1. Take into consideration that according to the laws of the Republic of Uzbekistan "About general conscription and military service" and "About service in reserve of Armed Forces of the Republic of Uzbekistan", the resolution of the President of the Republic of Uzbekistan of January 14, 2006 No. PP-257 "About approval of the Regulations on procedure for passing of military service by citizens of the Republic of Uzbekistan" military personnel of compulsory military service and reservists during passing of military charges have the right to free transfer of the letters sent by military units.

2. Approve Regulations on procedure for providing the military personnel of compulsory military service and reservists during passing of military charges by the special marked post envelopes according to appendix.

3. Determine that transfer of non-registered letters of the military personnel of compulsory military service by military units and reservists during passing of military charges by them is performed in the special marked post envelopes of the established sample introduced into circulation by specially authorized body in the field of mail service.

4. To the Ministry of Finance of the Republic of Uzbekistan, since January 1, 2018, annually when forming parameters of the Government budget of the Republic of Uzbekistan the forthcoming year to provide funds for covering of expenses of military units of National guard, the Ministry of Defence, the Ministry of Internal Affairs, Service of state security, the Ministry of Emergency Situations, the Ministry of development of information technologies and communications of the Republic of Uzbekistan on transfer of non-registered letters of the military personnel of compulsory military service and reservists during passing of military charges by them in the special marked post envelopes.

5. To the ministry of development of information technologies and communications of the Republic of Uzbekistan together with the interested ministries and departments to bring the regulatory legal acts adopted by them into accord with this resolution in a month.

6. To impose control of execution of this resolution on the acting minister on development of information technologies and communications of the Republic of Uzbekistan Sh. H. Shermatov and Information analysis department concerning development of information systems and telecommunications of the Cabinet of Ministers of the Republic of Uzbekistan.

Regulations on procedure for providing the military personnel of compulsory military service and reservists during passing of military charges by the special marked post envelopes

Chapter 1. General provisions

1. This Provision determines procedure for providing the military personnel of compulsory military service and reservists during passing of military charges by them the special marked post envelopes, and also financings of expenses on their acquisition.

2. In this Provision the following basic concepts are applied:

the special marked post envelope (further - special envelope) - the standard post envelope with the typographical image on it special distinction and the state sign of post payment intended for transfer of non-registered letters of the military personnel of compulsory military service and reservists during passing by them of the military charges sent by military units;

military units - bodies of military management, military units, connections, the organizations, military forming of the ministries and departments in which the military personnel undergoes compulsory military service, reservists - military charges.

3. Action of this provision extends to military personnel of compulsory military service, reservists during passing of military charges by them in military units of National guard, the Ministry of Defence, the Ministry of Internal Affairs, Service of state security, the Ministry of Emergency Situations, the Ministry of development of information technologies and communications of the Republic of Uzbekistan (further - the military personnel).

Chapter 2. Obtaining, accounting, storage and issue of special envelopes

9. The military unit designates the responsible person for obtaining, accounting, storage and issue of special envelopes.

10. The organization of obtaining, accounting, storage and issue of special envelopes in military units is performed according to the legislation.

11. Terms and frequency of issue of special envelopes to the military personnel, and also the quantity of envelopes relying one serviceman (in month/year), are established by military units.

12. The issued special envelopes are written off based on the report on availability and use of special envelopes, and their remaining balance is removed for January 1 of the year following reporting.

13. Summary reports on availability and use of special envelopes are constituted by military units annually till January 15 of the year following reporting.
