About measures for regulation of turnover of civil and office weapon and cartridges to it in the territory of the Russian Federation

In pursuance of the Federal Law "About Weapon" (The Russian Federation Code, 1996, No. 51, the Art. 5681) the Government of the Russian Federation decides:

1. Approve enclosed:

Rules of turnover of civil and office weapon and cartridges to it in the territory of the Russian Federation;

Regulations on introduction and the edition of the State inventory of civil and office weapon and cartridges to it.

2. Assign on:

The Ministry of Internal Affairs of the Russian Federation, the Ministry of Economics of the Russian Federation and the Ministry of Industry and Trade of the Russian Federation - providing within the competence of control of turnover of civil and office weapon and cartridges to it in the territory of the Russian Federation;

The Ministry of Economics of the Russian Federation - implementation in coordination with the Ministry of Internal Affairs of the Russian Federation of issue, renewals and prolongation of effective period of licenses for production of civil and office weapon, the main parts of firearms and cartridges to it;

The Ministry of Internal Affairs of the Russian Federation, the Ministry of Economics of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation and the State Customs Committee of the Russian Federation - providing within the competence of check of the compliance to technical and criminalistic requirements of the civil and office weapon which is in circulation in the territory of the Russian Federation and imported into the Russian Federation;

The Ministry of Health of the Russian Federation - carrying out medicobiological and chemical analysis testing of civil weapon and cartridges to it;

The Ministry of Culture of the Russian Federation - the organization and conducting historical and cultural and art criticism examination of the collected, and also withdrawn and confiscated weapon, cartridges to it, copies (remarks) of weapon.

3. Rules of turnover of civil and office weapon and cartridges to it in the territory of the Russian Federation

I. General provisions

1. These rules according to the Federal Law "About Weapon" regulate turnover of civil and office weapon, the main parts of firearms (further hereinafter is referred to as - weapon) and cartridges (components of cartridges) to it, including production, trade, sale, transfer, acquisition, collecting, exhibiting, accounting, storage, carrying, transportation, transportation, use, withdrawal, destruction, import to the Russian Federation and export from the Russian Federation.

These rules do not extend to traffic in weapons, having cultural value, except as specified, directly provided by the specified Rules.

II. Production of weapon and cartridges

c) testing of weapon or cartridges for determination of their technical characteristics (properties), establishments of deadlines of service and safe use;

d) production of weapon or cartridges, including assembly of weapon and creation of the main parts of firearms or components of cartridges (sleeves, caps, gunpowder, bullets, fraction and case-shot), assembly and equipment of cartridges;

e) art finishing of weapon without entering of constructive changes into its main parts and with preserving technical and criminalistic characteristics of weapon. In case of art finishing of weapon precious metals, precious and semiprecious stones, and also the materials and technologies which are not necessary in case of production of specific model of weapon can be applied;

e) repair of weapon, including its reduction in the working condition by elimination of defects of details or their replacement, and also recovery of appearance and elements of art finishing of weapon.

Legal entities shall exercise control of production of weapon and cartridges, to ensure safety the connected with works, proper quality of products, its accounting and safety.
