About certification of means of information protection
According to the Laws of the Russian Federation "About the state secret" and "About certification of products and services" the Government of the Russian Federation decides:
1. Approve the enclosed Regulations on certification of means of information protection.
2. The state technical commission in case of the President of the Russian Federation, to the Federal Agency of Government Communications and Information in case of the President of the Russian Federation, to Federal Security Service of the Russian Federation and the Ministry of Defence of the Russian Federation within the Russian Federation determined by the legislation of competence in 3-month time to develop and enact relevant provisions about systems of certification, lists of the means of information protection which are subject to certification in specific system of certification and also in coordination with the Ministry of Finance of the Russian Federation payment procedure of works on certification of means of information protection.

1. This Provision establishes procedure for certification of means of information protection in the Russian Federation and its organizations abroad.
The technical, cryptographic, program and other means intended for protection of the data which are the state secret, means in which they are realized and also control facilities of efficiency of information security are means of information protection.
The specified means are subject to obligatory certification which is carried out within systems of certification of means of information protection. At the same time cryptographic (cryptographic) means shall be national production and are executed on the basis of the cryptographic algorithms recommended by Federal Security Service of the Russian Federation.
