3. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

Rules of registration of subscriber devices of mobile network

Chapter 1. General provisions

1. These rules of registration of subscriber devices of mobile network (further - Rules) are developed according to subitem 8-8) of Item 1 of article 8 of the Law of the Republic of Kazakhstan of July 5, 2004 "About communication".

2. In these rules the following basic concepts are used:

1) the operator of the single database of identification codes of subscriber devices of mobile communication (further - the Operator) - the Republican state company on the right of economic maintaining "The public technical service" of Committee of homeland security of the Republic of Kazakhstan;

2) the single database of identification codes of subscriber devices of mobile network (further - the Database) - the database containing information on identification codes of subscriber devices of mobile network;

3) the subscriber structure of mobile network - the means of communication of individual use creating signals of electric communication for transfer or acceptance of information set by the subscriber and connected to network of the telecom operator, not having the permanent geographically determined location within the serviced territory, working in networks of mobile communication (cellular, trunking, satellite network of telecommunications and others);

4) identification code - the code of the subscriber device assigned by manufacturing plant which is transferred to network of the telecom operator in case of connection to it of this device.

3. To registration all subscriber devices functioning on the cellular transmission networks in the territory of the Republic of Kazakhstan on identification codes of the subscriber device are subject.

Registration of identification code of the subscriber device is performed on a grant basis.

Chapter 2. Registration procedure of subscriber devices of mobile network in the single database of identification codes of subscriber devices of mobile network

4. Registration of subscriber devices is made on identification codes of subscriber devices of mobile network.

In the presence in the subscriber device of two and more identification codes, registration of one of them is allowed.

5. Registration of identification codes of subscriber devices of mobile network is performed by the database operator.

6. In case of connection of the subscriber device to network of the telecom operator information on identification codes of subscriber devices is filled automatically in local registers of the cellular operator which is transferred to the Database.

7. Information on identification codes is provided by cellular operators to the database operator in form, according to appendix 1 to these rules.
