About approval of the Instruction about procedure for the organization of delivery of health care to persons infected with human immunodeficiency virus

Based on subitem 8.2-1 of Item 8 and subitem 9.1 of Item 9 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Instruction about procedure for the organization of delivery of health care to persons infected with human immunodeficiency virus.

2. Declare invalid the resolution of the Ministry of Health of the Republic of Belarus of October 19, 2009 No. 109 "About approval of the Instruction about procedure for the organization of delivery of health care to persons infected with human immunodeficiency virus" (The national register of legal acts of the Republic of Belarus, 2009, No. 289, 8/21616).

3. This resolution becomes effective after its official publication.

The instruction about procedure for the organization of delivery of health care to persons infected with human immunodeficiency virus

Chapter 1 General provisions

1. This Instruction determines procedure for the organization of delivery of health care to persons infected with human immunodeficiency virus (further – HIV), in the state organizations of health care.

2. For the purposes of this Instruction the main terms and their determinations in the values established by the Law of the Republic of Belarus of June 18, 1993 "About health care" are used (Vyarkho¸naga Savet's Vedamastsi of Respubliki Belarus, 1993, No. 24, Art. 290; The National register of legal acts of the Republic of Belarus, 2008, No. 159, 2/1460), the Law of the Republic of Belarus of November 30, 2010 "About donorship of blood and its components" (The national register of legal acts of the Republic of Belarus, 2010, No. 291, 2/1749).

3. The organization of delivery of health care to persons infected with HIV is performed with respect for the principle of confidentiality and respect of human rights and freedoms.

Chapter 2 the Procedure for carrying out crisis consultation and epidemiological investigation in case of detection of HIV at the blood donor and its components

In case of receipt of positive result of research of test of blood on availability of anti-gene of HIV or antibodies to HIV at the blood donor and its components by method of immune blotting (further – the IB method) or polymerase chain reaction (further – PTsR) from laboratory epidemiologists of the centers of hygiene and epidemiology no later than 72 hours from the moment of receipt of result of research make crisis consultation and epidemiological investigation.

identification of persons which had injection and (or) sexual contact with HIV-positive person (further – contact persons), their physical examination and determination of terms of medical examination;

identification among the contact persons infected for the purpose of their treatment and restriction of activity as HIV sources;

training of patients from HIV and contact persons to sanitary and anti-epidemic actions for the purpose of elimination of factors of transfer of HIV and gap of ways of transfer of HIV;

receipt of additional data on epidemiology of HIV infection and features of epidemic process in this territory;

filling of the card of epidemiological investigation of case of HIV infection;
