1. Approve Regulations on republican monitoring system of public safety it (is applied).

2. To republican state bodies, regional executive committees and the Minsk Gorispolkom to bring the regulatory legal acts into accord with this resolution.

3. This resolution becomes effective after its official publication.

Regulations on republican monitoring system of public safety

Chapter 1. General provisions

1. This Provision determines the legal basis of functioning of republican monitoring system of public safety (further – monitoring system).

2. The Presidential Security Service of the Republic of Belarus determines procedure:

connections to monitoring system of means of system of video surveillance behind condition of public safety (further – system of video surveillance), the special detectors and other special technical means working in the automatic mode (further – special detectors), on the protected objects which are subject to protection by the Presidential Security Service of the Republic of Belarus on the subjects to temporary stay of protected persons determined by the Presidential Security Service of the Republic of Belarus (in the amount necessary for safety of protected persons);

collection, acceptance, registration, processing, accounting, accumulating, storage, backup, recovery, preserving in integrity, analytical processing and filtering, transfer at the expense of display of information of users, provision of information arriving from the objects specified in the paragraph the second this Item and also from other objects – when carrying out on them security actions for safety of protected persons.

3. For the purposes of this provision terms in the values determined in Item 3 of the Presidential decree of the Republic of Belarus of May 25, 2017 No. 187 are applied.

Chapter 2. Tasks and functions of monitoring system

4. Tasks of monitoring system are:

observation of condition of public safety for the purpose of ensuring public order, prevention, identification (disclosure) and suppression of offenses, investigations of crimes, search of persons which made them and persons, missing persons (it is unknown disappeared), fixing of administrative offenses against traffic safety and operation of transport, the prevention and liquidation of emergency situations;

operational informing on the fixed events by automation of processes of collection, processing, the analysis, storage of information and its transfer at the expense of display of information of users.

5. When functioning monitoring system are provided:

5.1. information collection continuous in real time from the different sources which are monitoring system elements;

5.2. acceptance, registration, processing, accounting, accumulating and storage of information specified in subitem 5.1 of this Item and its transfer at the expense of display of information of users;

5.3. integrity and safety of information by means of the hardware and software of data-processing centers (further – the AIC of DPC) by its transfer, acceptance, registration, processing, accounting, accumulating and storage, and also in cases of planned and (or) emergency stops of monitoring system (its separate elements);

5.4. control of reliability of the provided information;

5.5. confidentiality and provision according to the procedure and on the conditions determined by the legislation, information fixed by monitoring system, to users for accomplishment of tasks according to competence, to courts by consideration of specific case;

5.6. the automated analytical processing and filtering by program platform of information specified in subitem 5.1 of this Item;

5.7. possibility of unloading of separate parts of the fixed information for the subsequent transfer to users for accomplishment of tasks according to competence, to courts by consideration of specific case;

5.8. possibility of provision of priority to certain users for accomplishment of tasks according to competence of control of the devices used to change of field of vision of the video camera remotely-controlled from special devices;

5.9. opportunity in the presence of specifications of temporary connection to monitoring system for the term of no more than one month of separate means of the local systems of video surveillance fixing situation in public places under approval of specially authorized state body or according to its requirement;

5.10. compliance to requirements of the legislation on information, informatization and information security of processes of search, obtaining (transfer), collection, processing, accumulating, storage, distribution and (or) provision of information and use of it, including confidentiality, integrity, availability and safety of information, distribution and (or) provision of which is limited.

6. Questions of functioning of monitoring system, requirements imposed to its elements, structure and functionality of monitoring system, the mechanism of interaction between the operator of monitoring system (further – the operator) and users, 3 this provision who are not provided in Chapter, and also other questions which are not settled by this Provision are determined by regulations of functioning of monitoring system (further – regulations) taking into account the requirements established by this Provision.

Chapter 3. Functioning of monitoring system

7. Functioning of monitoring system is performed in the way:

7.1. connections of system of video surveillance, local systems of video surveillance and special detectors, and also other information systems and information resources determined by users, to monitoring system and ensuring interaction of the specified systems and information resources with monitoring system elements;

7.2. use and servicing of the AIC of DPC;

7.3. provisions of information fixed by monitoring system on the automated workplaces, and also different ways according to the procedure and on the conditions determined by the legislation, to users for accomplishment of tasks according to competence, to courts by consideration of specific case;

7.4. ensuring information transfer and interaction between monitoring system elements by means of communication channels of network of telecommunication of the operator.
