1. Approve the enclosed Rules of rendering assistance to persons who received the registration certificate of the petition for recognition by their displaced persons and to displaced persons in ensuring journey and conveyance, and also payment of the corresponding compensation to needy persons from among the specified citizens.

2. To make to the Ministry of Internal Affairs of the Russian Federation explanations on the questions connected using the Rules approved by this resolution.

3. Declare invalid the order of the Government of the Russian Federation of June 16, 1997 of N725 "About the Procedure for Rendering Assistance to Person Who Received the Registration Certificate of the Petition for Recognition by His Displaced Person and to the Displaced Person in Ensuring Journey and Conveyance to the New Place of Stay or the Residence" (The Russian Federation Code, 1997, N 25, the Art. 2944).

4. This resolution becomes effective since January 1, 2005.

Rules of rendering assistance to persons who received the registration certificate of the petition for recognition by their displaced persons and to displaced persons in ensuring journey and conveyance, and also payment of the corresponding compensation to needy persons from among the specified citizens

1. These rules establish procedure for rendering assistance to persons who received the registration certificate of the petition for recognition by their displaced persons and to displaced persons in ensuring journey and conveyance, and also procedure for compensation to needy persons from among the specified citizens of expenses on journey and conveyance.

2. The persons who received the registration certificate of the petition for recognition by their displaced persons, and arrived with them the family members who did not reach 18 years have the right to assistance in ensuring their journey and conveyance to the place of the temporary settlement (the place of stay) in the territory of the Russian Federation. At the same time the needy persons (family, the living alone citizen) recognized as those according to the Federal Law "About Subsistence Minimum in the Russian Federation" (further - needy persons), who received the certificate have entitlement to compensation of expenses on journey and conveyance from place of registration of the petition for recognition by their displaced persons to the place of the temporary settlement (the place of stay).

3. Displaced persons have the right to assistance in ensuring journey and conveyance to the new residence (the place of stay) in the territory of the Russian Federation. At the same time needy persons have entitlement to compensation of expenses on journey and conveyance from the place of the temporary settlement (the place of stay) to the new residence (the place of stay).

4. Assistance in ensuring journey and conveyance is performed by territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level in which person who addressed for assistance stays on the registry as person who received the registration certificate of the petition for recognition by his displaced person or as the displaced person, by issue of the direction to it on acquisition in transport organization at the expense of own means of tickets and luggage receipts (further respectively - the direction, travel documents).

The direction guarantees to person specified in it acquisition in transport organization of travel documents in priority procedure.

5. For receipt of the direction person having the right to assistance in ensuring its journey and conveyance submits to territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level the statement across the Russian Federation established by the Ministry of Internal Affairs to form with indication of the family members who did not reach 18 years, the expected direction of following to destination and mode of transport.

In case of filing of application the specified person shows the passport or other identity document, and the registration certificate of the petition for recognition by his displaced person or the certificate of the displaced person.

6. The territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level within 1 day from the date of filing of application makes the relevant decision and issues to the applicant the direction in the form approved by the Ministry of Internal Affairs of the Russian Federation in coordination with the Ministry of Transport of the Russian Federation.

7. In the direction the following data are specified:

a) surname, name, middle name of the applicant and members of his family;

b) type of travel documents and their quantity;

c) the direction of following to destination;

d) the name of territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level which issued the direction;

e) date of issue of the direction.

8. The direction makes sure the signature of the head of territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level which issued it and seal of this body.

9. The territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level which issued the direction makes the corresponding record in the registration certificate of the petition for recognition of person by the displaced person or as a witness the displaced person.

10. The direction is valid within 7 days from the date of its issue.

If the applicant did not use the direction in the specified time on reasonable excuse, the territorial authority of the Ministry of Internal Affairs of the Russian Federation at the regional level which issued the direction prolongs the term of its action.

11. The transport organization according to the direction sells to person specified in it (in case of presentation of the passport or other identity document) travel documents to the destination specified in the direction.
