About approval of regulations of fire safety of the Republic of Belarus "Procedure for determination of necessary number of forces and means of divisions on emergency situations for suppression of the fires. NPB 64-2017"

Based on subitem 7.4 of Item 7 of the Regulations on the Ministry of Emergency Situations of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 29, 2006 No. 756 "About some questions of the Ministry of Emergency Situations" the Ministry of Emergency Situations of the Republic of Belarus DECIDES:

1. Approve the enclosed regulations of fire safety of the Republic of Belarus "Procedure for determination of necessary number of forces and means of divisions on emergency situations for suppression of the fires. NPB 64-2017".

2. This resolution becomes effective since November 1, 2017.

Procedure for determination of necessary number of forces and means of divisions on emergency situations for suppression of the fires. NPB 64-2017

Section I Scope

1. Regulations of fire safety of the Republic of Belarus "Procedure for determination of necessary number of forces and means of divisions on emergency situations for suppression of the fires. NPB 64-2017" (further – Regulations) establish general requirements to determination of necessary number of forces and means of divisions on emergency situations for suppression of the fires on objects irrespective of their forms of business, patterns of ownership and departmental accessory.

2. Determinations of the terms used in this Regulations should be applied according to appendix 1 to this Regulations.

3. Regulatory legal acts on which references in the text of this Regulations are given are given in the list according to appendix 2 to this Regulations.

Section II General provisions

4. Suppression of the fires on objects shall be performed by bodies and divisions for emergency situations, and also rescue services created in accordance with the established procedure according to [1], [2], [3], [4] (further – divisions).

5. Calculation of forces and means of divisions for suppression of the fires is carried out depending on the characteristic of object, indicators of fire risk of the addressing combustible substances (materials), their quantity, the sign of fire-fighting substance given on fire extinguishing, availability of automatic installations of fire extinguishing and systems of the fire alarm (systems of transfer of the notification on the fire), their inertance.

6. Determination of fire-dangerous properties of substances and materials, efficiency of means of suppression of the fires and other indicators is made based on results of testing or calculations for the techniques regulated by technical regulatory legal acts (further – TNPA) taking into account condition of technology parameters and the modes (pressure, temperature and other parameters).

7. When calculating forces and means for suppression of the fires in settlements it is necessary to consider availability of the divisions placed at the distance specified in Item 8.4.3 [5].

When calculating forces and means for suppression of the fires in the territories of industrial enterprises it is necessary to consider availability of the divisions placed at the distance specified in Item 8.4.2 [5].

The distance is determined from gate of the building of the fire station to the serviced buildings and constructions by the shortest way of the fire fighting rescue equipment on public roads.

8. The settlement number of the simultaneous fires in settlements and on objects should be accepted according to [6].

9. In case of determination of object by which it is necessary to make calculation of forces and means for fire extinguishing the following criteria consistently are considered:

9.1. the category of the building (fire compartment) or outside installation on fire and explosion and fire risk determined according to [7];

9.2. area of fire compartment (reservoir amount);

9.3. amount of the addressing combustible substances and materials for outside installations;

9.4. size of possible economic damage;

9.5. remoteness of object from the fire station;

9.6. availability of fire-water supply;

9.7. availability of automatic installations of fire extinguishing.

10. Basic data for calculation of forces and means are:

10.1. operational and tactical characteristic of object;

10.2. linear speed of distribution of burning;

10.3. required intensity of supply of fire-fighting substances;

10.4. 5 this Regulations this according to Item.

Appendix 1

Terms and determinations

Intensity of giving of fire-fighting means – quantity of the fire-fighting means given in unit of time per unit of the corresponding parameter of the fire (the area, amount, perimeter or the front)

Fire liquidation – flame-out on the fire, creation of conditions under which there is no threat to people and animals and measures for prevention of renewal of burning are taken

Speed of distribution of burning (fire) linear – the physical quantity characterized by progress of the flame front in this direction in unit of time

Means fire-fighting – the substance having the physical and chemical properties allowing to create conditions for flame-out of this combustible circle

Required expense – powerful or volume quantity of the fire-fighting means given in unit of time at size of the corresponding parameter of fire extinguishing or protection of object to which danger threatens
