About approval of the Procedure for the organization of sanitary and hygienic and anti-epidemic work in Armed Forces of the Kyrgyz Republic

I order:

1. Approve the enclosed Procedure for the organization of sanitary and hygienic and anti-epidemic work in Armed Forces of the Kyrgyz Republic.

2. To the chief of military-medical management to take measures on:

- to official publication of this order in the Erkin Too newspaper or to placement on the official website of the Government of the Kyrgyz Republic, within three working days from the date of registration;

- to the direction of the copy of the order in duplicate in the state and official languages, on paper and electronic carriers, with indication of source of publication of the regulation in the Ministry of Justice of the Kyrgyz Republic for state registration within three working days from the date of official publication and the copy of the order in Government office of the Kyrgyz Republic for information within three working days from the date of its entry into force.

3. Declare invalid the Order of the Minister of Defence of the Kyrgyz Republic "About approval of the Regulations on sanitary and epidemiological surveillance in Armed Forces of the Kyrgyz Republic" of June 15, 1999 No. 155.

4. To impose control of execution of this Order on the vice-chairman of the State committee for defense of the Kyrgyz Republic (on material logistics).

5. This Order becomes effective after ten days from the date of official publication.

Procedure for the organization of sanitary and hygienic and anti-epidemic work in Armed Forces of the Kyrgyz Republic

Chapter 1. General provisions

1. This Procedure for the organization of sanitary and hygienic and anti-epidemic work in Armed Forces of the Kyrgyz Republic (further - the Procedure) is developed according to legal acts of the Kyrgyz Republic in the field of public health care.

The procedure determines general requirements to the organization of sanitary and hygienic and anti-epidemic ensuring connections, parts and organizations of Land forces, Sil of air defense, National guard of Armed Forces, the State Border Service of the Kyrgyz Republic (further - connections, parts and organizations of Armed Forces of the Kyrgyz Republic) and the State committee on cases of defense of the Kyrgyz Republic (further - Goskomoborona of the KR).

2. Sanitary and epidemiologic service - the division of health service of Armed Forces of the Kyrgyz Republic exercising sanitary and hygienic and anti-epidemic supervision.

Sanitary and epidemic supervision in Armed Forces of the Kyrgyz Republic represents the control system and holding the sanitary and hygienic and sanitary and anti-epidemic actions directed to the prevention, suppression and liquidation of infectious diseases, pollution of the external environment (reservoirs, the soil and atmospheric air), improvement of working conditions and life of troops, preservation and promotion of health of staff and is performed in the form of precautionary and current supervision of accomplishment of sanitary and anti-epidemic rules and regulations on the objects located in the territory of connections, parts and organizations of Armed Forces of the Kyrgyz Republic.

Directs work of sanitary and hygienic organizations and health services of connections of parts and organizations of Armed Forces of the Kyrgyz Republic in respect of ensuring sanitary and epidemiologic wellbeing in Armed Forces of the Kyrgyz Republic.

5. The sanitary and epidemiologic service of Armed Forces of the Kyrgyz Republic is guided in the activities by the Laws of the Kyrgyz Republic, Obshchevoinsky charters of Armed Forces of the Kyrgyz Republic, resolutions and orders of the Government of the Kyrgyz Republic, orders and orders of the chief of the General Staff of Armed Forces of the Kyrgyz Republic, the chairman Goskomoborona of the KR and their deputies, orders and methodical managements of the Ministry of Health of the Kyrgyz Republic, Regulations on military-medical management of Goskomoborona of the KR, and also this Procedure.

6. Tasks of sanitary and epidemic supervision:

- implementation of sanitary and epidemic observation of sanitary and epidemic condition of connections, parts and organizations of Armed Forces of the Kyrgyz Republic;

- collection storage, processing and information analysis about sanitary and epidemic condition of areas of placement of connections, parts and organizations;

- studying of incidence, physical development and other indicators of health of the military personnel, conditions of their educational and fighting activities and life of staff;

- holding the sanitary and hygienic and anti-epidemic actions directed to the prevention of infectious and occupational diseases the, and also mass not infectious diseases and poisonings caused by negative impact on organism of the military personnel of adverse factors of external environment, work and life;
