About measures for ensuring execution of the federal budget

The government of the Russian Federation decides:

1. Approve the enclosed Regulations on measures for ensuring execution of the federal budget.

2. Determine that the regulatory legal acts of the Government of the Russian Federation accepted before entry into force of this resolution regulating provision of subsidies from the federal budget to federal public budget and autonomous institutions according to the paragraph the second Item 1 of Article 78.1 of the Budget code of the Russian Federation, the regulatory legal acts of federal executive bodies regulating provision of subsidies from the federal budget to legal entities, individual entrepreneurs, and also physical persons - to producers of goods, works, services according to Item 1 of Article 78 of the Budget code of the Russian Federation, in case of need of their change are recognized invalid, except for the regulatory legal acts specified in the paragraph the second Item 37 of the Provision approved by this resolution, and the regulatory legal acts regulating provision of the specified subsidies from the federal budget affirm the bodies provided by Items 37 and 38 of the Provision approved by this resolution.

3. This resolution is subject to application in case of execution of the federal budget, starting with the federal budget for 2018 and for planning period of 2019 and 2020.

Regulations on measures for ensuring execution of the federal budget

I. General provisions

1. This Provision establishes measures for ensuring execution of the Federal Law on the federal budget the current financial year (the current financial year and planning period) (further - the Federal Law on the federal budget).

II. Requirements to terms and approval procedure, distributions, changes, finishing limits of the budget obligations and budgetary commitments

3. Provisions of paragraphs two and the third Item 2 this provision regarding terms of bringing to receivers of means of the federal budget of limits of the budget obligations do not extend to limits of the budget obligations:

subject to redistribution between the main managers of means of the federal budget on the bases provided by legislative and other regulatory legal acts of the Russian Federation;

subject to distribution between the receivers of means of the federal budget who are outside the Russian Federation;

provided on acceptance and execution of the international obligations of the Russian Federation;

provided on acceptance and obligation fulfillment, arising in connection with the procedural costs connected with the criminal proceeding, costs connected with consideration of civil case, administrative case and case on economic dispute, and also with fulfillment of requirements of the Constitutional Court of the Russian Federation;

not exceeding 10 percent of total amount of the limits of the budget obligations specified in paragraphs second and third Item 2 this provision reflected in the personal account of the main manager (manager) of budgetary funds opened for the main manager of means of the federal budget.

on execution of the signed public contracts on delivery of goods, performance of works, rendering the services which were subject in accordance with the terms of these public contracts to payment in reporting financial year (except for the public contracts signed in reporting financial year within the term determined by Item 14 of this provision based on which there are budgetary obligations), in the amount which is not exceeding remaining balance of the budgetary appropriations which are not used for the beginning of the current financial year on the specified purposes;

on execution of public contracts on delivery of goods, performance of works, rendering services, calculations for which in reporting financial year were perfromed using treasurer providing obligations, in the amount which is not exceeding remaining balance of the budgetary appropriations which are not used for the beginning of the current financial year on the specified purposes;
