of execution of this resolution on the chairman of the Highest certifying commission under the Cabinet of Ministers of the Republic of Uzbekistan A. T. Yusupov and Information analysis department concerning education, science and youth policy of the Cabinet of Ministers of the Republic of Uzbekistan.

to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan of November 22, 2017 No. 937
1. This Provision determines payment procedure of the expenses connected with conducting examination of theses on competition of academic degrees in the Highest certifying commission under the Cabinet of Ministers of the Republic of Uzbekistan (further - VAK).
2. The procedure for forming and activities of advisory councils of VAK is determined by the legislation.
3. Compensation of chairmen, scientific secretaries of advisory councils and experts of VAK for conducting examination of theses on competition of academic degrees is performed by VAK within the budgetary appropriations which are annually allocated for its current maintenance on industry "Science".
4. Compensation of chairmen, scientific secretaries of advisory councils and experts of VAK for conducting examination of theses on competition of academic degrees is made according to the legislation based on the contracts with VAK signed by them in accordance with the established procedure.
5. Compensation to members of advisory councils of VAK for conducting examination of theses on competition of academic degrees is performed on the terms of hourly pay of work in the following procedure:
to the chairman and the scientific secretary of advisory council - for each held meeting of advisory council proceeding from actually spent time for its carrying out, but no more than 5 hours for each meeting;
to experts - at the rate of 8 hours for examination of the thesis for degree of the doctor of science (DSc) and 5 hours for examination of the thesis for degree of the doctor of philosophy (PhD).
6. The schedule of holding meetings of advisory councils of VAK affirms principal scientific VAK secretary.
7. Expertize of one thesis for scientific degree competition is carried out by one expert of advisory council appointed by the chairman of advisory council.
In case of disputed issues by results of examination of the thesis repeated examination of this thesis by other expert with payment of its work according to the procedure, provided by the paragraph third Item 5 of this provision can be appointed to scientific degree competition by the chairman of advisory council in coordination with the chairman of VAK.
8. The sizes of hourly pay of work of the chairman, scientific secretary of advisory council and experts of VAK for conducting examination of theses on competition of academic degrees are equated to the sizes of hourly pay of work provided for persons giving studies with students of educational institutions (rates) in advanced training of leading employees and specialists.
9. The time management of work of the chairman, scientific secretary of advisory councils and experts of VAK when holding meetings of advisory councils and examinations of theses on competition of academic degrees for the purpose of determination of amounts of payment of their work is performed by ranking officers of VAK.
10. Examination by advisory council of VAK of the dissertation works performed abroad on competition of academic degrees of foreign citizens is performed on paid basis.
The amount of payment for conducting examination of the dissertation works performed abroad on competition of academic degrees of foreign citizens VAK proceeding from actual costs is established.
The payment is brought in accordance with the established procedure by the foreign citizen on off-budget treasurer personal account of VAK.
Compensation of the chairman, scientific secretary of advisory council and experts of VAK for conducting examination of the dissertation works performed abroad on competition of academic degrees of foreign citizens is performed at the expense of the brought payment.
11. Payment of expenses for carrying out in VAK of electronic examination of theses on competition of academic degrees regarding determination of plagiarism and publication of subjects of theses in the Bulletin VAK magazine is made for the account:
extrabudgetary funds of the organizations and organizations where the job seeker performs labor activity or where dissertation work is performed, - in case of acceptance by scientific council on award of academic degrees of the thesis to protection during training of the job seeker at institute of postgraduate education;
