1. Approve the enclosed inventory, works, services of airdrome and ground handling operations which are part of airport activities.

2. Declare invalid the joint order of the Minister of Transport and Communications of the Republic of Kazakhstan of March 5, 2011 No. 119 and the Chairman of the Agency of the Republic of Kazakhstan on regulation of natural monopolies of March 3, 2011 No. 81-OD "About approval of the list of services and the transactions relating to airport activities" (registered in the Register of state registration of regulatory legal acts for No. 6857, No. 112 published on August 5, 2011 in the Yuridicheskaya Gazeta newspaper (2102).

3. To provide to committee of civil aviation of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this joint order the direction it the copy on paper and electronically in the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this joint order the direction it the copy on official publication in periodic printed publicity materials;

4) placement of this joint order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this joint order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

4. To impose control of execution of this joint order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

Chapter 1. Goods, works, the services of airdrome service which are part of airport activities

1. Ensuring take off and landing of the air vehicle, including:

1) provision of landing strip, taxiways, platforms;

2) ensuring content and operation of airfield;

3) lighting flight servicing;

4) ornithological safety-of-life function around the airport;

5) provision of operational changes of aeronautical information and aeronavigation situation on main routes of flights of air vehicles from the airport;

6) rescue and fire-proof flight servicing around the airport;

7) provision of stall to the air vehicle in airfield within three hours after landing for passenger and six hours for the cargo and passenger-and-freight certified types of air vehicles in the presence of the loads (mail) which are subject to processing (loading or unloading) at the airport of landing;

8) provision of stall within three hours after landing for the cargo and passenger-and-freight certified types of air vehicles, in the absence of load (mail), subject to processing;

9) control and safety-of-life function;

10) other services provided by technology of airdrome service of the air vehicle from the landing moment until stop on stall and back, except for ensuring aviation security in zone of airfield.

2. Ensuring aviation security, including:

1) examination of passengers, cabin baggage, baggage, members of crews of air vehicles of civil aviation;

2) providing the throughput and inside modes at the airport (the device, content and operation of check-points, examination Items (including zones of general access), their technical means, systems of video surveillance, security lighting, barrier, patrol roads and vehicles, the equipment for examination, the involved communications, personnel for providing the throughput and inside modes at the airport, other accompanying services);

3) preflight examination of the air vehicle, loads, mail and onboard power supply;

4) maintenance of readiness of forces and means of the airport to actions for suppression of acts of illegal intervention;

5) the protection of air vehicles on parking excluding possibility of penetration into the air vehicle of strangers;

6) exception of possibility of illegal transportation of weapon, ammunition, the explosive, radioactive, poisoning, flammable objects and substances prohibited to transportation by air transport;

7) precaution introduction of special measures in transit the weapon and ammunition providing their transportation in baggage in the discharged condition, in the compartments of the air vehicle isolated from passengers;

8) protection of objects of aviation fuel supply;

9) coordination of activities of services of aviation safety of operators in zone of the airport.

3. Provision of stall to the air vehicle over three hours after landing for passenger and six hours for the cargo and passenger-and-freight certified types of air vehicles in the presence of the loads (mail) which are subject to processing (loading and/or unloading) at the airport of landing:

1) preparation of stall;
