Questions of private detective (detective) and private security activities

The government of the Russian Federation decides:

1. Approve:

the list of objects to which private security activities do not extend, according to appendix No. 1;

the list of types of the special means used in private security activities according to appendix No. 2;

the list of types of arms of security guards according to appendix No. 3;

paragraph fifth ceased to be valid;

regulations of providing the private security organizations with weapon and cartridges according to appendix No. 5.

Rules of passing qualification examination according to appendix No. 6;

Rules of issue and prolongation of the Federal Service of troops of national guard of the Russian Federation of effective period of the certificate of the private security guard by territorial authorities according to appendix No. 7;

Rules of rendering assistance by the private security organizations to law enforcement agencies in providing law and order, including in places of rendering security services and in the territories adjoining to them, and private detectives to law enforcement agencies in the prevention and disclosure of crimes, the prevention and suppression of administrative offenses according to appendix No. 8;

Rules of preparation of the conclusion about impossibility of the admission of the citizen of the Russian Federation for implementation of private detective (detective) and private security activities in connection with the increased danger of violation of the rights and freedoms of citizens, emergence of threat of public safety according to appendix No. 9;

Rules of wearing special uniform when rendering different types of security services according to appendix No. 10;

Rules of approval of law-enforcement bodies of special coloring, information texts and signs on vehicles of the private security organizations according to appendix No. 11;

Rules of rendering security services in the form of armed security forces of property according to appendix No. 12;

Rules of acquisition, accounting, storage and carrying special means, acquisitions and addresses of firearms and the cartridges to him applied during implementation of private security activities according to appendix No. 13.

2. Determine that:

To executive bodies of republics within the Russian Federation, edges, areas, the autonomous region, autonomous areas, the cities of Moscow and St. Petersburg to provide allocation to relevant organs of internal affairs of the additional number of staff of workers for implementation of licensing and control of private detective and security activities.

5. To the Ministry of Internal Affairs of the Russian Federation in coordination with the Ministry of Finance of the Russian Federation to establish the amount of payment and procedure for use of the means received for temporary use by firearms and special funds transferred in Item 2 of this resolution and also for accomplishment of other services connected with ensuring execution by law-enforcement bodies of the Law of the Russian Federation "About private detective and security activities in the Russian Federation".

6. This resolution becomes effective from the moment of its acceptance.
