About approval of Qualification requirements to the personnel occupied on subjects to use of atomic energy

1. Approve the enclosed Qualification requirements to the personnel occupied on subjects to use of atomic energy.

2. Declare invalid the order of the Minister of Energy of the Republic of Kazakhstan of February 12, 2015 No. 81 "About approval of qualification requirements to the personnel occupied on subjects to use of atomic energy" (registered in the Register of state registration of regulatory legal acts for No. 10518, published on April 9, 2015 in information system of law of Ad_let).

3. To provide to committee of atomic and energy supervision and control of the Department of Energy of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan the direction it the copy on official publication in periodic printing editions and information system of law of Ad_let, and also in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on official Internet resource of the Department of Energy of the Republic of Kazakhstan and the intranet portal of state bodies;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Department of legal service of the Department of Energy of the Republic of Kazakhstan of data on execution of the actions provided by subitems 2) and 3) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Energy of the Republic of Kazakhstan.

5. This order becomes effective after twenty one calendar days after day of its first official publication.

Qualification requirements to the personnel occupied on subjects to use of atomic energy

Chapter 1. General provisions

1. These Qualification requirements to the personnel occupied on subjects to use of atomic energy are developed according to the subitem 3) of Item 1 of article 6 of the Law of the Republic of Kazakhstan "About radiation safety of the population" and Item 3 of article 20 of the Law of the Republic of Kazakhstan "About use of atomic energy" and determine qualification requirements to the personnel occupied on subjects to use of atomic energy.

2. The personnel occupied on subjects to use of atomic energy are subdivided into the following categories:

1) specialists - personnel which include upper managers, the senior heads (chiefs of departments and sectors);

heads of younger link (senior operators, chiefs of technical maintenance teams and technical support and their deputies);

engineering and (or) scientific personnel which activities are connected with operation of subject to use of atomic energy;

2) technicians - personnel which include technicians of the control instrumentation, technicians of radiation control, technicians of chemical laboratory, technicians-mechanics, electrical technicians and technicians of the electronic equipment, and also other specialized personnel which are directly occupied in the works connected with operation of nuclear installation;

3) workers - personnel which include welders, mechanics, mechanics, electricians, operators of mechanisms and other skilled worker personnel.

Chapter 2. Qualification requirements to specialists

3. Qualification requirements to the specialists occupied on subjects to use of atomic energy for objects 1 and 2 of categories of radiation hazard include availability:

1) the higher education confirmed with the diploma on the technical specialty corresponding to profile of work of the organization;

2) length of service at least five years on subjects to use of atomic energy, documented, according to Article 35 of the Labor code of the Republic of Kazakhstan;

3) the certificates, certificates, certificates confirming qualification and passing of the preparation position corresponding to functional obligations.

4. Qualification requirements to the specialists occupied on subjects to use of atomic energy for objects 3 and 4 of categories of radiation hazard include availability:

1) the higher education confirmed with the diploma, in the specialty, the work of the organization corresponding to profile;

2) the certificates, certificates, certificates confirming qualification and passing of the preparation position corresponding to functional obligations.

Chapter 3. Qualification requirements to technicians

5. Qualification requirements to the technicians occupied on subjects to use of atomic energy for objects 1 and 2 of categories of radiation hazard include availability:

1) the higher, postsecondary education or secondary education (technical and professional) confirmed with the diploma on the technical specialty corresponding to profile of work of the organization;

2) length of service at least one year on subjects to use of atomic energy documented according to Article 35 of the Labor code of the Republic of Kazakhstan;

3) the certificates, certificates, certificates confirming qualification and passing of the preparation position corresponding to functional obligations.

6. Qualification requirements to the technicians occupied on subjects to use of atomic energy for objects 3 and 4 of categories of radiation hazard include availability:

1) the higher, postsecondary education or secondary education (technical and professional) confirmed with the diploma on the technical specialty corresponding to profile of work of the organization;
