1. Approve the enclosed Rules of the organization of carrying out laboratory researches (testing) when implementing veterinary control (supervision).

2. This Decision becomes effective after 6 months from the date of its official publication.

Rules of the organization of carrying out laboratory researches (testing) when implementing veterinary control (supervision)

I. General provisions

1. These rules are developed for the purpose of realization of Item 13 of the Protocol on use of sanitary, veterinary and sanitary and quarantine phytosanitary measures (appendix No. 12 to the Agreement on the Eurasian Economic Union of May 29, 2014).

2. These rules extend to activities of representatives in the field of veterinary science of bodies of state members of the Eurasian Economic Union (further respectively - authorized bodies of state members, state members, the Union), laboratories (centers), including reference laboratories (centers) in the field of veterinary science, and establish requirements to the organization and carrying out laboratory researches (testing) when implementing veterinary control (supervision) on customs border and customs area of the Union, and also determine the purposes and tasks of carrying out such researches (testing), rules of selection, storage and transportation of tests (samples), procedure for carrying out laboratory researches (testing), registrations of results of researches (testing) and interaction of laboratories (centers).

Laboratory researches (testing) when implementing veterinary control (supervision) are conducted in accredited laboratories (centers), including in reference laboratories (centers) in the field of veterinary science conforming to requirements of the state standard specification ISO/IEC 17025 interstate standard "General requirements to competence of test and calibrating laboratories" and the diseases of animals and (or) control of safety of the goods which are subject to veterinary control (supervision) conducting researches (testing) for the purpose of diagnosis.

For the purpose of quality assurance and reliability of the conducted laboratory researches (testing) authorized bodies of state members according to the legislation of the states can appoint reference laboratories (centers) in the field of veterinary science conforming to the requirements provided by the Section IV from among laboratories (centers) (1) these rules, and in the part which is not settled by the specified Section - the legislation of state members.

II. Determinations

3. For the purposes of these rules concepts which mean the following are used:

"causative agents of infectious diseases of animals" – viruses, bacteria, rickettsiae, chlamydias, mycoplasmas, prions, protozoa, mushrooms, helminths, pincers, insects who are capable to cause in case of contact with the infected animals, animal products, sterns and feed additives, other factors of transfer of causative agents of infectious diseases specific disease-producing processes in organism of animals and can be transferred to other animals and (or) the person;

"laboratory research (testing)" – complex of the transactions including carrying out testing, measurements, analyses, tests, the examinations performed in laboratories (centers) concerning the researched tests (samples);

"material biological (biomaterial)" – the tests taken from clinically healthy animals for the purpose of carrying out laboratory researches (testing);

"material pathological (patmateriat)" – samples which are taken at live or dead animals for the purpose of carrying out laboratory researches (testing) and contain or may contain infectious or parasitic activators;

"method of research (testing)" – method or set of methods of comparison of the determined characteristics with their basic value and (or) scale according to the principle of laboratory researches (testing);

"technique of research (testing)" – set of transactions and rules of carrying out laboratory researches (testing) according to the accepted method of research (testing);

"objects" – the parcels of land, buildings, structures, constructions, vehicles, places of warehousing (storage) where activities for cultivation (cultivation and content) of animals, production, conversion, transportation and storage of the goods which are subject to veterinary control (supervision) are performed;

"test (sample)" – biological and pathological material, samples of goods under control to veterinary control (supervision), objects of the habitat of animals, water for poyeniye of animals and for water objects, selected for carrying out laboratory researches (testing);

"reference laboratory (center) in the field of veterinary science" - the accredited state laboratory (center) appointed by authorized body of state member for accomplishment of functions in reference sphere of activity independent of producers, suppliers and consumers of products;

"reference sphere of activity" - the area of laboratory researches (testing) determined for the purpose of realization by reference laboratories (centers) in the field of veterinary science of the functions.
