About the national authority authorized on interaction with the Center of crisis reaction of the Collective Security Treaty Organization

For the purpose of implementation of the Decision of Council of collective security of the Collective Security Treaty Organization of October 14, 2016 "About the Center of crisis reaction of the Collective Security Treaty Organization" the Council of Ministers of the Republic of Belarus DECIDES:

1. Determine the Ministry of Defence the national authority authorized on interaction with the Center of crisis reaction of the Collective Security Treaty Organization.

2. Approve the enclosed Regulations on the national authority authorized on interaction with the Center of crisis reaction of the Collective Security Treaty Organization.

3. Determine that with the Center of crisis reaction of the Collective Security Treaty Organization are part of subjects of national segment of information exchange the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Ministry of Emergency Situations, the State boundary committee, Committee for State Security.

4. Financing of the expenses connected with ensuring work of the national authority authorized on interaction with the Center of crisis reaction of the Collective Security Treaty Organization is performed at the expense of the means allocated from the republican budget for maintenance of Armed Forces.

5. This resolution becomes effective from the date of its acceptance.

Regulations on the national authority authorized on interaction with the Center of crisis reaction of the Collective Security Treaty Organization

Chapter 1 General provisions

1. This Provision determines tasks, functions, operating conditions of the national authority authorized on interaction with the Center of crisis reaction of the Collective Security Treaty Organization (further – national authority), procedure for its interaction with the interested state bodies which are part of subjects of national segment of information exchange (further – the interested state bodies).

2. For the purposes of this provision terms are applied in the values established by the regulatory legal acts approved by authorized bodies of the Collective Security Treaty Organization (further – the CSTO).

Chapter 2 of the Task and function of national authority

3. Tasks of national authority are:

information and analytical and organizational support of activities of authorized state bodies (officials) of the Republic of Belarus for decision making about participation of forces and means of the Republic of Belarus in collateral actions of state members of the CSTO for the purpose of prevention (settlement) of crisis situations in zone of responsibility of the CSTO, protection of their safety, stability, territorial integrity and sovereignty;

implementation in real time information exchange with the Center of crisis reaction of the CSTO.

4. Functions of national authority according to the tasks assigned to it are:

forecasting together with the interested state bodies of development of military-political and strategic situation in zone of responsibility of the CSTO for the purpose of timely identification of crisis situations in zone of responsibility of the CSTO;

organizational support of decision making about participation of forces and means of the Republic of Belarus in collateral actions of state members of the CSTO for the purpose of prevention (settlement) of crisis situations in zone of responsibility of the CSTO, protection of safety, stability, territorial integrity and sovereignty of state members of the CSTO;

coordination of activities of the interested state bodies by preparation of offers, realization and control of accomplishment of the decisions made by authorized and working bodies of the CSTO for the purpose of crisis reaction;

collection and generalization of information arriving from the interested state bodies according to the Sheet of urgent reports (the list of the data) represented to national authority (further – the Sheet of urgent reports);

exchange of information with the Center of crisis reaction of the CSTO according to the Regulations of information exchange of the Center of crisis reaction of the Collective Security Treaty Organization approved by the Decision of Council of Foreign Ministers, Council of Ministers of Defense, Committee of secretaries of the Security Councils of the Collective Security Treaty Organization of October 14, 2016 "About the draft decision of Council of collective security of the Collective Security Treaty Organization "About the Center of crisis reaction of the Collective Security Treaty Organization" and measures for its realization" (further – Regulations);

timely information transfer, the CSTO received from the Center of crisis reaction, the interested state bodies within their competence;

ensuring the information security received (transferred) within information exchange, according to the Agreement on mutual ensuring safety of the classified information within the Collective Security Treaty Organization of June 18, 2004, the Regulations and other acts of the legislation determining procedure for information security distribution and (or) provision of which is limited.

Chapter 3 Organization of work of national authority for ensuring information exchange with the Center of crisis reaction of the CSTO

5. For the organization of information exchange with the Center of crisis reaction of the CSTO by national authority the control center functioning in format of the round-the-clock watch and equipped with necessary complex of program technical means and information technologies is created.

The structure of duty shift, appliances necessary for ensuring functioning of control center, procedure for its work are determined by the head of national authority.

6. Information transfer between national authority and the interested state bodies is performed with use of National network of transfer of the encoded information "Atlas Belarus".

7. The national authority and the interested state bodies communicate, determined in the Sheet of urgent reports, according to the procedure, established by the head of national authority in coordination with heads of the interested state bodies.

8. The sheet of urgent reports is developed by national authority based on Item 3 of Regulations.

9. In need of implementation by representatives of national authority and the interested state bodies of joint operation for preparation to authorized bodies of the CSTO of offers of the Republic of Belarus for protection working groups can be created by collective efforts of safety, stability, territorial integrity and sovereignty of state members of the CSTO.

The national authority performs organizational and information technical supply of work of the created working groups.
