I. General provisions

1.1. 1.2. Rules establish requirements to the organization and procedure for safe conducting gas dangerous, hot and repair work (including earthwork) on hazardous production facilities on which turn out, used, processed, will be formed, stored, transported, the dangerous substances specified in Item 1 of appendix No. 1 to the Federal Law of July 21, 1997 to No. 116-FZ "About industrial safety of hazardous production facilities" for the purpose of prevention of gas contamination of air of the working area are destroyed by combustible gases and gases of toxic impact and formation of explosive mixes of the gases capable to lead to explosions, the fires and harmful effects on human body.

1.3. Requirements of Rules extend to conducting gas dangerous, hot and repair work, including when carrying out earthwork, on the hazardous production facilities which are carried out by personnel of the operating organizations, and also contract organizations in the presence of the service provision agreement signed between legal entities in accordance with the legislation of the Russian Federation.

1.4. Rules do not extend to carrying out construction and adjustment works in case of construction, reconstruction of capital construction projects on the allocated and protected platform in the territory of the hazardous production facilities of the operating production which are in operation, and also to conducting gas dangerous, hot and repair work on power generation facilities.

1.5. The mandatory requirement to specialists and personnel of the operating and contract organizations performing gas dangerous, hot and repair works is availability of the protocol on examination on safety issues within implementation of job responsibilities.

1.6. Persons not more young than 18 years which do not have medical contraindications to the specified work types, the works which were trained to acceptances and methods are allowed to gas dangerous, hot and repair work.

1.7. In the operating organizations documents (standards, instructions) specifying and concretizing requirements to conducting gas dangerous, hot and repair work on hazardous production facilities taking into account explosion-fire-hazardous indicators and physical and chemical properties of the dangerous substances addressing in engineering procedure shall be developed.

1.8. In case of accomplishment of gas dangerous, hot and repair work on hazardous production facilities contract organizations shall be guided by these rules and instructions of the operating organization. Terms of carrying out the specified works are coordinated by the head either his authorized deputy, or the head of branch (subsidiary) of the operating organization operating the organizations taking into account the features of use of the digital signature established by Items 2.2. 5, 3.2.12 and 4.2.16 these rules.

1.9. The gas dangerous works which are carried out on networks of gas distribution and gas consumption are carried out according to the procedure, established by requirements of Federal regulations and rules of industrial safety "Safety rule of networks of gas distribution and the gas consumption" approved by the order of Rostekhnadzor of November 15, 2013 No. 542 (registration No. 30929), taking into account requirements of these rules is registered by the Ministry of Justice of the Russian Federation on December 31, 2013.

1.10. When carrying out hot, gas dangerous work on objects of the main pipeline transport and field pipelines the work permit on carrying out gas dangerous works is issued on each place and work type to each crew which is carrying out such works and is valid during the term specified in it. The planned duration of work shall not exceed 10 days with the organization of the daily admission to works by briefing on procedure and conditions of work, including security measures. If work was unfinished, and conditions and nature of its carrying out did not change that is confirmed by analysis results of the air circle, the work permit can be extended for carrying out gas dangerous works by the head of the structural unit on whose object the specified works, or person replacing it for the term of no more than 15 days are carried out. 1.11. In these rules object is understood as production, the workshop, installation, technology system, the aggregate, the equipment, technology pipelines, communications, buildings and constructions.

II. Safety requirements to conducting gas dangerous works

2.1. General requirements

2.1.1. The works connected with internal survey, cleaning, repair, depressurization of processing equipment, communications, installation and removal of caps on the equipment and pipelines and also works in reservoirs (devices, dryer drums, furnaces technology, drying, reactors, reservoirs, tanks, and also collectors, tunnels, wells, priyamk, trenches (from 1 m in depth) and other similar places) belong to gas dangerous when which carrying out is available or the possibility of allocation to the working area of the explosion-fire-hazardous or harmful vapors, gases and other substances capable to cause explosion, fire is not excluded, to make harmful effects on human body, and also works in case of insufficient content of oxygen (the volume fraction is lower than 20%) in the working area.
